President Bush said Wednesday that he has decided to begin vaccinating members of the military and health workers against smallpox and will eventually allow all Americans to receive the vaccine that remains the only protection against the disease.

The Food and Drug Administration approved over-the-counter sale of the allergy drug Claritin on Wednesday, four years after the large California-based insurance company WellPoint Health Networks filled a petition requesting the change.
