MURPHY ON TASK FORCE ON PRICING, FLEXIBILITY ON SEPTEMBER 29 DISCUSSED REVIEW OF UNC SYSTEM POLICY AND PRACTICE, DATA ON HISTORICAL ENROLLMENT IN STUDENT BLUE, TRENDS IN COST OF STUDENT BLUE PROGRAM COMPARED TO NATIONAL DATA ON HEALTH AND INSURANCE COSTS, COMPARED TO OTHER PUBLIC UNIVERSITY HEALTH PLANS.
HEARD FROM TWO NATIONAL EXPERTS, DIRECTORY OF STUDENT HEALTH AT UNIVERSITY OF WISCONSIN MEDICINE AND DIRECTOR AT WILMINGTON, HOLDING MORE MEETINGS IN THE FALL TO CONTINUE THE ANALYSIS OF COSTS TO ENSURE THE SYSTEM IS DOING EVERYTHING TO KEEP COSTS LOW.
REALLY GOOD WORK.
WENDY IS LOOKING AT THE STUFF WE OUGHT TO BE LOOKING AT, CREATING MECHANISMS TO MAXIMIZE OUTPUTS TO MINIMIZE COST.
IT'S REALLY GOOD STUFF.
SENIOR VICE PRESIDENT JENNIFER HAYWOOD PRESENTED THE PROMISE ANNUAL REPORT, NOW INCLUDES FAYETTEVILLE STATE UNIVERSITY, TO OFFSET DECREASE IN REVENUE $7.8 MILLION, FSU $12.5 MILLION, UNCP 15.9, AND REVIEWED THE REPORT OF THE FISCAL YEAR 20 UTILIZATION STRATEGY, INFORMATION ON INSTITUTIONAL PHYSICAL ASSETS, INCLUDING AGE, CONDITION OF BUILDINGS, AT EACH CAMPUS BASED ON DATA SELF-REPORTED AT EACH CAMPUS, DUE TO IMPACT OF COVID-19 PANDEMIC ON ABILITY TO DELIVER FACE-TO-FACE INSTRUCTION ANALYSIS WAS ADMITTED FROM THE 2020 REPORT.
GREAT CONVERSATION, FUTURE REPORTS WILL SHOW FOCUS ON R AND R IMPROVEMENT, GOVERNOR POPE HAD GOOD SUGGESTIONS AROUND SOME -- MAKING SOME POINTS COMMON SO THERE'S STILL GOOD WORK TO BE DONE HERE.
CONVERSATION OF SEPTEMBER COMMITTEE MEETING FURTHER DISCUSSION ON PERFORMANCE WAITING COMPONENT OF THE FUNDING MODEL, REQUESTING ADDITIONAL INFORMATION AND PRACTICAL EXAMPLES OF HOW THE PROPOSED METHODOLOGY WOULD BE APPLIED AND THEREFORE DEFERRED ACTION UNTIL ITS NEXT MEETING.
A COUPLE POINTS HERE.
WE'VE CONTINUED TO -- WE CONTINUE TO REEMPHASIZE WE'RE GOING TO CONTINUALLY REVIEW HOW THIS MODEL IS WORKING, WE'LL TAKE FEEDBACK, WE'LL LISTEN, WE DEFERRED OUR ACTION, WE WANT EVERYBODY TO BE COMFORTABLE, BUT I WOULD NOW RECOGNIZE GOVERNOR ROBERTS TO MAKE A FEW REMARKS AROUND THE DATA AND RESULTS WE ARE LOOKING AT.

THAT'S OBVIOUSLY A TRUE STATEMENT.
THE PERFORMANCE FUNDING MODEL, EVERYONE ON THIS BOARD KNOWS HAS BEEN UNDER DEVELOPMENT FOR SOME TIME NOW.
THERE'S BEEN EXTENSIVE DISCUSSION WITH THE CAMPUSES WITH THE CHANCELLORS, WITH THE CFOs, I MENTIONED YESTERDAY SIGNIFICANT WORK DONE BY MS. HEY G OOD AND HER TEAM MOVING THE BALL FORWARD.
WE COULDN'T ASK FOR A BETTER ENVIRONMENT IN WHICH TO DEMONSTRATE THE VALUE OF THE PERFORMANCE FUNDING MODEL.
