Thousands of livestock died and hundreds of homes were destroyed, when the region experienced strong winds and flash floods. The government of Puntland, which is a semi-autonomous region, declared a state of emergency and said hundreds of citizens are unaccounted for. Officials are calling for international aid, which could prove difficult in the wake of the [typhoon that devastated the Philippines].
