A HANDFUL OF UNIVERSITIES HAVE BEEN OVERSHADOWED BY TRAGEDY.
ON MAF OF THE BOARD, I WANT TO SAY WE STAND WITH YOU AND GRIEVE WITH YOU.
TO OUR CAMPUS POLICE OFFICERS, WE THANK YOU FOR YOUR BRAVERY.
YOUR DEDICATION TO SERVING THE COMMUNITIES, AND BECAUSE OF YOU, OUR CAMPUSES ARE SAFER.
THIS BOARD IS FOCUSED, RIGHTLY SO ON SUPPORTING CAMPUS POLICE, PROVIDING TRAINING AND MENTAL HEALTH RESOURCES.
ULTIMATELY, PLANNING FOR EMERGENCIES.
WE HOPE TRAGEDY WILL NEVER COME, BUT WE PREPARE FOR IT AND RESPOND WHEN IT DOES.
OUR THOUGHTS AND PRAYERS CONTINUE WITH THE A & T UNIVERSITY, UNC CHAPEL FILL, FAYETTEVILLE STATE AND N.C. STATE.
WE CONTINUE TO ASSESS AND IMPROVE SECURITY MEASURES FOR OUR STUDENTS, FACULTY AND STAFF ACROSS THE SYSTEM.
IN YESTERDAY'S MEETINGS, I THINK ALL OF YOU SAW IT RINGING CLEAR IN THE FOREFRONT OF OUR MINDS, AND WE WANT TO DO EVERYTHING WE CAN TO PREVENT THESE TRAGEDIES.
AT TIMES LIKE THIS, IT'S IMPORTANT TO REMEMBER WHY WE DO THE WORK WE DO.
WE SERVE A QUARTER MILLION STUDENTS ACROSS 17 INSTITUTIONS.
THAT IS AN ENORMOUS PRIVILEGE AND LARGER RESPONSIBILITY.
THE START OF ANY NEW SCHOOL YEAR IS A GOOD TIME TO REFLECT ON WHAT WE HAVE ACHIEVED AND THE WORK WE HAVE AHEAD.
IN STATE TUITION HAS REMAINED FLAT.
DEBT IS DOWN.
WE ARE REACHING MORE FIRST GENERATION STUDENTS THAN EVER.
WE ARE OPENING DOORS FOR ADULT STUDENTS, EXPANDING OUR REACH IN THE RURAL AREA EACH DAY.
EXCUSE ME.
LAST MONTH, APPALACHIAN STATE UNIVERSITY OPENED A NEW CAMPUS IN HICKORY, NORTH CAROLINA, A MILESTONE ACHIEVEMENT TO BRIDGE AFFORDABLE COLLEGE.
WE HAVE ENROLLED 360 STUDENTS AND MORE THAN HALF ARE FIRST GENERATION COLLEGE STUDENTS, 70% FROM RURAL NORTH CAROLINA.
THIS ACADEMIC YEAR, NC CENTRAL AND EAST CAROLINA LAUNCH ONLINE PROGRAMS WITH PROJECT KITTY HAWK OFFERING DEGREED PROGRAMS THROUGH THE EXCITING PROGRAM AND MANY MORE WILL FOLLOW.
AS CHAIR OF THE BOARD, I GOT A PREVIEW INTO THE EXPERIENCE THE TEAM IS CREATING FOR OUR STUDENTS.
IT IS TRULY REMARKABLE, LIKE NOTHING I HAVE EVER SEEN AND TAILORED TO EACH OF OUR SPECIFIC UNIVERSITIES.
IT'S NOT ONE SIZE FITS ALL.
I'M CONVINCED THIS IS A WAY THAT WILL CHANGE THE WAY WE DO BUSINESS AS A UNIVERSITY GOING FORWARD.
PROJECT KITTY HAWK IS DOING OTHER THINGS.
IT'S HELPING SEVERAL UNIVERSITIES REENROLL THOSE THAT STOPPED OUT.
THE REENROLL PROGRAM PROVIDED AT NO COST TO OUR UNIVERSITIES HAS BEEN SUCCESSFUL SO FAR ESPECIALLY AT UNC GREENS GREENSBORO.
IN THREE MONTHS, THE PROGRAM HAS ENROLLED 128 STUDENTS IN UNCG AND 123 MORE REGISTERED FOR FUTURE TERMS.
