OUR RECORD GRADUATION RATES, EXCEPTIONAL WORK OF FACULTY AND STAFF.
SERVING ON THE POSITIVE CONTRIBUTION THAT OUR UNIVERSITY SYSTEM MAKES TO THE STATE.
TODAY I COME TO YOU WITH A MORE SOBERING SET OF FACTS.
IF YOU ARE IN THE ED PLANNING IMMEDIATING YESTERDAY, 68% OF FOURTH GRADERS IN NORTH CAROLINA DON'T KNOW HOW TO READ AT GRADE LEVEL.
IT IS NOT THE GOOD NEWS WE WANT TO HEAR BUT NEWS WE MUST FACE.
THIS NUMBER SHOULD SCARE AND APPAL EVERYONE IN THE ROOM.
STUDENTS THAT CAN'T READ BY THIRD GRADE ARE LESS LIKELY TO ENROLL IN COLLEGE OR COMPLETE A DEGREE.
IF MOST OF THE CHILDREN CAN'T READ AT GRADE LEVEL, WE HAVE FAILED THEM.
IT WAS SAID, ONCE YOU CAN READ, YOU ARE FOREVER FREE.
KNOWLEDGE IS HOW WE OPEN DOORS AND DISCOVER NEW WORLDS, BREAK BARRIERS, BUILD BRIDGES.
IT BEGINS WITH AN OPEN BOOK AND EAGER, WELL-EQUIPPED MIND.
IT'S NOT AN OVERSTATEMENT TO SAY THAT READING IS THE FOUNDATION OF A HEALTHY SOCIETY.
IF A CHILD CAN'T READ, HOW CAN THEY GROW UP TO BE A TEACHER, ENGINEER, DOCTOR, NURSE, ELECTRICIAN OR CARPENTER?
THIS BURDEN FALLS ON LOW INCOME AND MINORITY CHILDREN LIKELY TO BE LEFT BEHIND.
83% OF LOW INCOME AND MINORITY FOURTH GRADERS IN NORTH CAROLINA WERE NOT PROFICIENT AT READING.
WE DON'T CONTROL MANY PARTS OF THE EQUATION.
THE STUDENT ACHIEVEMENT CONCERNING EARLY LIFE, STARTING WITH ENGAGED PARENTS, AND WE DON'T CONTROL K-12 FUNDING OR CURRICULUM.
AS A UNIVERSITY SYSTEM WE CONTROL WHAT TEACHERS AND TRAINING LEARN AT OUR UNIVERSITIES.
THE 15 PREPARATION PROGRAMS ARE THE LARGEST SOURCE OF PUBLIC TEACHERS IN THE STATE MAKING A CONTRIBUTION TO NORTH CAROLINA'S ECONOMIC HEALTH.
DECADES OF RESEARCH HAVE PROVEN THERE IS A SCIENCE OF READING.
A SET OF CONCEPTS CRITICAL TO EFFECTIVE INSTRUCTION.
SOME OF YOU ARE FAMILIAR WITH THIS BECAUSE IT'S THE WAY YOU LEARNED HOW TO READ, WITH PHONICS, VOCABULARY AND CONNECTING LETTERS AND SOUNDS.
THESE ARE THE BUILDING BLOCKS OF LITERACY AND ACADEMIC SUCCESS.
THE THEORETICAL READING WARS ARE OVER.
THE BRAIN SETTLED THE DEBATE.
WE MUST PREPARE OUR FUTURE TEACHERS TO USE THESE TOOLS.
NOT ONLY BECAUSE THE APPROACH IS GROUNDED IN SCIENCE, BUT IT'S WHAT STATE LAW REQUIRES.
OUR FOCUS ON READING ISN'T NEW.
IN 2022, WE PASSED A LITERACY THAT ALL TEACHER PREPARATION PROGRAMS WOULD ADOPT.
2021 STATE LAW REQUIRED ALL PROGRAMS, ELEMENTARY AND SPECIAL EDUCATION TO INCLUDE THE SCIENCE OF READING.
AS WE HEARD YESTERDAY, SEVERAL INCORPORATED THE ALIGNMENT OF STATE LAW.
