The Arizona Corporation Commission voted against an increase in consumer rates for electric utility Arizona Public Service. Instead, the commission, in a bipartisan vote, lowered rates for APS. The company plans to sue. Climate Change is a very controversial issue with education being the key to changing public opinion. However, climate change instruction is not mandated in Arizona.
