Federal car safety regulators opened an investigation Thursday into why Tesla has repeatedly broken rules requiring it to tell them quickly about crashes involving its self-driving technology.

Tesla is awarding CEO Elon Musk 96 million shares of restricted stock. In December Delaware Chancellor Kathaleen St. Jude McCormick reaffirmed her earlier ruling that Tesla must revoke Musk’s multibillion-dollar pay package.
