Maine Gov. Janet Mills will deliver her final State of the State address to a joint session of the state legislature in Augusta on Tuesday.

Mills, who made history as Maine's first woman governor in 2019, is expected to outline the progress her administration has made and the ongoing challenges still facing the state.

The speech comes about a week after U.S. Immigration and Customs Enforcement launched an operation in Maine as the Trump administration ramps up its aggressive approach to immigration. Mills has criticized ICE for not providing warrants and arrest data.

"As governor, I am requesting that the president of the United States meet with me so that I can demand in person that his administration withdraw these untrained and reckless ICE agents in Maine and across the country who are stoking fear in communities, arresting legally present people, including law enforcement officials, and who pose a grave threat to public safety," she said in a statement Saturday after the fatal shooting of Alex Pretti by federal officers in Minneapolis.

Ahead of Tuesday's speech, Mills announced that she would include more than $2 million for Planned Parenthood and Maine Family Planning in her final supplemental budget. The funding offsets cuts enacted by the Trump administration and congressional Republicans last year.

Mills, who is term-limited to two consecutive four-year terms, announced last year that she is running for U.S. Senate. With the Democratic primary in June, Mills has been pitching herself as the best candidate to flip Republican Sen. Susan Collins' seat. Her primary challengers include Graham Platner, an oyster farmer and combat veteran, who received an endorsement from Sen. Bernie Sanders.

If she wins the Senate seat, she has pledged to serve only one six-year term.

The race is one of a few opportunities Democrats have to pick up seats in the upcoming midterms.
