Guzman, head of the Sinaloa drug cartel, will be arraigned in federal court in New York on Friday. His extradition came on President Obama’s last full day in office. Guzman had twice before broken out of maximum security prison in Mexico, first in 2001. He was recaptured in 2014 at a beach resort. In 2015, only 14 months later, he made a brazen escape using a mile-long tunnel dug from beneath his shower. It was seen as a major embarrassment for Mexican President Enrique Pena Nieto.
