President Joe Biden blamed the extremist group ISIS-K for Thursday’s attacks in Kabul and vowed to punish those responsible.

“To those who carried out this attack, as well as anyone who wishes America harm, know this: we will not forgive, we will not forget,” Biden said in a press conference. “We will hunt you down and make you pay.”