I CALL THAT A GOOD RETURN ON INVESTMENT.
THIS BOARD HAS TALKED ABOUT THE NEEDS OF ADULT LEARNERS.
NOW THAT TALK HAS TO GIVE WAY TO ACTION.
I ENCOURAGE THE CHANCELLORS TO TAKE ADVANTAGE OF THIS FREE CAMPAIGN AND THIS OPPORTUNITY BEING GIVEN TO YOU.
AS WE HAVE DISCUSSED MANY TIMES BEFORE, UNC SYSTEM WILL FACE CHALLENGES ON SEVERAL FRONTS, INCLUDING DEMOGRAPHIC DECLINE AND SECURITY ISSUES.
OUR INSTITUTIONS ARE RESILIENT.
NORTH CAROLINA'S INVESTMENT AND UNC SYSTEM HAS ALLOWED US TO ADDRESS THE CHALLENGES FROM A POSITION OF STRENGTH, NOT WEAKNESS.
VERY FEW PUBLIC UNIVERSITIES CAN CLAIM THE SAME LEVEL OF SUPPORT THE SYSTEM RECEIVES FROM THE STATE LEGISLATURE, ESPECIALLY OVER THE LAST FEW YEARS.
WE ARE ALL GRATEFUL.
WE REMAIN COMMITTED TO THE FAMILIES INVESTING IN THE INSTITUTIONS AND I KNOW EACH OF YOU WILL JOIN ME IN THAT TASK.
AS THE CONTINUED BUDGET NEGOTIATIONS, I WANT TO THANK PRESIDENT HANS AND THE TEAM FOR PRIORITY IS TO LAWMAKERS.
THEY'LL BE REPRESENTED IN THE FINAL BUDGET AND WE LOOK FORWARD TO THE FINAL PASSAGE.
I LIKE SAYING A RISING TIDE LIFTS ALL BOATS.
CAN'T IMAGINE WHY I LIKE THAT SAYING.
NOTHING COULD BE TRUER FOR THE UNC SYSTEM.
WITH STATE SUPPORT CONTINUING TO HELP US PROVIDE HIGHER EDUCATION TO ALL NORTH CAROLINIANS.
LET'S CONTINUE TO FACE THIS YEAR'S CHALLENGES BY REMEMBERING WHY WE DO EVERYTHING WE DO HERE AT THE BOARD OF GOVERNORS.

LADIES AND GENTLEMEN, LOW TUITION IS AT THE HEART OF OUR COMPACT WITH THE CITIZENS IN NORTH CAROLINA.
WE CAN ONLY BE THE UNIVERSITY OF THE PEOPLE IF WE OFFER AN EDUCATION THE PEOPLE OF THE STATE CAN AFFORD.
FOR THAT REASON, I'M RECOMMENDING TO THE BOARD THAT WE KEEP IN-STATE TUITION FOR UNDERGRADUATES UNCHANGED FOR AN EIGHTH YEAR.
IN REAL DOLLARS THAT MEANS IT IS LOWER TODAY AND LOWER NEXT YEAR THAN IT WAS END OF THE OBAMA ADMINISTRATION.
AT OUR FOUR NC PROMISE SCHOOLS, IT'S DLATICALLY LOWER TODAY THAN EIGHT YEARS AGO.
THERE IS NOT A SINGLE OTHER STATE IN THE COUNTRY THAT CAN CLAIM THIS ACHIEVEMENT, NOT ONE.
I WOULD LIKE TO SEE THIS RUN TO A FULL DECADE.
CONTINUING TO HOLD THE LINE ON TUITION SENDS A SIGNAL TO FAMILIES ACROSS NOT GUILTY NORTH CAROLINA THAT OUR PUBLIC UNIVERSITIES ARE OPEN TO ALL.
IT'S THE MOST IMPORTANT MESSAGE WE CAN SHARE AND STEP WE CAN TAKE TO MAINTAIN PUBLIC SUPPORT FOR HIGHER EDUCATION.
FRUSTRATION ABOUT EVER-RISING COLLEGE COSTS WHICH BECAME SO ENTRENCHED OVER THE PAST TWO GENERATIONS HAS DONE REAL DAMAGE TO THE STUDENTS WE NEED TO REACH IN ORDER TO FULFILL OUR MISSION.
