IN 2007 THE BOARD ESTABLISHED THE AWARD FOR EXCELLENCE IN PUBLIC SERVICE, SPECIFICALLY TO ENCOURAGE, IDENTIFY, RECOGNIZE AND REWARD PUBLIC SERVICE BY UNIVERSITY FACULTY.
THIS AWARD IS OUR WAY OF SHOWING GRATITUDE, PRO APPRECIATION AND SUPPORT FOR OUR FACULTY'S GIFTS.
THE COMMITTEE ON PLANNING, POLICY AND PROGRAMS CHAIR TESTIFIY HUTCHENS OVERSAW THE PROCESS AND APPOINTED GOVERNOR, DAVIS AND JAVIER TO THE SUBCOMMITTEE.

JAMISON HAS FOCUSED ON BRIDGING THE GAP IN MENTAL HEALTHCARE THROUGHOUT THE REGION.
HIS WORK IN COUNTY HEALTH DEPARTMENTS, SCHOOL DISTRICTS AND ORGANIZATIONS HAS CREATED A FUNCTIONAL SUSTAINABLE CARE FOR COUNTLESS STUDENTS INIAL GAIN NA ALLEGHANY AND ASH COUNTIES.
ADDITIONALLY, HE IS A STATE LEADER IN PRACTICAL STRATEGIES FOR SUICIDE PREVENTION.
HIS WORK OVER THE PAST DECADE HAS HAD AND WILL CONTINUE TO HAVE A SIGNIFICANT AND LASTING IMPACT ON THE CITIZENS OF WESTERN NORTH CAROLINA.
NOW, PLEASE JOIN ME IN VIEWING A SHORT VIDEO HIGHLIGHTING DR.

RURAL COMMUNITIES DON'T ALWAYS HAVE THE NUMBER OF PROVIDERS NEEDED.
THERE IS A SHORTAGE THERE.
HE CREATES TOOLS TO BRIDGE THE GAP.
WHAT HE'S DOING, THE SERVICE IS SERVICE TO FAMILIES, TO COMMUNITIES, TO SCHOOLS.
HE IS SO DESERVING AND REPRESENTATIVE OF THE ENTIRE FACULTY BODY AND THE STAFF TOO WHO ARE SO INVESTED IN THIS CULTURE OF GIVING BACK OF PUBLIC SERVICE, RESILIENCE, MAKING LIVES BETTER IN COMMUNITIES THAT WE SERVE.
THIS IS WHO APPALACHIAN STATE UNIVERSITY IS.
THIS IS WHAT WE ARE ABOUT.
THIS IS OUR MISSION OF PUBLIC SERVICE TO EDUCATE OUR STUDENTS, TO THEN HAVE THEM CARRY ON THE KNOWLEDGE.

HE DOES MORE THAN THAT.

I SAW FRIENDS AND CLASSMATES STRUGGLE WITH ISSUES.
AS A KID, IT WAS IMPORTANT TO ME TO GIVE BACK TO THE KIND OF COMMUNITY I CAME FROM.
IT IS A PASSION FOR ME.
IT'S PART OF WHO I AM.
BEING ABLE TO WORK AND DO SOMETHING MEANINGFUL IS IMPORTANT TO ME.
THE WAYS TO DELIVER HEALTHCARE IN RURAL COMMUNITIES, PARTICULARLY RURAL APPALACHIA WITH THE MOUNTAINS PRESENTS A LOT OF CHALLENGES.
THERE IS NOT THE INFRASTRUCTURE AND WORKFORCE TO DO THIS KIND OF WORK.
I WAS REALLY PRETTY SURPRISED.
I WASN'T EXPECTING IT AT ALL.
IT WAS PRETTY SURPRISING WHEN I GOT THE CALL.
I DEFINITELY WANT TO THANK THE STUDENT SERVICES IN ALLEGHENY COUNTY SCHOOLS.
NONE OF THIS WOULD BE POSSIBLE WITHOUT THEIR HELP.