TOO MANY PROGRAMS NEED IMPROVEMENT, HAVING FAILED TO EMBRACE THIS APPROACH.
IN SHORT, WE KNOW THE READING TOOLS ARE EFFECTIVE.
WE CONTINUE TO TRAIN TEACHERS USING METHODS THAT HAVE BEEN DEBUNGT.
WE UNDERSTAND PUBLIC SCHOOL TEACHERS FACE MANY CHALLENGES.
THEY ARE USING TOOLS TO HELP STUDENTS SUCCEED.
EFFORTS SHOULD BE APPLAUDED, BUT THEY ONLY SUCCEED WITH STRATEGIES AND TECHNIQUES BASED ON BEST EVIDENCE.
WE WON'T TOLERATE IT ANY LONGER.
WE WOULDN'T TOLERATE IT IF NURSING CANDIDATES COULDN'T PUT IN AN IV.
WHY CONTINUE DOWN THIS ROAD?
THIS IS A TOP PRIORITY 2023.
PARENTS ARE COUNTING ON US TO DELIVER TEACHERS WHO PROVIDE EDUCATION THEIR CHILDREN NEED AND DESERVE.
YESTERDAY, THE ED PLANNING COMMITTEE CALLED FOR TEACHER PREP PROGRAMS TO ADDRESS THE ISSUE IMMEDIATELY.
THE BOARD WILL CONSIDER THE RESOLUTION SHORTLY.
I URGE EACH OF YOU TO SUPPORT IT.
THE BOARD EXPECT THE PROGRAM TO PROVIDE US WITH STATE LAW AND EVIDENCE THAT CHANGES ARE BEING MET IN NEED OF IMPROVEMENT.
WE NEED TO TREAT THE ISSUE AS ANY OTHER CRISIS AND ADDRESS IT NOW.
IT'S PAST TIME TO LEAD THE STATE TO A BROADER AND MORE LITTIVE FUTURE FOR EVERY CHILD.

FACULTY ARE THE HEART OF ANY GREAT UNIVERSITY.
THEY ARE THE HEART AND SOUL OF THIS ONE.
EVERY PART OF OUR MISSION, TEACHING, RESEARCH, PUBLIC SERVICE RELIES ON THE BRILLIANCE AND DEDICATION OF FACULTY.
WE ARE NOT THE ONES WHO CURE DISEASES, INSPIRE STUDENTS OR BREAK GROUND IN HUMANITIES.
WE SHOULD SUPPORT THE PEOPLE THAT DO TO ENSURE THE UNIVERSITY IS A WELCOMING HOME FOR WORLD CLASS SCHOLARS IN EVERY FIELD.
WHEN YOU ASK A PARENT OR STUDENT TO PICTURE THE WORK OF A UNIVERSITY PROFESSOR THE FIRST THING THAT COMES TO MIND IS TEACHING.
THAT WAS THE VISION FOR THE UNIVERSITY WHEN FOUNDED.
THAT THE YOUNG MEN AND WOMEN OF NORTH CAROLINA WOULD LEARN ALONG TRUE SCHOLARS IN EVERY FIELD.
AS OUR MISSION HOLDS, TEACHING CONSTITUTES THE PRIMARY SERVICE THE UNIVERSITY RENDERS TO SOCIETY.
IT'S BEEN A LONG TIME SINCE WE HAVE TAKEN A CLOSE LOOK AT VALUING PEOPLE THAT DO THE WORK.
GOVERNING FACULTY CAREER TRACTS ARE UNCHANGED FOR DECADES.
AS THE SCALE AND COMPLEXITY OF THE WORK HAVE GROWN SIGNIFICANTLY.
AS WE LOOK TO THE FUTURE OF A GREAT INSTITUTION, IT'S TIME FOR A THOROUGH REVIEW OF HOW WE SUPPORT FACULTY.
OVER THE NEXT FEW MONTHS WE'LL@RER OPPORTUNITIES, TEACHING EVALUATION PRACTICES, OUR AWARD AND RECOGNITION PROGRAMS AND POST TENURE REVIEW POLICIES.