POOR AND WORKING CLASS FAMILIES TOO OFTEN GET THE MESSAGE THAT COLLEGE IS OUT OF REACH, THE COLLEGE DEBT IS CRUSHING AND DEGREES DON'T PAY OFF.
WE NEED TO SAY CLEARLY IN NORTH CAROLINA, THAT ISN'T TRUE.
NOT ONLY ARE WE HOLDING THE LINE ON COLLEGE COSTS, WE HAVE MADE HUGE PROGRESS ON DEBT.
FEW OF OUR STUDENTS ARE BORROWING TO ATTEND COLLEGE AND THOSE THAT DO ARE BORROWING LESS TODAY THAN THREE YEARS AGO.
WE NEED FAMILIES ACROSS THE STATE TO HEAR THE GOOD NEWS.
THERE IS A LOT OF CONCERN NATIONWIDE ABOUT FALLING CONFIDENCE IN UNIVERSITIES UNIVERSITIES.
IT'S WELL DOCUMENTED IN SURVEY AFTER SURVEY THAT AMERICANS ARE MORE SKEPTICAL ABOUT THE VALUE OF A COLLEGE DEGREE AND THAT IS AFFECTING THE DECISIONS FAMILIES MAKE.
I HAVE SAID OFTEN, VERY LOUDLY THAT COLLEGE CANNOT BE AND SHOULD NOT BE THE ONLY PATH TO SUCCESS.
WE NEED GOOD JOBS AND HIGH-QUALITY TRAINING PROGRAMS THAT DON'T REQUIRE A DEGREE, AT LEAST IMMEDIATELY AND WE NEED TO DO MORE TO FIND ADULTS WORK AS THINGS SHIFT.
AMERICA IS A BIG FAMILY MUCH TOO BIG FOR A SINGLE PATH TO A GOOD LIFE.
WE KNOW FROM DECADES OF EXPERIENCE THAT A COLLEGE EDUCATION IS AN ENORMOUSLY VALUABLE THING.
NOT JUST ECONOMICALLY, BUT IN ALL OF THE WAYS WE CAN MEASURE.
LOW TUITION IS THE NORTH CAROLINA WAY, A DRIVER OF OUR STATE'S GROWTH AND VITALITY.
ARTICLE 9, SECTION 9 AND A MORAL OBLIGATION.
NORTH CAROLINA'S >> Everett: LIETION FROM A MOSTLY POOR, MOSTLY STRUGGLING STATE TO A POWERHOUSE OF INNOVATION RAN THROUGH THE CLASSROOMS AND RESEARCH LABS.
WE DIDN'T BECOME A GLOBAL MAGNET BY ACCIDENT.
WE DID IT BY WELCOMING TALENT FROM ALL WALKS OF LIFE, ENSURING BROAD ACCESS TO A GREAT EDUCATION.
THAT FOCUS CONTINUES TO PAY OFF.
AT A TIME SO MANY INSTITUTIONS NATIONALLY ARE STRUGGLING TO RECRUIT STUDENT, OUR UNIVERSITY SYSTEM IS GROWING.
NORTH CAROLINA'S PUBLIC UNIVERSITIES ARE APPROVING EVERYDAY THAT THEY DELIVER ENORMOUS VALUE FOR STUDENTS AND FOR TAXPAYERS.
THAT MATTERS FOR THE INDIVIDUAL STUDENTS WE SERVE AND LONG-TERM HEALTH OF OUR STATE.
I WANT TO THANK THIS BOARD FOR ITS SUSTAINED FOCUS ON AFFORDABILITY.
I WANT TO ACKNOWLEDGE THE DISCIPLINED EFFORT THAT OUR CHANCELLORS AND TEAMS HAVE MADE.
KEEPING TUITION LOW MEANS KEEPING COSTS IN CHECK.
THAT REQUIRES TOUGH DECISIONS ON CAMPUSES.
OVER THE LAST FEW YEARS, WE WORK CLOSELY WITH OUR INSTITUTIONS TO CREATE A COMPREHENSIVE ALL FUNDS BUDGET THAT ALLOWS FOR MORE DETAILED DECISION MAKING ABOUT ALLOCATING RESOURCES AND ENSURING WE OPERATE EFFICIENTLY.
