Architect: Peterson/Littenberg Architecture and Urban Design
The site would house twin 1400-foot office towers on the corners of the gardens with a transportation terminal in between. A memorial boulevard would contain a central pedestrian promenade. The plan was widely derided as conservative and retro, but architecture critic Paul Goldberger wrote that it also contained "several exceptionally sophisticated urban-design gestures."
