President Bush Sets Tough
Conditions to Lift Embargo

President Bush said Monday the U.S. would not end the forty-year trade
embargo against Cuba unless the Carribean nation accepted new U.S. demands
that it be "committed to real reform" to create a "new government
that is fully democratic.
The president's refusal to drop the embargo comes
just days after former president Jimmy Carter made a historic visit
to the Caribbean nation and called for the U.S. to ease its trade sanctions.

Update:
In a speech broadcast live to the Cuban people, former U.S. President
Jimmy Carter called on Fidel Castro to allow a referendum that would
usher in political reforms and criticized the socialist system for denying
basic freedoms.
Speaking in Spanish, Carter also called on the United
States to lift a four-decade trade embargo on Cuba and ease travel restrictions.