WE HAVE SEEN VAST IMPROVEMENTS IN HANDLING ONGOING MAINTENANCE.
WE SET CLEAR PERFORMANCE GOALS THAT HOLD EVERYONE ACCOUNTABLE FOR DELIVERING STRONGER GRADUATION RATES AND LOWER DATE.
THAT APPROACH HAS PRO PROVEN EFFECTIVE.
LOW TUITION IS OUR HALF OF THE EXACT WITH NORTH CAROLINA.
STRONG SUPPORT FOR HIGHER EDUCATION IS THE OTHER.
WE HAVE DONE OUR PART AND THE TAXPAYERS OF NORTH CAROLINA AND ELECTED LEADERS HAVE GENEROUSLY DONE THEIRS.
THERE HAS ALWAYS BEEN AND ALWAYS WILL BE INTENSE POLITICAL BATTLES ABOUT HIGHER EDUCATION.
WHAT GETS TAUGHT, WHO GETS HIRED, WHETHER 9:00 P.M. ON A WEEKNIGHT IS TOO LATE TO START A BASKETBALL.
WE FIGHT ABOUT EDUCATION BECAUSE IT MATTERS.
BECAUSE PEOPLE OF GOODWILL HAVE COMPETING IDEAS FOR HOW BEST TO MEET OUR MISSION.
WHAT SETS >> Michael: SETS NORTH CAROLINA APART IS NOT THE INTENSITY OF POLITICAL BATTLES BUT THE POLITICAL SUPPORT FOR HIGHER EDUCATION.
WE MUST NEVER EVER TAKE THAT FOR GRANTED.

THE ASSEMBLY HAS NOT YET APPROVED THE 2024 CONFERENCE BUDGET.
THE COMMITTEE STANDS READY TO SCHEDULE A MEETING TO APPROVE BUDGET ALLOCATIONS IF A BUDGET IS ENACTED INTO LAW PRIOR TO OUR NEXT BOARD MEETING.
THE ENTIRE BOARD WOULD BE INVITED TO PARTICIPATE.
GOVERNOR MURPHY GAVE AN UPDATE ON PRICING FLEXIBILITY AND AFFORDABILITY.
AT ITS AUGUST 16TH MEETING, THE TASK FORCE RECEIVED A PROGRESS REPORT ON THE SELF-FUNDED STUDENT HEALTH INSURANCE IMPLEMENTATION PLAN AND BEGAN A DISCUSSION OF DEBT-SERVICE FEES.
OVER THE SUMMER, THE SYSTEM OFFICE ENGAGED TO CONDUCT A STUDY OF TOTAL COST TO REPLACE THE EXISTING ERP TECHNOLOGY AT MOST OF OUR INSTITUTIONS WITH A SINGLE CLOUD BASED ERP.

FIRST, THE MOTION THAT CALLED FOR REQUIRING PROGRAMS TO SUPPORT EVIDENCE OF PROGRESS MADE TO IMPLEMENT THE LATEST REVIEW JULY 1, 2024.
SECOND, THE COMMITTEE APPROVED A MOTION WHICH DIRECTED THE UNC SYSTEM OFFICE STAFF TO IDENTIFY PROPERTIES TO UTILIZE EXISTING RESOURCES INCLUDING FACULTY RECRUITMENT AND RETENTION FUND AND SUPPORT POSITIONS.
STAFF WILL PROVIDE THE COMMITTEE WITH THE REPORT FOR THE COMMITTEE CONSIDERATION AT ITS NOVEMBER MEETING.

THE FACULTY POLICIES HAVE NOT BEEN REVIEWED OR REVISED IN 10, 20 AND SOME CASES 50 YEARS, LONG OVER DUE AND TO BE APPLAUDED.
ASSEMBLY CHAIR MAKI, THIS INITIATIVE IS AN EXAMPLE OF WHAT SHARED GOVE GOVERNANCE CAN DO.

HER DEDICATION IN 15 YEARS HAS SEEN HER RISE TO BE CHAIR OF THE UNC EMPLOYEE FORUM.
SHE CONSISTENTLY WORKED TO BRIDGE A GAP BETWEEN ADMINISTRATION, FACULTY, STAFF AND STUDENTS WHICH ALSO EARNED HER THE DISTINGUISHED SERVICE AWARD IN 2021.