PUBLIC SERVICE IS CENTRAL TO MY WORK AND TO MY IDENTITY AS A FACULTY MEMBER.
I BELIEVE THE MISSION OF OUR UNIVERSITY IS TRULY FULFILLED WHEN TEACHING AND RESEARCH IMPROVE THE LIVES OF THE PEOPLE IN THE COMMUNITIES WE SERVE.
PUBLIC SERVICE IS NOT A FEATURE OF THE JOB.
PUBLIC SERVICE IS THE JOB.
MUCH OF MY WORK IS FOCUSED ON EXPANDING ACCESS TO MENTAL HEALTHCARE TO YOUNG PEOPLE IN RURAL COMMUNITY, AND THE HEART OF THE WORK HAS BEEN THE PARTNERSHIP WITH LOCAL SCHOOLS.
I HAVE HAD THE PRIVILEGE OF WORKING ALONGSIDE COUNSELORS, SOCIAL WORKERS, NURSES, TEACHERS AND ADMINISTRATORS WHO SHOW UP EVERYDAY FOR THEIR STUDENTS.
OFTEN TIMES WITH LIMITED RESOURCES AVAILABLE TO THEM.
IN PARTNERSHIP WITH THESE DEDICATED PROFESSIONALS, WE BUILD HEALTH SERVICES FOR EFFECTIVE INTERVENTION AND CRISIS SUPPORT STUDENTS CAN ACCESS EASILY AT SCHOOL.
THE PROGRAMS EXIST BECAUSE SCHOOL LEADERS WERE ABLE TO TAKE A CHANCE ON AN UNCONVENTIONAL IDEA A DECADE AGO AND CONTINUE TO RENEW YEAR AFTER YEAR.
SUCCESS BELONGS TO THEM AS MUCH AS ME AND THE UNIVERSITY.
I OWE DEEP GRATITUDE TO THE GRADUATE TRAINEES THAT WORK ALONGSIDE ME IN THE SCHOOLS.
WATCHING THEM GROW INTO SKILLED CLINICIANS IS ONE OF THE PRIVILEGES OF MY CAREER.
THEIR COMMITMENT TO SERVING THE UNDER SERVE WILL STRENGTHEN THE RURAL HEALTH MENTAL WORKFORCE FOR YEARS TO COME.
THE STUDENTS WE SERVE IN THE SCHOOLS FACE MANY REAL CHALLENGES, POVERTY, INSTABILITY AT HOME, LIMITED OPPORTUNITIES, AND IN RECENT YEARS, THOSE DIFFICULTIES HAVE BEEN FURTHER COMPLIMENTED BY THE PANDEMIC AND BY THE DEVASTATING IMPACTS OF HURRICANE HELENE.
THERE IS NO INTERVENTION THAT CAN ERASE THOSE REALITIES, BUT WE CAN WORK TO EQUIP STUDENTS WITH TWO THINGS THAT NAVIGATE THEIR WORLD -- SKILLS TO HELP THEM WITH THEIR PSYCHOLOGICAL WELL BEING, AND HOPE THAT THE FUTURE CAN BE BETTER.
I SOMETIMES LIKEN THIS WORK TO HITTING A GOLF BALL OR BASEBALL.
IF WE CAN AFFECT A STUDENT'S TRAJECTORY NOW, EVEN SLIGHTLY, THAT CHANGE CAN RESULT IN A HUGE DIFFERENCE WHERE THEY LAND IN THE FUTURE.
I KNOW IT'S NOT TRUE ONLY FROM RESEARCH BUT MY OWN PERSONAL EXPERIENCE.
I WAS ONCE A STUDENT IN A RURAL UNDER SERVED HIGH SCHOOL AND I REMEMBER THE RELATIONSHIPS THAT CHANGED MY OWN TRAJECTORY.
IT'S A PRIVILEGE TO RETURN WHAT I HAVE RECEIVED.