THERE IS ENORMOUS VARIATION AMONG OUR CAMPUSES AND WITHIN OUR CAMPUSES WHEN IT COMES TO THE WAY FACULTY ARE DEVELOPED AND SUPPORTED.
FOR MANY YEARS WE HAVE HEARD ABOUT INEQUITIES AND WORKLOAD IN REVIEW PROCESSES AND IN THE WAY SERVICE AND TEACHING ARE WEIGHED IN FACULTY EVALUATIONS.
IT'S TIME TO BRING CLARITY AND FAIRNESS TO THE PEOPLE WHO DO SUCH MEANINGFUL WORK ON OUR CAMPUSES.
THOROUGH REVIEW CONDUCTED BY PROVOSTS, DEANS, FACULTY REPRESENTATIVES AND SYSTEM OFFICE STAFF WILL HELP US MODERNIZE KEY ASPECTS OF FACULTY SUPPORT.
WE'LL ADDRESS SOME OF THE CHALLENGES AROUND FIXED TERM FACULTY OR ADJUNCTS ENSURING THE SCHOLARS THAT CARRY MUCH OF THE TEACHING RESPONSIBILITY ON THE CAMPUSES ARE TREATED WITH RESPECT AND ADVANCEMENT.
IT'S TIME TO DEVELOP A REWARDING CAREER PATH FOR NONTENURED FACULTY AND MAKE SURE THE ACADEMIC WORKLOAD IS CARRIED FAIRLY.
WE'LL WORK TOWARD A MORE CONSISTENT WAY OF EVALUATING TEACHING ABLE TO CONSTITUTE CLARITY IN A CLASSROOM.
WE'LL REASSESS THE AWARD AND RECOGNITION PROGRAMS WITH THE GOAL OF DOING MORE TO CELEBRATE THE EXTRAORDINARY RANGE OF ACCOMPLISHMENT THAT WE SEE FROM SCHOLARS AND RESEARCHERS EVERY YEAR.
WE SEEK FUNDING TO ESTABLISH FACULTY RETIREMENT INCENTIVES, A ROUTINE PRACTICE IN MANY PEER UNIVERSITIES.
THOSE INCENTIVES MAKE IT EASIER FOR CAMPUS FACULTY TO BALANCE WORKLOADS, INVEST IN HIGH DEMAND AREAS AND MEET STUDENT NEEDS.
AND WE'LL AIM FOR A CONSISTENT APPROACH TO POST TENURE REVIEW ENSURING WORKLOADS AND STANDARDS OF PRODUCTIVITY.
THE WIDE REVIEW PRACTICE IS A SOURCE OF TENSION AMONG FACULTY AND FEEDS A CONCERN ABOUT WORKLOADS AND CAREER OPPORTUNITIES.
GREATER CLARITY HERE WILL BRING GREATER CONFIDENCE AS WE WORK TO RECRUIT AND RETAIN OUR BEST AND BRIGHTEST.
FROM DAY ONE WE WORKED SIDE BY SIDE WITH THE UNC SYSTEM FACULTY ASSEMBLY.
FACULTY CHAIR WADE MAKI IS ACO LEADER OF THE EFFORT ALONGSIDE DAVID ENGLISH FROM THE SYSTEM OFFICE.
I'M GRATEFUL TO WADE AND HIS COLLEAGUES FOR RAISING ISSUES AROUND FACULTY SUPPORT.
IT TURNS OUT PHILOSOPHERS LIKE WADE MAKE GOOD ADVOCATES.

SHE HAS EARNED THE RESPECT AND TRUST OF LEADERSHIP AND STAFF ACROSS THE UNC SYSTEM AND REPRESENTED THE UNIVERSITY WITH INTEGRITY AND UNWAIVERING COMMITMENT.
WHEREAS THE INTEGRITY AND UNWAVERING COMMITMENT WAS RECOGNIZED 2022 WHEN PRESIDENT HANS AWARDED HER THE AWARD FOR EXCELLENCE.