WE LOOK FORWARD TO HER GREAT LEADERSHIP.
SERVING AS CHAIR OF THE STAFF ASSEMBLY HAS BEEN AN HONOR, AND A VERY REWARDING EXPERIENCE FOR ME.
I HAVE HAD THE OPPORTUNITY TO WORK WITH 17 UNIQUE INSTITUTIONS, 17 DISTINCTIVE CULTURES, AND 17 INVALUABLE CONTRIBUTIONS TO ONE VERY UNIQUE UNIVERSITY SYSTEM.
OVER THE PAST SEVERAL MONTHS, I HAVE HAD THE HONOR OF MEETING WITH EACH INSTITUTION'S DELEGATES TO THE STAFF ASSEMBLY.
I ASKED THEM ONE LAST TIME, WHAT WOULD THEY LIKE FOR YOU TO KNOW TODAY?
THERE WERE SEVERAL COMMON THEMES THAT EMERGED.
WHILE EDUCATING NORTH CAROLINA STUDENTS REMAINS OUR TOP PRIORITY, HAVING THE BEST POSSIBLE FACULTY AND STAFF TO TEACH, MENTOR, COACH AND TRAIN THOSE STUDENTS IS ALSO A TOP PRIORITY.
WITH THE INCREASE IN INTERNAL HIRING AND PROMOTIONS ON EACH OF OUR CAMPUSES, STAFF ARE EXPERIENCING THE POSITIVE BENEFITS OF THE REMOVAL OF THE 20% SALARY THRESHOLD ON INTERNAL HIRING AND PROMOTION IS HELPING.
STAFF ALSO EXPERIENCING THE POSITIVE GROWTH OF THE INSTITUTIONS AND ARE EXCITED WHEN THEY SEE THE INSTITUTIONS RECOGNIZED, MARKETED AND SUPPORTED FOR ITS UNIQUENESS, SIGNATURE PROGRAMS AND CONTRIBUTIONS TO THE UNC SYSTEM.
THEY ARE EXCITED WHEN THE INSTITUTIONS ARE ACKNOWLEDGED FOR THEIR PROGRESSIVE GROWTH AND EXPANSION.
WITH THE GROWTH AND EXPANSION COMES THE NEED FOR PROPORTIONAL FUNDING AND NEED FOR STAFFING.
ENGAGEMENT WITH STAFF WAS A TOP PRIORITY.
THERE IS A STRONG DESIRE TO INCREASE COLLABORATION WITH ADMINISTRATIONS AND THEIR FACULTY WHERE PARTS AND THE CONTINUED COLLABORATION WITH THIS UNIVERSITY SYSTEM.
SEVERAL MONTHS AGO, I WAS ASKED TO PROVIDE INPUT ON THE STRUCTURE OF THE UNC SYSTEM.
I COULDN'T SPEAK TO THE I INTRICATE DETAILS OF THE SYSTEM.
THAT'S OVER MY HEAD, BUT WHAT I COULD SPEAK TO WAS MY EXPERIENCE OVER THE PAST TWO YEARS.
THE STAFF SET GOALS, SALARY EQUITY, SALARY EXPRESSION, INCREASES, CLASSIFICATION AND COMPENSATION, SUPPORTING THE LOCAL STAFF SENATE, STIPENDED FOR THE CHAIRS, ETC.
BOARDS OF TRUSTEE REPRESENTATION AND SO MUCH MORE.
WE PRESENTED THE GOALS TO THE VARIOUS LEVELS OF LEADERSHIP, AND THEN SOMETHING BEAUTIFUL HAPPENED.
WE HAVE A VERY DIVERSE SYSTEM.
NO MATTER THE DIFFERENCES, EASTERN, CENTRAL, WESTERN, SOUTHERN, NORTHERN, NORTH CAROLINA, REGARDLESS OF GENDER, RACE OR VARYING IDEOLOGIES, EVERYONE CAME TOGETHER, PARTNERED WITH EACH OTHER, PARTNERED WITH THE STAFF TO HELP US MEET OUR GOALS, AND WE BEGAN TO SEE INCREASE.
WE SAW INCREASES FOR STAFF, AND FACULTY.