HER EFFORTS HELPED THOUSANDS THROUGHOUT THE STATE OF NORTH CAROLINA AND BEYOND.

IT'S HARD TO THINK OF SOMEONE WHO HAS DONE MORE TO CREATE POSITIVE HEALTHCARE OUTCOMES FOR ALL NORTH CAROLINIANS.
DR.
DURHAM IS A NATIVE NORTH CAROLINIAN, DEVOTING HER CAREER AND LIFE TO SERVING THE STATE OF NORTH CAROLINA AND BEYOND.
THE SIGNIFICANCE OF THIS AWARD FOR SOMEONE WHO CAME UP FROM THE RANKS, TEACHING ASSISTANT TO A FULL CLINICAL PROFESSOR IS SO MOMENTOUS.
I HAVE ALWAYS BEEN PROUD TO BE A NORTH CAROLINIAN.
I SEE THAT THIS IS CULMINATION OF MY CAREER TO BE RECOGNIZED FOR THE -- WHAT I THOUGHT AT THE TIME JUST DOING THE RIGHT THING FOR THE RIGHT REASONS, AND POURING MY HEART AND PASSION INTO THE WORK I WAS DOING.
I THOUGHT THAT, THAT WAS MY MISSION, RIGHT?
THAT WAS MY JOY OF MY WORK.
THE THING THAT I THINK IS IMPORTANT ABOUT RECEIVING THIS RECOGNITION AND AWARD IS IT RECOGNIZES THAT WHOLE LONGITUDINAL JOURNEY, BEGINNING AND DOING TRAINING NURSES, AND THEN TRAINING FOLKS IN LONG-TERM CARE, THEN TRAINING FOLKS IN EDUCATION AND ADMINISTRATION AND CONTINUING IN ALL OF THE WAYS I DID, I KEPT THE PATIENT AT THE CENTER OF MY WORK AND WHAT WE WERE TRYING TO ACCOMPLISH FOR THE PATIENT.
I DON'T TRAIN NURSES SO THEY CAN GRADUATE AND BE A NURSE.
I TRAIN THEM TO BE THE BEST POSSIBLE NURSE, THE NURSE THEY DREAM OF BEING, GIVING THE BEST POSSIBLE CARE.

ACROSS THE UNIVERSITY OF NORTH CAROLINA SYSTEM, WE ARE BLESSED WITH EXTRAORDINARY SCHOOLS, FACULTY, STAFF AND STUDENTS WHO SERVE OUR STATE WITH DEDICATION IN VISION.
I AM PROUD TO BE A GRADUATE OF THREE OF THOSE INSTITUTIONS.
WESTERN CAROLINA UNIVERSITY, THE UNIVERSITY OF NORTH CAROLINA CHAPEL HILL AND NORTH CAROLINA STATE UNIVERSITY.
AT EACH OF THESE INSTITUTIONS, AND THROUGHOUT MY CAREER, SOMEONE RECOGNIZES POTENTIAL IN ME THAT I COULD NOT YET SEE IN MYSELF.
A SIMPLE WORD OF ENCOURAGEMENT, UNEXPECTED OPPORTUNITY, A QUIET NUDGE FORWARD, THOSE MOMENTS SHAPED MY PATH.
THEY ALSO SHAPED HOW I STRIVE TO SHOW UP FOR OTHERS, TO SEE THEM AND IN THEM WHAT THEY MAY NOT SEE IN THEMSELVES AND OFFER THEM ENCOURAGEMENT AND OPPORTUNITY IN RETURN.
AT WESTERN CAROLINA, I LEARNED THE IMPORTANCE OF BEING A CHANGE AGENT, OF MAKING A DIFFERENCE, OF ASKING IF NOT ME, THEN WHO?
A FACULTY MEMBER ENCOURAGED ME TO PURSUE BECOMING A NURSE EDUCATOR, PLANTING A SEED THAT WOULD GROW INTO A CALLING.
AS A NURSE, I HAD THE PRIVILEGE OF MAKING A DIFFERENCE IN PEOPLE'S LIVES EVERYDAY.
TRULY KNOWING MY PATIENTS AND WHAT MATTERS MOST TO THEM, I LEARNED LESSONS THAT BECAME FOUNDATIONAL IN HOW I TAUGHT FUTURE NURSES.
AT CAROLINA, MY PASSION FOR TEACHING IGNITED.
I WAS FORTUNATE TO WORK IN AN ENVIRONMENT THAT VALUED INNOVATION.
THROUGH WORK AND SKILLS ACQUISITION, SIMULATION BASED LEARNING, I HAD THE PRIVILEGE OF CONTRIBUTING TO INITIATIVES THAT HAVE LASTING IMPACT IN NORTH CAROLINA AND BEYOND.
MY DOCTOR TORL STUDIES IN NORTH CAROLINA DEEPENED MY UNDERSTANDING OF CURRICULUM, DESIGN AND EDUCATIONAL THEORY, TOOLS THAT STRENGTHENED MY WORK AND EXPANDED MY PER PERSPECTIVE.
I'M GRATEFUL TO THE INSTITUTIONS THAT EQUIP ME AND CHALLENGED ME TO CONTINUE TO GROW AND LEARN AND PROVIDE PUBLIC SERVICE.
I AM SO GRATEFUL TO MY FAMILY AND COMMUNITY WHO NURTURED ME, INSTILLED IN ME A STRONG WORK ETHIC.