SO, IT'S OBVIOUSLY NOT A GOOD THING FOR THE SYSTEM AND CAMPUSES OVERALL TO HAVE THE ENROLLMENT DECLINES THAT HAVE BEEN DISCUSSED IN OUR MEETINGS BUT THE VALUE OF THE PERFORMANCE FUNDING MODEL VERSUS THE OLD ENROLLMENT-DRIVEN MODEL IS -- COULD NOT BE MORE CLEAR GIVEN THE DECLINES IN ENROLLMENT WE'RE SEEING, SO JUST TO PUT SOME HARD NUMBERS AROUND THAT, UNDER THE OLD MODEL THE ENROLLMENT-DRIVEN MODEL WE'D BE DOWN $62 MILLION IN INCREMENTAL FUNDING.
WITH PERFORMANCE WEIGHTING, ABILITY OF CAMPUSES TO GENERATE INCREMENTAL REVENUE THROUGH FACTORS OTHER THAN ENROLLMENT, THE NUMBER IS DOWN 36, SO THAT'S $26 MILLION ROUGHLY, A LITTLE BIT MORE, IN INCREMENTAL FUNDING, GENERATED BY THE PERFORMANCE OF FUNDING MODEL.
AND SHOWS THE MODEL IS DOING WHAT IT WAS INTENDED TO DO, WHICH WAS MINIMIZE THE WHIP SAW CREATED BY THE OLD ENROLLMENT-DRIVEN MODEL.
THERE WAS SOME DISCUSSION YESTERDAY ABOUT THE COMPLEXITY OF THE NEW MODEL.
IT'S NOT SIMPLE BUT A HECK OF A LOT MORE SIMPLE THAN THE OLD 12-SAW MATRIX.
THIRTEEN SCHOOLS DO BETTER UNDER THE PERFORMANCE FUNDING MODEL THAN UNDER THE OLD ENROLLMENT MODEL.
TWO SCHOOLS DO SLIGHTLY WORSE.
WE BELIEVE THE PERFORMANCE FUNDING MODEL IS A GOOD THING FOR THE SYSTEM AND THE CAMPUSES, AND THAT IT ACHIEVES ITS OBJECTIVE OF ALLOWING THE CAMPUSES TO GENERATE REVENUE THROUGH SOURCES OTHER THAN GROWTH IN ENROLLMENT WHILE ALIGNING THE OBJECTIVES OF THE CAMPUSES WITH THE BROADER OBJECTIVES OF THE SYSTEM.
SO WE LOOK FORWARD TO FURTHER DISCUSSION.
MS. HEYGOOD AND HER TEAM AND I ARE EAGER TO HAVE DISCUSSION WITH ANY CAMPUS, CHANCELLOR, CFO AND BOARD MEMBERS.

WHAT IS OUR BOTTOM LINE AS TO WHAT WE WANT TO ACCOMPLISH BY CHANGING THIS OLD OUTDATED FORMULA TO A NEW ONE?
>> YOU START AND I'LL FINISH ABOUT THAT.
>> UNDER THE FORMULA IN PLACE FOR A LONG TIME, REALLY THE ONLY WAY FOR THE CAMPUSES TO GROW THEIR RESOURCES IS BY GROWING ENROLLMENT.
AND NOT ONLY DOES THAT NOT DIRECTLY ALIGN THE INCENTIVES THAT THE CAMPUSES OPERATE UNDER WITH THE BROADER STRATEGIC GOALS OF THE SYSTEM, IT ALSO MEANS THAT IN AND ENVIRONMENT LIKE THE ONE IN WHICH WE FIND OURSELVES NOW, THE CAMPUSES FACE SIGNIFICANT DECLINE IN THEIR INCREMENTAL FUNDING.
AND SO THE OBJECTIVE OF THE NEW FORMULA IS TO MITIGATE THAT EFFECT, GIVE THE CAMPUSES A WAY TO EARN REVENUE THROUGH ACHIEVEMENT OF THESE PERFORMANCE METRICS, IN ADDITION TO THE FUNDING DRIVEN BY ENROLLMENT OR AS THE OLD MODEL WAS PURELY ENROLLMENT DRIVEN, AND PERFORMANCE METRICS ARE ALIGNED WITH THE STRATEGIC GOALS OF THE SYSTEM ENSHRINED IN THE STRATEGIC PLAN ADOPTED BY THE BOARD THE SAME PERFORMANCE METRICS UNDER WHICH THE PRESIDENT OF THE SYSTEM OPERATES AND THEREFORE DRIVING GREATER ALIGNMENT ACROSS THE SYSTEM.