INCREASES IN EFFORTS, INTERNAL HIRING AND PROMOTIONS AND INCREASES FOR SUPPORT FOR STAFF ON THE LOCAL CAMPUSES.
THERE WAS ONE UNIFIED PURPOSE TO HELP RECRUIT AND RETAIN TALENTED STAFF WITHIN THE UNIVERSITY SYSTEM.
WE HAVE A DIVERSE YET UNIFIED GOVERNORRING BODY COMMITTED TO THE PEOPLE THEY SERVE.
THAT MAKES US ONE OF THE BEST IN THE NATION.
I'M HOPEFUL, AND CONFIDENT THAT THIS BOARD, THE LEADERSHIP OF THE UNC SYSTEM, AND THE LEADERSHIP OF OUR CAMPUSES WILL CONTINUE TO DEVELOP AND DEVELOP THE STAFF OF THE UNC SYSTEM.

YESTERDAY IN THE CAR MAC COMMITTEE MEETING, WE CONSIDERED, REVIEWED AND DISCUSSED SEVERAL TOPICS, INCLUDING THE 2022-23 CAR MAC ANNUAL REPORT, CHARTER, 2023-24 INTERNAL AUDIT REPORT, THE 2022 AND 23 INTERNAL AUDIT YEAR END REPORT, AND THE ENTERPRISE RISK MANAGEMENT REPORT.
THAT WAS IN OPEN SESSION.
THE COMMITTEE APPROVED THE CAR MAC ANNUAL REPORT, AND THEN MR. PALIN SKI PRESENTED THE AUDIT PLAN FOR THE UNC SYSTEM AND 2022-23 AUDIT REPORT.
THE CAR MAC COMMITTEE APPROVED THE CHARTER, AND THE 2023-24UNC SYSTEM AUDIT INTERNAL REPORT.
EARLIER TODAY, THIS BOARD APPROVED BOTH OF THOSE ITEMS IN THE CONSENT AGENDA.
BRIAN HECKLE BRIEFED THE COMMITTEE ON THE ENTERPRISE RISK MANAGEMENT OR ERM REPORT FOR THE TOP RISK IDENTIFIED BY THE UNC SYSTEM AND ITS CONSTITUENT INSTITUTIONS.
THE TOP CAMPUS RISK FOR CYBER SECURITY ARE MANAGEMENT, STUDENT RETENTION, FINANCIAL PUBLIC SAFETY, MENTAL HEALTH REGULATORY COMPLIANCE, BUSINESS PROCESS AND FACILITIES MAINTENANCE.
THE UNC SYSTEM OFFICE RISKS INCLUDE CYBER SECURITY AND IT INFRASTRUCTURE, TALENT MANAGEMENT AND BUSINESS OPERATIONS.

>> YESTERDAY THE STRATEGIC INITIATIVES MET TO HEAR THE OUTLINE ON AGENDA AND PRESENTATION ON RETURN ON INVESTMENT WITH HIGHER EDUCATION.
THE COMMITTEE WILL CONSIDER THREE TOPICS THIS YEAR.
FIRST, THE MEASUREMENT DRIVERS AND POLICY IMPLICATIONS OF RETURN ON INVESTMENT AT OUR UNIVERSITIES.
OUR DISCUSSION WE STARTED IN EARNEST YESTERDAY AND MORE ABOUT THAT IN A MOMENT.
SECOND, IN THE CATEGORY OF HOT TOPICS, WE'LL EXAMINE WHAT WILL ARTIFICIAL INTELLIGENCE MEAN FOR HIGHER EDUCATION.
THIS YEAR THE COMMITTEE HOSTS MULTIPLE SESSIONS TO LEARN FROM EXPERTS AND LEADERS ACROSS THE SYSTEM AND NATIONALLY AND TO INFORM POLICY DISCUSSIONS REGARDING THE IMPACTFUL NEW IF IF TECHNOLOGY.
THIRD, THE CARNEGIE CLASSIFICATION SYSTEM FOR THE BOARD'S ROLE IN GOVERNING MISSION, ACADEMIC PROGRAM APPROVAL AND BUDGET REQUESTS.
THIS IS A FULL AGENDA.
I ENCOURAGE ALL OF MY FELLOW BOARD MEMBERS TO JOIN IN OUR DISCUSSIONS.