SHE HAS TREATED COLLEAGUES LIKE FAMILY, GOING ABOVE AND BEYOND TO SUPPORT THEM AS INDIVIDUALS AND DEVOTED THE FULL MEASURE OF HER CAREER ENSURING THE LONG-TERM SUCCESS OF NORTH CAROLINA STUDENTS.
SHE WILL CONCLUDE HER SERVICE AS EXECUTIVE DIRECTOR IN JANUARY 2023.

THE COMMITTEE HEARD ABOUT THE GROWTH OF THE NORTH CAROLINA SCHOOL OF SCIENCE AND MATHEMATICS, REPORT ON THE SYSTEM NURSING STUDY WORK GROUP REVIEWED AND LEGISLATURE FOR RECOMMENDATIONS ON INCREASING GRADUATES.
THE COMMITTEE MOVED THE DISCUSSION OF POTENTIAL REVISIONS 700.1 OF THE UNC POLICY MANUAL WITH REQUIREMENTS FOR THE FEBRUARY MEETING.
FINALLY, THE COMMITTEE HEARD A PRESENTATION OF RESULTS FOR COURSEWORK UNC SYSTEM EDUCATOR PREPARATION PROGRAMS.
THE BOARD OF GOVERNORS APPROVED THE REQUIREMENT 2021 THAT ALL PROGRAMS WOULD IMPLEMENT A LITERACY FRAMEWORK BASED ON THE SCIENCE OF READING BY FALL 2022.
THE 2021 PASSAGE OF THE EXCELLENT PUBLIC SCHOOLS ACT ADDED A STATUTORY REQUIREMENT MANDATE TO ADOPT AND IMPLEMENT THE PROGRAM.
UNFORTUNATELY, THE PROGRAMS ARE NOT WHERE THEY NEED TO BE.
ONLY ONE PROGRAM WAS RATED EXCELLENT.
FIVE RATED GOOD.
NINE FOUND TO NEED IMPROVEMENT OR BE INADEQUATE.
UNACCEPTABLE.
THE COMMITTEE HAD A ROBUST AND PASSIONATE DISCUSSION ABOUT HOW TO DO BETTER, MOVE FORWARD FROM HERE AND STEPS THE BOARD CAN TAKE TO ENSURE WE DO SO.

I JOINED THE BOARD IN 2017, AND IN THE SPRING OF 2018, WE WERE VISITING CAMPUSES.
I CAN RECALL A CONVERSATION WITH AN EDUCATION MAJOR WHO HAD PARTICIPATED IN A WORKSHOP THE WEEK BEFORE WHERE SHE HEARD A LECTURE FROM A PROFESSOR FROM ANOTHER CAMPUS.
THE PROFESSOR WAS SPEAKING ABOUT A CLASS THAT WAS THE SAME ONE SHE WAS ENROLLED IN AT HER HOME CAMPUS.
IT WAS UNRECOGNIZABLE TO HER.
I WONDERED AT THE TIME, HOW CAN THAT BE?
A SHORT TIME LATER I SAT IN AN ED PLANNING MEETING LISTENING TO THOSE EVALUATING OUR COLLEGE OF EDUCATION.
IMAGINE MY SURPRISE TO HEAR WE WERE DOING A WIDE VARIATION IN TEACHER PREPARE AND NOT ENOUGH FOCUS ON LITERACY.
ALLOW ME TO SHARE THREE OBSERVATIONS FROM THAT REVIEW.
THESE ARE THE CONSULTANT'S WORDS, NOT MINE.
IN ADDITION TO OR INSTEAD OF RELYING ON RESEARCH ABOUT HOW BEST TO TEACH READING, SOME INSTRUCTORS REQUIRE CANDIDATES TO WRITE THEIR PERSONAL PHILOSOPHIES ABOUT HOW TO TEACH READING, EQUATING WHAT THEY FEEL ABOUT READING OR HOW THEY LEARNED AS A VALID WAY TO MAKE INSTRUCTIONAL DECISIONS.
