Dan Caine, President Donald Trump’s nominee for chairman of the Joint Chiefs of Staff, gave an opening statement during his Senate confirmation hearing on April 1. Watch in our player above. Caine, a retired Air Force pilot with decades of experience, has also worked on national security and led special operations. Yet he would need presidential waivers to meet several requirements of the job: Caine is retired, not active-duty, and has three stars — under U.S. code, chairs are usually expected to have served in a four-star position. Senators, I acknowledge that I’m an unconventional nominee.