NEXT, WE HEARD A PRESENTATION FROM DR. ANDREW KELLY AND TWO REPRESENTATIVES FROM DLOIT, PETER FRITZ AND LYNETTE ON ROI IN HIGHER EDUCATION.
THE SYSTEM IS NEARING COMPLETION OF A LEGISLATIVELY MANDATED TWO YEAR STUDY ON THE RETURN OF INVESTMENT TO STUDENTS AND THE STATE OF EVERY DEGREED PROGRAM IN THE SYSTEM.
THIS HAS BEEN A MASSIVE UNDERTAKING FOR DELOIT AND PARTNERS AS WELL AS SYSTEM STAFF, UNIVERSITY LEADERS AND DATA ANALYSTS AT EACH CAMPUS.
THEY DESERVE OUR APPRECIATION.
TO ENSURE WE MAKE MAXIMUM USE OF THE STUDY, STRATEGIC INITIATIVES ALONG WITH COLLEAGUES ON ED PLANNING SPEND THIS FALL AND EARLY WINTER DISCUSSING WHAT WE KNOW ON RETURN ON INVESTMENT AND THE IMPLICATION FOR OUR POLICIES AND PRACTICES AS A BOARD.
AS I MENTIONED, WE BEGAN THE DISCUSSION YESTERDAY.
DR. KELLY PROVIDED AN OVERVIEW OF THE RISE OF PUBLIC SCEPTICISM ABOUT THE VALUE OF A COLLEGE DEGREE, REMINDING US THAT WHILE THIS IS NOT A NEW TOPIC, AR,OLD AROUND FOR DECADE, DEBT AND FLAT WAGES HAS INCREASED THE DOWNSIDE RISK TO STUDENTS.
DR. KELLY WENT ON TO SUMMARIZE EXISTING RESEARCH ABOUT THE ROI TO A COLLEGE DEGREE FINDING ON AVERAGE, EARNING A COLLEGE DEGREE IS VERY MUCH WORTH THE COST.
HE DID EMPHASIZE THAT AVERAGES CAN OBSCURE THE RANGE OF OUTCOME AND RISK.
ROI DEPENDS HEAVILY ON WHETHER STUDENTS COMPLETE THE DEGREE, WHAT PROGRAM THEY CHOOSE, WHEN THE EARNINGS ARE MEASURED AND WHAT TYPE OF INSTITUTION THEY ATTEND.
EACH DRIVER AFFECTS THE EXPECTED VALUE OF ENROLLING IN COLLEGE.
OF PARTICULAR SIGNIFICANCE, DR. KELLY POINTED TO RESEARCH THAT INDICATED STRONG ROI AND LOWER RISK AT PUBLIC UNIVERSITY.
THIS IS ESPECIALLY TRUE IN SYSTEMS LIKE OURS WHERE THE LEGISLATURE, THE PRESIDENT, THE ADMINISTRATION AND THE GOVERNING BOARD HAVE KEPT TUITION AND FEES LOW.
THAT'S AN IMPORTANT, IMPORTANT FACTOR.
THE REPRESENTATIVES FROM DLOIT DELOIT OUTLINE THE LEGISLATIVE MANDATE BEFORE DESCRIBING THE MANDATES TO STUDENTS, THE STATE AND INSTITUTIONS AND DATA AND METHOD USED TO CALCULATE THEM.
DELOIT PRESENTED A PREVIEW OF DETAILED DASHBOARDS USING DUMMY DATA BECAUSE THE MEASURES ARE BEING FINALIZED.
THEY'LL BE MADE AVAILABLE TO US IN NOVEMBER ALONG WITH THEIR REPORT FOR THE BUDGET PROVISION CALLING FOR THE STUDY.
WE HAD A BRIEF DISCUSSION OF THE POLICY IMPLICATIONS AND NEXT STEPS.
THEY'LL INCLUDE A JOINT SESSION WITH ED PLANNING TO PREPARE A DOCUMENT FOR BOARD APPROVAL THAT SUMMARIZES THE BOARD'S RESPONSE TO THE REPORT INCLUDING ANY POTENTIAL CHANGES TO POLICY AND PRACTICE MADE POSSIBLE BY THE ROI STUDY.
