Architect: Peterson/Littenberg Architecture and Urban Design
The heart of the Peterson/Littenberg design was a public garden, sunken below street level, designed to "serve as an inner courtyard for the whole city." The site would have an open amphitheater on the footprint of the north tower, with 2,797 seats -- one for each individual who died at the site -- while the south tower footprint would hold the memorial.
