Memorial Plaza
This plan, which is centered on a promenade that would connect the site to Battery Park, was the most highly rated plan by participants in the "Listening to the City" event, but also would have required building on the footprints of the former twin towers. A museum and other cultural buildings would be situated along the promenade, which would be lined with trees and plants to recognize those who died on Sept. 11. There would be six office towers, two of which would reach 63 stories and have 1500-foot skyline elements, and four of which would reach 32 stories.