THIS DISCUSSION WILL CONTINUE IN NOVEMBER AND PROBABLY SOME BEFORE.

DURING A JOINT MEETING IN ED PLANNING, POLICIES AND PROGRAM THE COMMITTEE RECEIVED A REPORT FROM DR. WADE MAKI CHAIR OF ASSEMBLY ON THE RESULTS OF THE POLICY INITIATIVE WORK GROUPS.
THE GROUPS WERE ESTABLISHED TO CREATE A COMPREHENSIVE POLICY AND REGULATION TO GUIDE THE APPROACH TO FACULTY PROMOTE, WORKLOAD, TENURE, PROFESSIONAL TEACHING, FACULTY RECOGNITION AND RETIREMENT INCENTIVE PROGRAM.
THEIR RECOMMENDATIONS RECOMMENDATIONS STROVE TO ACHIEVE BALANCE BETWEEN SYSTEM WIDE STANDARDS AND ALLOWING CONSTITUENT INSTITUTIONS TO ADOPT POLICIES TAILORED TO THE MISSION CULTURE AND CIRCUMSTANCES OF EACH INSTITUTION.

THE COMMITTEE RECEIVED UPDATES FROM DR. ENGLISH ON THE SOLID ENROLLMENT AT THE INSTITUTIONS.
THE COMMITTEE RECEIVED UPDATES FROM MR. BASS TO UPDATE CAREER BANDING SALARY RANGES.
AFTER PARTNERING WITH BECKON SULTING TO CONDUCT A COMPREHENSIVE MARKETING ANALYSIS, NEW RANGES ARE READY TO BE PRESENTED TO THE OFFICE OF STATE HUMAN RESOURCES.
THE NEW RANGES WILL ALIGN MORE CLOSELY WITH THE COMPETITIVE MARKET AND ENABLE INSTITUTIONS TO FURTHER DEVELOP EMPLOYEES WITHIN JOB TITLES AND PAY RANGES.
7.5% TO 25%, BUT SINCE THIS IS A BUDGET NEUTRAL PROCESS, THERE IS NO FUNDING COMING FROM THE SYSTEM OFFICE.
THE HOPE IS THAT THE UNIVERSITY RECEIVES LABOR MARKET RESERVE FUNDING FROM THE LEGISLATURE CAN BE USED TO BRING THEM CLOSER TO THE MARKET RATE.
THE TARGET DATE FOR THE NEW RANGES TO THE HR COMMISSION WILL BE DURING THE MEETING IN OCTOBER OR DECEMBER.
THE COMMITTEE RECEIVED AN UPDATE ON THE WORK BEING DONE TO REVIEW THE PERSONNEL POLICIES IN THE 300 SERIES OF THE UNC POLICY MANUAL.
THE COMMITTEE HEARD AN UPDATE ON THE OMNIBUS BILL GIVING AUTHORITY TO CONVERT POSITIONS EXEMPT FROM THE FIRE LABOR STANDARDS ACT AS A FIRST STEP ALL VACANT SHRA, FLSA EXEMPT POSITIONS HAVE BEEN CONVERTED TO EHRA PRIOR TO POSTING.

EMPLOYEES THAT OBTAINED CAREER STATUS BEFORE SEPTEMBER 21, 2023 CAN MAINTAIN STATUS.
EMPLOYEES ELIGIBLE TO CONVERT EHRA RECEIVE AN EXPLANATION TO WEIGH THEIR CAREER STATUS.
ADDITIONALLY, THE PROVISION GIVES EACH ELIGIBLE EMPLOYEE 60 DAYS TO CONSIDER THE CHANGE.
THE COMMITTEE VOTED TO ACCEPT THE 2022-23 COMMITTEE ANNUAL REPORT FOR SUBMISSION TO THE FULL BOARD.
THE REPORT IS AVAILABLE IN BOARD EFFECTS.
COMMITTEE REVIEWED THE REPORT ON THE PERFORMANCE REVIEW OF FACULTY.
THIS IS CONDUCTED TO ENSURE THE CONTINUING RIGOROUS APPLICATION TO SUPPORT AND OCCUR EXCELLENCE AMONG TENURED FACULTY.
OF THE FACULTY REVIEWED THIS YEAR, 97% MET OR EXCEEDED EXPECTATIONS.