SECOND, SOME ASSIGNMENTS APPEARED TO BE IRRELEVANT TO TEACHING LITERACY OR NOT INCLUSIVE OF RESEARCH BASED PRACTICES.
FOR EXAMPLE, SOME CANDIDATES SPENT CLASS TIME CONSTRUCTING ALPHABET BOOKS OR WRITING CHILDREN'S BOOKS.
SUCH INSTRUCTIONAL DECISIONS MAY ADD TO BROADER EXPERIENCE BUT THEY ARE NOT THE MOST PRACTICE TO ENHANCE TEACHING SKILL OR ULTIMATELY STUDENT LEARNING.
LAST, CANDIDATES STATED AND SYLLABI CONFIRMED THAT MOST EDUCATOR PREPARATION PROGRAMS DO NOT PROVIDE SUFFICIENT TIME ON HOW TO INSTRUCT STRUGGLING READERS.
IN RESPONSE TO THE REPORT, THE SYSTEM STARTED THE PREPARATION ADVISORY GROUP WHICH WAS CHAIRED BY ANTHONY GRAHAM, THEN THE DEAN OF A & T SOON TO BE CHANCELLOR AT WINSTON STATE, KIM WINTER AND ANNE CLARK CHARLOTTE MECKLENBURG.
THEY SET RULES, CREATED THE EARLY LEARNING AND IMPACT COALITION WHICH CONSISTED OF UNC CHARLOTTE, PEMBROKE, WESTERN CAROLINA AND WINSTON STATE MAKING RECOMMENDATIONS TO THE STATE BOARD OF EDUCATION AND COMMISSIONED A REPORT CALLED THE SCIENCE OF EARLY LEARNING.
FEBRUARY 2020, TWO CHAIRS, ANTHONY GRAHAM AND KIM WINTER PRESENTED ON THE ACTIVITIES TO THE COMMITTEE ON STRATEGIC INITIATIVES AND RECOMMENDED THAT THE BOARD ESTABLISH A COMMON FRAMEWORK FOR LITERACY THAT ALL TEACHER PREP PROGRAMS WOULD ADOPT.
THAT LED OUR BOARD TO PASS THE RESOLUTION 2020 THAT ESTABLISHED THE COMMON FRAMEWORK.
IN APRIL 2021, THE LEGISLATURE PASSED AND GOVERNOR COOPER SIGNED THE BILL MANDATING THAT LEADERSHIP INSTRUCTION BE BASED ON A BODY OF RESEARCH CALLED THE SCIENCE OF READING.
YET, HERE WE SIT LISTENING FIVE YEARS LATER TO ANOTHER GROUP OF CONSULTANTS THAT TELL US THE CROWN JEWEL OF NORTH CAROLINA AS REFERRED BY MANY, AS YOU HAVE HEARD SEVERAL TIMES TODAY.
ONE COLLEGE OF EDUCATION STRONG, FIVE GOOD, AND NINE THAT NEED IMPROVEMENT OR ARE INADEQUATE.
2019, BEFORE COVID, MIND YOU, 64% OF FOURTH GRADERS WERE BELOW PROFICIENT WITH THEIR READING.
IN 2022, THE NUMBER IS 68% OF FOURTH GRADERS IN OUR STATE NOT PROFICIENT WITH THEIR READING.
I ASK YOU TODAY, WHERE IS THE OUTRAGE?
WE ARE NOT THE ONLY PIECE OF THE PUZZLE IN HELPING STUDENTS READ.
YOU HAVE HEARD THAT THIS MORNING AS WELL FL.
IT IT TAKES A VILLAGE, AND IT STARTS WITH PARENTS.
WE ARE AN IMPORTANT PIECE OF THE PUZZLE AND WE MUST STEP UP.
HOW WOULD THESE STATISTICS MOVE EACH OF US IF WE WERE DISCUSSING OUR FAVORITE BALL TEAM?
68% OF THE TEAM CAN'T SHOOT A FREE THROW.
WHAT IF A SURGEON ABOUT TO PERFORM A PROCEDURE ON YOU HAD A 32% SUCCESS RATE?
