The individuals were wearing black suits and helmets and were captured on nearby surveillance cameras. “If they came out of an aircraft, it’s unknown at this time but they were seen walking with parachutes away from the location,” said NYPD police commissioner Ray Kelly. “No banners, no notes were left.
