THINK's third scheme, widely praised as innovative, became a finalist along with Daniel Libeskind's master plan. The World Cultural Center consisted of two huge latticework towers that were designed to hold other buildings, including a cultural center, museum and memorial. The THINK team did not include any office space in this design, but argued that office buildings could be constructed on the site later, according to demand.