TEACHING THE NEXT GENERATION OF NURSES WAS NEVER ABOUT CONTENT OR CREDENTIALS.
IT WAS ABOUT HELPING EACH STUDENT BE BECOME THE NURSE THEY DREAMED OF BEING, THE NURSE THE PATIENTS, FAMILIES AND COMMUNITIES DESPERATELY NEED.
THAT IS WHAT TRULY MATTERS.
NONE OF US ACHIEVE EXCELLENCE ALONE.
AS WE REFLECT ON 45 YEARS OF NURSING EDUCATION, IT'S NOT THE ACCOLADES THAT ENDURE, BUT THE PEOPLE.
THE COLLEAGUES, THE STUDENTS AND THE PARTNERS WHO MADE THIS WORK MEANINGFUL.
RECEIVING THIS AWARD IS DEEPLY MEANINGFUL CAPSTONE TO A CAREER I HAVE CHERISHED.

WE HAVE DEVELOPED REMARKABLE WAYS OF COUNTERING OUR FAULTS BECAUSE UNIVERSITIES HAVE HISTORICALLY SERVED AS ONE OF MAN'S GREAT MECHANISMS FOR GETTING AT TRUTH.
A PROPERLY FUNCTIONING UNIVERSITY IS DESIGNED TO GUARD AGAINST OUR ERRORS AND BIAS TO CREATE A SET OF RULES AND HABITS AND PROFESSIONAL STANDARDS THAT GET US CLOSER TO TRUTH.
THE UNIVERSITY SHOULD BE AT THE CENTER OF WHAT THE SCHOLAR JONATHAN ROUSH CALLS THE CONSTIT INSTITUTION OF KNOWLEDGE TURNING DOUBTS INTO KNOWLEDGE.
THAT'S THE PURPOSE OF SCHOLARLY STANDARDS AND ACADEMIC RIGOR, THE PURPOSE BEHIND OUR EMBRACE OF FREE EXPRESSION AND DIVERSE PERSPECTIVE.
IT CAN LOOK LIKE CHAOS FROM THE OUTSIDE BUT UNIVERSITY LIFE IS MEANT TO DISCOVER TRUE THINGS AND SHARE THEM WITH RISING GENERATIONS.
THIS MONTH, THE BOARD OF GOVERNORS IS TAKING TWO IMPORTANT STEPS TO STRENGTHEN THAT MISSION DURING A FRAUGHT TIME FOR THE CONSTITUTION OF KNOWLEDGE, AN ERA OF PROFOUND STRESS FOR EVERY INSTITUTION COMMITTED TO THE TRUTH.
FOR THE FIRST TIME UNC SYSTEM WILL CONSIDER ADOPTING AN ACTUAL DEFINITION OF ACADEMIC FREEDOM, SPELLING OUT MORE CLEARLY THE PURPOSE, PROTECTIONS AND PROPER BOUNDARIES OF SCHOLARLY FREEDOM WITHIN THE UNIVERSITY.
AT THE SAME TIME, WE ARE SUPPORTING A RANGE OF FACULTY AND STUDENT-DRIVEN WORK TO BUILD CULTURES OF CONSTRUCTIVE DIALOGUE AND OPEN DISCOURSE ON ALL OF OUR CAMPUSES.
I SEE THESE EFFORTS AS POWFULLY LINKED, THE NECESSARY RESPONSES TO THE NEEDS AND STRAINS OF OUR TIME.
IN RECENT YEARS WE HAVE WITNESSED THE RISE OF A SENSE RUSS CULTURE, MARKED BY A GROWING TENDENCY TO SILENCE PEOPLE FOR EXPRESSING IDEAS THAT GO AGAINST A PREVAILING IDEOLOGY.
THIS IS NOT A PARTISAN TENDENCY.
IT'S A HUMAN ONE.
THE IMPULSE TO SUPPRESS CONTRARY VIEWPOINTS IS A CONSTANT THROUGHOUT HISTORY.
