President Bush nominated Air Force Gen. Michael Hayden to serve as the next leader of the Central Intelligence Agency Monday, re-igniting the debate over domestic surveillance efforts that Hayden oversaw as head of the National Security Agency.

Porter Goss, a former undercover operative and Florida congressman, was sworn in Friday as head of the CIA, an agency battered by criticism for faulty intelligence ahead of the Sept. 11, 2001 terrorist attacks and Iraq war.
