The footprints of the original twin towers were left untouched in the United team's design and were surrounded by a public plaza and park. The memorial was placed below the footprints so that visitors would be "directed to look upward in remembrance." Another memorial would be placed atop one of the towers to allow visitors to look down at the footprints.
