THINK's second design was called "Sky Park." The plan consisted of a 10-block, 16-acre public park on the rooftop of a 10-story building, which would house cultural facilities, retail locations, office space and a transportation center. The park would include an amphitheatre, cafÈs, an ice-skating rink, fountains, public gardens and space for additional memorials. The site plan also included three large office buildings.