WE WOULD BE OUTRAGED, AND REST ASSURED, WE WOULD BE LOOKING FOR SOLUTIONS AND OTHER OPTIONS.
HOW ABOUT THE AMOUNT OF TIME WE HAVE SPENT SINCE I HAVE BEEN ON THE BOARD IN COMMITTEE MEETINGS, DISCUSSING SALARIES, STADIUM EXPANSIONS, FEE INCREASES FOR CENTERS, DINING AND PARKING DECKS TO NAME A FEW OF THE TOPICS THAT GARNER THE ATTENTION OF MANY.
YET 68% OF FOURTH GRADERS CAN'T READ PROFICIENTLY.
RARELY DO WE SPEND THE APPROPRIATE AMOUNT OF TIME ON THIS TOPIC THAT FAKES SO MANY.
THE STATE OF NORTH CAROLINA, INSTEAD OF LOOKING TO THE UNC SYSTEM CHOSE TO LOOK TO MISSISSIPPI FOR A READING PROGRAM THAT IS SHOWING SUBSTANTIAL GAINS IN READING ACHIEVEMENT.
WHY AREN'T OUR COLLEGES OF EDUCATION LEADING THE WAY?
ONE LAST THOUGHT.
SEVERAL OF OUR MEETINGS FOR QUITE A WHILE HAVE INCLUDED DATA ABOUT THE PIPELINE THAT HAS A DWINDLING NUMBER OF STUDENTS COMING TO THE SYSTEM.
WHO DO WE THINK WILL COME IN A FEW YEARS TO FILL OUR SEATS WHEN 68% OF FOURTH GRADERS ARE NOT READING PROFICIENTLY.
TODAY'S RESULTS SHOULD STIR UP ANGER AND EMBARRASSMENT FOR US ALL.
ONE COLLEGE OF EDUCATION OUT OF 15 BEING STRONG IS NOT GOOD.
GOOD IS NOT GOOD ENOUGH AND INADEQUATE IS UNACCEPTABLE FOR THE CROWN JEWEL OF THE GREAT STEAT.
I CAN THINK OF NO OTHER TOPIC BEFORE US AS IMPORTANT TO TRAIN EFFECTIVE TEACHERS WHO IN TURN CREATE FUTURE LEADERS OF THIS GREAT STATE.

AFTER COVID AND THE REMARKS WE HEARD THIS MORNING WITH MINORITY STUDENTS, THE NUMBER IS MUCH, MUCH HIGHER.
WE SPEND BILLIONS OF DOLLARS IN BOTH THE K-12 AND IN TRAINING OUR TEACHERS HERE, AND AS YOU SAID, THE OUTRAGE OF THE PEOPLE OF NORTH CAROLINA SHOULD BE PALATABLE AND FELT.
I HOPE THAT WE GET EVERYONE'S ATTENTION.
I HOPE THAT THIS TWO-PAGE RESOLUTION THAT WE ARE VOTING ON WILL START THINGS TO HAPPEN, AND AS PRESIDENT REAGAN WAS FOND OF QUOTING THAT RUSSIAN PROVERB, TRUST BUT VERIFY.
I HOPE THAT WE KEEP OUR NOSE TO THE GRINDSTONE AND SEE THAT THE PEOPLE OF NORTH CAROLINA GET THEIR MONEY'S WORTH FOR ALL THEY HAVE PAID AND THE LITTLE THEY HAVE GOTTEN.

IT'S BEEN A PRIVILEGE TO PARTNER WITH THE BOARD, SYSTEM OFFICE AND CHANCELLORS TO ACCOMPLISH SO MUCH IN SO LITTLE TIME.
A MAJOR HIGHLIGHT IS HEARING FROM THE STAFF ON EACH OF YOUR CAMPUSES ABOUT THE POSITIVE CHANGES THAT ARE HAPPENING, INCLUDING THE INCREASE IN INTERNAL HIRING AND PROMOTIONS, INCREASED STAFF REPRESENTATION AT OFFICIAL CAMPUS FUNCTIONS, INCLUDING BOARD OF TRUSTEES MEETINGS, AND INCREASED AND IMPROVED COLLABORATIONS BETWEEN CAMPUS ADMINISTRATIONS AND THE STAFF SENATES.
