Hopes of a cease-fire in the Middle East appeared to rise Monday as U.S. Vice President Dick Cheney arrived in the region for meetings with Israeli Prime Minister Ariel Sharon and perhaps a senior Palestinian official.

As Israel continues to retaliate for a round of deadly attacks over the weekend, Prime Minister Ariel Sharon announced Monday that Palestinian leader Yasser Arafat was free to travel in the West Bank and Gaza Strip.

On one of the deadliest days in 17 months of renewed fighting, Israeli troops on Friday killed 33 Palestinians during raids on refugee camps and villages and a Palestinian gunman killed five Israeli students at a Bible study hall.
