Police apprehended 19-year-old Dzhokhar Tsarnaev after a daylong manhunt that wound through suburban Boston neighborhoods, causing an area-wide lockdown. Obama said at the White House: “It’s been a tough week, but we’ve seen the character of our country once more.”
