Rousseff won 51.6 percent of the vote to Neves’ 48.4 percent with more than 99 percent of the votes counted. In her victory speech, Rousseff spoke of reconciliation and dialogue with the opposition as she tries to restart the economy and battle unemployment, which sparked street demonstrations a year ago.
