Biden made the comments during a White House Rose Garden ceremony celebrating passage of the stimulus bill. The president said for too long, the U.S. has relied on a so-called trickle-down economic strategy, focusing on the wealthiest Americans. “For too long it’s been the folks at the top,” Biden said, adding, “Well, you saw what trickle down does. We’ve known it for a long time. But this is the first time we’ve been able, since the (President Lyndon) Johnson administration, or maybe even before that, to begin to change the paradigm.” READ MORE: Biden sets May 1 target for all adults to be vaccine-eligible Biden said some 85 percent of American households will be getting checks from the stimulus bill, some as early as this weekend. “It’s critical to demonstrate that government can function, can function and deliver prosperity, security and opportunity for the people in this country,” Biden said. No Republicans attended the Rose Garden victory lap. Although White House aides point to polling that shows the package is popular with Republican voters, not a single GOP lawmaker voted for it.