IN MY TIME HERE I HAVE RECEIVED CALLS TO RESTRICT OR PUNISH DISFAVORED SPEECH FROM BOTH LEFT AND RIGHT AND I SUSPECT EVERY ONE OF MY PREDECESSORS COULD HAVE SAID THE SAME.
WHAT HAS CHANGED IS THE TECHNOLOGY TO SCAPEGOAT AND INTIMATE PEOPLE WE DON'T LIKE.
GOING BACK DID HE BELIEVING DECADES, THERE HAS BEEN DOCUMENTED A SHARP RISE IN THE ATTEMPTS TO FINISH OTHERS FOR UNPOPULAR VIEWS.
SOMETIMES THE CALLS ARE COMING FROM OUTSIDE PERFORMERS ADEPT AT TURNING CONTROVERSIES INTO ONLINE RAGE BAIT.
SOMETIMES THE CALLS COME FROM INSIDE THE HOUSE WITH EFFORTS TO ENFORCE CONVENTIONAL ORTHODOXY WHEN THEY SHOULD BE WELCOMING INFORMED DEBATE.
THIS LEADS TO UNCERTAINTY AND OFTEN TO CYNICISM.
IN ALMOST I EVERY CASE, SMARTPHONES AND SOCIAL MEDIA HAVE MADE THINGS WORSE.
IT'S EASIER THAN EVER TO CREATE A MOB AND HARASS INDIVIDUALS AND PUT PRESSURE ON THE INSTITUTIONS TO COMPROMISE THE PRINCIPLES FOR THE SAKE OF QUIETING A CONTROVERSY.
EVERY REVOLUTION IN COMMUNICATIONS TECHNOLOGY CREATES UPHEAVAL FOR INSTITUTIONS AND WE ARE LIVING THROUGH ONE OF THOSE RIGHT NOW.
THE RISE OF PLATFORMS IN THE DECLINE OF INSTITUTIONS ELEVATES EMOTION OVER KNOWLEDGE.
NOW, IF WE WANT OUR UNIVERSITIES TO SURVIVE AS FREE THINKING, TRUTH SEEKING INSTITUTIONS, WE NEED TO TOUGHEN UP OUR COMMITMENTS TO FREE INQUIRY AND CIVIL DISCOURSE.
WE MUST DEMONSTRATE THAT WE ARE UPHOLDING OUR RESPONSIBILITIES AS SCHOLARS, STUDENTS AND PUBLIC SERVANTS.
WE MUST REMAIN COMMITTED TO THE UNIVERSITY NOT AN UNGOVERNED FREE FOR ALL BUT GOVERNMENT INSTITUTION WITH SPECIAL OBLIGATIONS TO ELEVATE REASON OVER REACTION AND THINKING OVER FEELING.
IN RECENT YEARS, THE BOARD LA COMMITTED TO THE ORIGINAL MISSION BY STRENGTHENING POLICIES ON FREE EXPRESSION.
WE HAVE DONE THAT BY ADOPTING A POSTURE OF INSTITUTIONAL RESTRAINT, KEEPING ADMINISTRATORS OUT OF POLITICAL COMMENTARY SO FACULTY AND STUDENTS HAVE GREATER FREEDOM TO DEBATE AND DISSENT AND WE HAVE DONE AWAY WITH COMPELLED SPEECH AND INSIST THE UNIVERSITIES REMAIN OPEN TO STUDENTS OF EVERY BACKGROUND AND BELIEF WELCOMING TO ALL NORTH CAROLINIANS.
I BELIEVE DEFINING ACADEMIC FREEDOM OPPOSED TO REFERRING TO A VAGUE CONCEPT WILL HELP GUIDE US NOW.
WE HAVE LONG HELD THIS AS A FUNDAMENTAL PRECONDITION FOR MEETING OUR MISSION AND NOTHING ABOUT THAT FOUNDATIONAL VALUE IS CHANGES.
