Can we really balance the budget? Two fellows from The Brookings Institution, Alice Rivlin and Isabel Sawhill, say they have a plan. Their recent report, RESTORING FISCAL SANITY: BALANCING THE BUDGET, provides a clear-eyed assessment of the federal budget outlook over the coming decade and
examines approaches designed to restore fiscal sanity over the coming decade and help prepare for the baby boomers’ retirement. David Brancaccio sits down with Rivlin and Sawhill to discuss viable solutions to our fiscal crisis that both parties can agree with.

Alice M. Rivlin
Alice M. Rivlin is Director of the Greater Washington Research Program, Brookings Institution and a Visiting Professor at the Public Policy Institute of Georgetown University. Her previous positions included: Henry Cohen Professor, Milano Graduate School of Management and Urban Policy, New School University (2001-2003); Chair, District of Columbia Financial Management Assistance Authority (1998-2001); Vice Chair, Board of Governors, Federal Reserve System (1996-99). From 1993 through 1996, Ms. Rivlin served as first the Deputy Director, then Director of the White House Office of Management and Budget. She was nominated to that position by President Bill Clinton and confirmed by the United States Senate on January 21, 1993.
Ms. Rivlin was the founding Director of the Congressional Budget office and served in that post from 1975 to 1983. Ms. Rivlin also served as Assistant Secretary for Planning and Evaluation in the U.S. Department of Health, Education, and Welfare.

Isabel Sawhill
Isabel V. Sawhill is a Senior Fellow in Economic Studies at The Brookings Institute, where she co-directs the Welfare Reform & Beyond Initiative and directs the Brookings Roundtable on Children. Prior to joining Brookings, Dr. Sawhill was a Senior Fellow occupying the Arjay Miller chair at The Urban Institute. She also served as an Associate Director at the Office of Management and Budget from 1993 to 1995, where her responsibilities included all of the human resource programs of the federal government, accounting for one third of the federal budget. Dr. Sawhill has authored and edited numerous books and articles including Updating AMERICA’S SOCIAL CONTRACT: ECONOMIC GROWTH AND OPPORTUNITY IN THE NEW CENTURY, GETTING AHEAD: ECONOMIC AND SOCIAL MOBILITY IN AMERICA, WELFARE REFORM: AN ANALYSIS OF THE ISSUES, AND CHALLENGE TO LEADERSHIP: ECONOMIC and SOCIAL ISSUES FOR THE NEXT DECADE. Her research has spanned a wide array of economic and social issues, including fiscal policy, poverty, and welfare reform. Dr. Sawhill helped to found, and now serves as President of, The National Campaign to Prevent Teen Pregnancy, a nonprofit organization devoted to reducing teen pregnancy in the United States. She has been a Visiting Professor at Georgetown Law School, Director of the National Commission for Employment Policy and President of the Association for Public Policy Analysis and Management. She also serves on a number of nonprofit boards, including the Manpower Demonstration Research Corporation, Population Action International, and the Council for Excellence in Government.
