That helped push the share of uninsured Americans below 10 percent and underscored how hard it could be for Republicans to dismantle the program The Health and Human Services Department said Thursday that the latest wave signing up is benefiting from “special enrollment periods” keyed to life changes and other circumstances. It’s a flexible feature also common to coverage people get through their jobs. Although 2015 open enrollment ended Feb. 22, special sign-up opportunities continue to be available through HealthCare.gov and its state-run counterparts. Through June 30, nearly 950,000 people had benefited. Earlier, another government report found 7 million fewer uninsured through March. A free press is a cornerstone of a healthy democracy.