THIS EXPANDED DEFINITION GREW OUT OF THE CONVERSATION MORE THAN A YEAR AGO BETWEEN THE OFFICE AND ELECTED FACULTY ASSEMBLY REFLECTING ON THE FACT THAT ACADEMIC FREEDOM IS FREQUENTLY INVOKED IN ABSTRACT WAYS IN MOMENTS OF CONTROVERSY BUT RARELY UNDERSTOOD AS THE DAY-TO-DAY BEDROCK.
COMMONLY HELD DEFINITIONS HELP US SHARE THE SAME REALITY.
BY STRENGTHENING THE UNC SYSTEM CODE TO INCLUDE MORE DETAIL ABOUT THE PURPOSE AND PARAMETERS OF ACADEMIC FREEDOM, WE HOPE TO MAKE IT EASIER FOR EVERYONE TO APPRECIATE THE PRIVILEGES AND OBLIGATIONS THAT COME WITH SERVING OUR PUBLIC UNIVERSITIES.
THIS EXPANDED DEFINITION OFFERS REASONABLE, PRACTICAL GUIDANCE FOR HOW TO BALANCE ACADEMIC LIBERTIES WITH PROFESSIONAL RESPONSIBILITIES AND AREAS OF EXPERTISE AND HOW THE RIGHT AND PRIVILEGES OF FACULTY EXIST ALONGSIDE THOSE OF STUDENTS.
IT PROTECTS THE -- THE IDEAS OF EXPERIMENT ITSELF.
AT THE SAME TIME, WE ARE MAKING A SERIES OF NEW INVESTMENT TO SUPPORT DIALOGUE AND DISCOURSE IN THE CLASSROOMS AND CAMPUS LIFE, EQUIPPING STUDENTS FOR A CULTURE OF OPEN INQUIRY.
2022 WHEN FACULTY COMPLETED A WELL DESIGNED AND COMPREHENSIVE S SURVEY ACROSS THE PUBLIC UNIVERSITIES, THEY FOUND STUDENTS WANT THE OPPORTUNITY TO HEAR DIFFERENT VIEWPOINTS AND ENGAGE WITH PEOPLE THAT THINK DIFFERENTLY, BUT THEY ARE RELUCTANT TO VOICE THEIR OPINIONS HAVING SEEN THE WAY VIRAL SNIPPETS TURN INTO VICIOUS PILE ONS FROM ONLINE MOBS.
WE ARE OFFERING NEW SUPPORT TO GROUPS AND FACULTY MEMBERS PROMOTING DIALOGUE AND CIVIC DISCOURSE.
THERE ARE MODELS ON CAMPUS FROM HIGHLY STRUCTURED DEBATES TO DELIBERATE DISCUSSION.
OUR GOAL IS TO SEED AND WATER PROMISING EFFORTS ALREADY EMERGING ON OUR CAMPUSES, THEN SUPPORT THE APPROACHES THAT RESONATE THE BEST.
WE ARE ALSO RESTARTING THE 2022 SURVEY I MENTIONED SINCE IT PROVIDED SUCH A RICH NUANCE INSIGHT INTO THE STATE OF OUR CAMPUS CULTURES.
SCHOLARS FROM ACROSS THE POLITICAL SPECTRUM PRESIDENT OF PRINCETON HAVE PRAISED FOR RIGOR AND REALISM.
I'M DETERMINED TO KEEP THE DISCUSSIONS OF THE FRAUGHT TOPIC GROUNDED IN A SHARED REALITY.
IT TOOK MANY YEARS OF DISRUPTION AND DISTRACTION TO REACH THE CHALLENGING STATE WE ARE IN NOW, AND IT WILL TAKE MANY YEARS OF PATIENT RECOMMITMENT TO SUSTAIN THE CULTURE OF INQUIRY AND TRUTH SEEKING THAT WE NEED AT OUR UNIVERSITIES.