THE STAFF ARE GRATEFUL FOR THE LMAR OR L-MAR INCREASES GIVEN TO THE LOWEST PAID STAFF OR SHRA EMPLOYEES NOT AT THE 90TH PERCENTILE OF THE MARKET RATE.
SOME STAFF SALARIES INCREASED TO 100% OF THE MARKET RATE.
IN KEEPING WITH THIS PROGRESS, THE ASSEMBLY ESTABLISHED A FEW NEW PRIORITIES 2023.
THIS INCLUDES INCREASING THE COLLABORATION AND EFFECTIVE COMMUNICATION BETWEEN THE HR OFFICES, STAFF SENATES AND CAMPUS STAFF BY CREATING A STANDARD PROCESS OF COMMUNICATING SYSTEM WIDE AND CAMPUS POLICIES.
IN ADDITION TO INCREASES AND COMPENSATION, CONTINUING TO CREATE EQUITABLE PROMOTIONAL OPPORTUNITIES, BENEFITS AND OTHER RESOURCES TO RETAIN CURRENT EMPLOYEES.
REEXAM THE OFFICE OF STATE HUMAN RESOURCE PAY TIERS AND CREATE PAY ACROSS OFFICES ELIMINATING COMPETITION FOR EMPLOYEES WITHIN THE UNC SYSTEM.
IMPROVE PROFESSIONAL TALENT DEVELOPMENT AND PERFORMANCE MANAGEMENT APPRAISALS THAT LEAD TO PROMOTIONAL OPPORTUNITIES.

THIS FALL WE HEARD FROM CURRENT AND HIGHER EDUCATION LEADERS INCLUDING FOUR OF OUR OWN ON HOW THE JOB CHANGED OTHER TIME AND WHAT THEY WISHED THEY HAD KNOWN WHEN THEY TOOK THE JOB.
YESTERDAY WE EXAMINED IMPLICATIONS FOR POLICY AND PRACTICE IN OUR SYSTEM.
DR. KELLY REVIEWED THE SEARCH POLICY AND SHARED POLICY AND PRACTICES FROM OTHER STATES AND SIMILAR SYSTEMS.
IN GENERAL, THE ANALYSIS FOUND IN MOST OF THE OTHER STATES AND SYSTEMS, SEARCH AND APPOINTMENT POLICIES RESERVE A PROMINENT ROLE FOR SYSTEM LEADERSHIP, SYSTEM PRESIDENT, MEMBERS OF THE BOARD OR BOTH, ON SEARCH COMMITTEES AND CURRENT UNC POLICY.
SOME SYSTEMS INCLUDE CHANCELLORS FROM OTHER INSTITUTIONS ON SEARCH COMMITTEES TO ENSURE THERE IS A CLEAR UNDERSTANDING OF THE CURRENT DEMANDS OF THE JOB.
SOME POLICIES CALL ON THE SYSTEM PROS OR BOARD TO DEVELOP OR IMPROVE THE LEADERSHIP PROFILE TO ENSURE THE NEEDS OF THE UNIVERSITY AND SYSTEM.
WE FOLLOW THAT PRESENTATION WITH A PANEL OF FACULTY FROM ACROSS THE SYSTEM EXPERTLY MODERATED BY DR. MAKI, CHAIR OF THE ASSEMBLY.
I'M GRATEFUL FOR DEBRA SMITH, LEWIS GALLION FROM APPALACHIAN STATE AND SEAN FROM NORTH CAROLINA CENTRAL FOR SHARING THEIR PERSPECTIVE ON WHAT MAKES AN EFFECTIVE CHANCELLOR.
OUR FACULTY PANEL CITED THE IMPORTANCE OF COMMUNITY ENGAGEMENT, BEING A CAMPUS WITHOUT WALLS FOR CHANCELLOR SUCCESS.
THEY AGREED THAT THE ROLE OF THE PROVOST IS COMPLIMENTARY AND A STRONG PROVOST IS KEY TO CHANCELLOR SUCCESS.