SO, A FORMER COLLEAGUE ONCE TOLD ME PEOPLE PUT MONEY, SUPPORT, AND RESOURCES INTO WHAT THEY VALUE.
WHO IS PUTTING MONEY, SUPPORT, RESOURCES INTO YOU?
AT FIRST I WAS OFFENDED.
BUT THEN I STARTED TO WATCH.
WHO IS PUTTING MONEY INTO ME?
ON A BROADER SCALE, WHO IS PUTTING MONEY, RESOURCES, AND SUPPORT INTO THE STAFF OF THE UNC SYSTEM?
OVER THE PAST FEW MONTHS, ADDRESSING THIS BOARD ON SEVERAL OCCASIONS, IN CONVERSATIONS WITH PRESIDENT HANS, I MENTIONED SEVERAL THINGS.
STAFF RETENTION, SALARY EQUITY, ELIMINATING 20% THRESHOLD ON STAFF SALARIES, CAMPUS SUPPORT FOR STAFF SENATES, INCREASED PROFESSIONAL DEVELOPMENT OPPORTUNITIES, INCREASE IN TOTAL HIRING AND PROMOTION, INNOVATION IN CREATING PROMOTIONAL OPPORTUNITIES WHERE NONE EXIST, AND SUPPORT FOR THE JANET ROYSTER SCHOLARSHIP FUND.
THIS PAST YEAR THE UNC SYSTEM NOT ONLY EXPRESSED YOUR SUPPORT FOR STAFF BUT SHOWED HOW MUCH YOU VALUE THE STAFF WITH SUPPORT AT EVERY LEVEL OF THE SYSTEM AND FUNDING.
WITH THE PAST TWO STATE BUDGETS, BOTH EHRA NONFACULTY AND SHRA STAFF RECEIVED LEGISLATIVE INCREASED.
RETAINING OUR TALENTED STAFF WITHIN THE UNC SYSTEM IS NOW A TOP PRIORITY AT EVERY LEVEL.
INSTITUTIONAL SUPPORT TO THE LOCAL STAFF CENTERS HAS INCREASED.
THERE'S CURRENTLY DISCUSSION ON CREATING A STAFF RETENTION FUND, ENABLING THE SCHOOLS TO RETAIN QUALITY STAFF WITHIN THE UNC SYSTEM.
THE 20% PRE-APPROVAL THRESHOLD FOR SHRA EMPLOYEE PROMOTIONAL ACTIONS WAS REMOVED.
REPLACED WITH APPROVAL THRESHOLD THAT IS BASED ENTIRELY ON THE PROPOSED NEW SALARY AND PERCENTAGE ABOVE THE CLASSIFICATION MARKET RATE.
FOR EHA NONFACULTY EMPLOYEES, UNIVERSITIES WERE PERMITTED TO STOP USING CURRENT SALARIES AND SALARY CONSIDERATIONS, FOR INTERNAL HIRING.
INSTEAD, THEY NOW FOCUS ON THE EMPLOYEE'S POSITIONING WITHIN THE NEW SALARY RANGE, AND THE PROFESSIONAL QUALIFICATIONS.
THIS IMPROVED EQUITY OF OPPORTUNITY BETWEEN INTERNAL AND EXTERNAL CANDIDATES.
AND TO CAP IT OFF, LAST MONTH THE ASSEMBLY HAD ONE OF THE BEST CHANCELLORS CUPS GOLF TOURNAMENT FUNDRAISERS IN 10-YEAR HISTORY.
THIS YEAR WITH THE SUPPORT OF EVERY LEVEL OF THIS SYSTEM AND SPONSORSHIPS WE RAISE THE $93,750 IN THIS TOURNAMENT ALONE.

DR. BENNETT JONES HAS 24 YEARS OF EXPERIENCE IN PUBLIC EDUCATION IN NORTH CAROLINA, IS A GRADUATE OF ECU, AND TWO-TIME GRADUATE OF NC STATE, INCLUDING A DOCTORATE FROM NC STATE, EDUCATIONAL LEADERSHIP ACADEMY, STARTED AT COMMUTER ENGINEERING TEACHER IN WILSON COUNTY, PRESENTLY SERVES AS PRINCIPAL AT CLAYTON HIGH SCHOOL, JOHNSON COUNTY PUBLIC SCHOOL PRINCIPAL OF THE YEAR IN 2017-2018.