FINALLY, PANELISTS MADE SUGGESTIONS FOR POLICY AND PRACTICE INCLUDING THE NEED TO CAST A WIDE NET TO ENSURE LEADERSHIP PROFILES SPEAK TO UNIQUE INSTITUTIONAL TYPE MISSION.
AS A REMINDER, THE END GOAL IS TO MAKE ADJUSTMENTS TO PRACTICE, POLICY AND PROCESS TO ALIGN OUR RECRUITMENT PROCESS WITH NEW UNDERSTANDING OF THE DEMANDS OF THE JOB AND SKILLS MOST CRITICAL TO SUCCESS.
WE'LL CONTINUE OUR DISCUSSION WITH STAFF OVER THE NEXT COUPLE OF MONTHS AND START A DISCUSSION OF POLICY CHANGES IN FEBRUARY.

AMONG THIS IS A NEW COMPLETION ASSISTANCE PROGRAM TO PROVIDE AID TO STUDENTS ON TRACK TO GRADUATE BUT ARE IN DANGER OF DROPPING OUT BECAUSE OF FINANCIAL SHORTFALLS.
THIS IDEA WAS FIRST PRESENTED DURING OCTOBER'S HMSI COMMITTEE MEETING ON RISK MANAGEMENT.
THEN, THE COMMITTEE EXPLORED THE ROLE, ATHLETICS PLAY IN OUR HMSI AND HOW THEIR PROGRAMS BENEFIT THE STATE.
WE ARE JOINED BY ALL SIX OF THE IMPRESSIVE HMSI ATHLETIC DIRECTORS FOR THIS CONVERSATION.
MR. DEBOWS FROM ELISABETH CITY STATE UNIVERSITY EXPLAINED HOW HIS INSTITUTION HAS A FOCUS ON ATHLETICS, ACADEMIC EXCELLENCE AND IS PREPARING ATHLETES FOR LIFE AFTER ATHLETICS.
MISS THOMAS THE ATHLETIC DIRECTOR AT WINSTON SALEM STATE UNIVERSITY ARE CHOOSING STEM AND HEALTHCARE MAJORS, PROGRAMS CRITICAL TO THE SYSTEM STRATEGY PLAN GOALS AND THE STATE WORKFORCE NEED.
MR. HILTON, A ATHLETIC DIRECTOR SHARED HOW PARTICIPATION AND ATHLETICS HELPS THE ACADEMIC PROGRESS OF ATHLETES.
STUDENT ATHLETES HAVE HIGHER GRADUATION RATES THAN NONATHLETE PEERS.
THIS IS TRUE FOR AFRICAN-AMERICAN, AND THIS IS PARTICULARLY TRUE FOR AFRICAN-AMERICAN FEMALE ATHLETES.
DR. PERKINS CALLED ATHLETICS THE FRONT PORCH OF THE UNIVERSITY.
IT SERVES AS AN OUTLET FOR PRIDE FOR STUDENTS, INCREASES STUDENT RECRUITMENT OPPORTUNITIES, OPENS THE DOOR TO FINANCIAL GIVING AND IS A WAY TO ENGAGE A MUCH MORE DIVERSE COMMUNITY.
MR. BENNETT, DIRECTOR NOTED THAT 50TH ANNIVERSARY OF TITLE NINE THE IMPORTANCE OF REMAINING COMPETITIVE AND ENSURING ALL ATHLETES HAVE AN EQUITABLE QUALITY EXPERIENCE INCLUDING ACADEMIC AND MENTAL HEALTH SUPPORT.
MR. CHRISTIE FROM UNC PEMBROKE ENDED THE DISCUSSION BY NOTING THAT THERE ARE THOUSANDS OF STUDENTS ACROSS NORTH CAROLINA WHO DREAM OF WEARING A UNC SYSTEM INSTITUTION JERSEY AND THE PIPELINE IS GROWING.
HE RECOMMENDED THE GREATER POLICY FLEXIBILITY AND FINANCIAL SUPPORT TO MEET THE DEMAND.