THE TRUTH IS, QUIET TIMES ARE FAR AND FEW BETWEEN FOR AMERICAN HIGHER EDUCATION.
OUR PUBLIC UNIVERSITIES ESPECIALLY ARE PURPOSED TO BE IN CONVERSATION WITH THE BROADER PUBLIC LIFE OF OUR NATION, AND THEY MUST REMAIN SO BY RECOMMITTING TO THEIR KNOWLEDGE SEEKING MISSION, OR THEY'LL DETERIORATE AS OTHER INSTITUTIONS HAVE OVER THE COURSE OF TIME.
THE WORK HAS NEVER BEEN EASY BUT IT HAS ALWAYS BEEN VITAL.

AFTER RECEIVING GUIDANCE IN SEPTEMBER FROM THE BOARD OF GOVERNORS, IT BEGINS WITH THE CAMPUS COMMITTEE COMPOSED OF FACULTY, STAFF AND STUDENT REPRESENTATIVES DEVELOPING RECOMMENDATION FOR THE CHANCELLOR.
THE CHANCELLOR ADVANCES THE RECOMMENDATION TO THE BOARD OF TRUSTEES.
UPON APPROVAL THE BOARD FORWARDS TO THE SYSTEM PRESIDENT AFTER WHICH A CROSS FUNCTIONAL TEAM CONSISTS A THOROUGH REVIEW BEFORE PRESENTING TO THE BOARD OF GOVERNORS FOR FINAL ACTION.
THE COMMITTEE RECOMMENDED THE TUITION INCREASES AS PROVIDED IN WRITTEN MATERIALS.
ON BEHALF OF THE COMMITTEE ON BUDGET AND FINANCE, I MOVE THE BOARD APPROVE THE 26-27 TUITION RESOLUTION.

WE DON'T HAVE 2025 NUMBERS.
I THINK WE MAY BE FOCUSED TOO MUCH ON THE HEAD AND SHOULDERS GRAPH, OR TOP OF THE HEAD, FOCUSING ON $5.9 MILLION INCREASE.
SOMEONE ASKED YESTERDAY, IF WE DON'T INCREASE IN-STATE TUITION, WHERE WILL THE MONEY COME FROM?

I APPRECIATE AND ACKNOWLEDGE FULLY $78 MILLION IN SAVINGS IDENTIFIED AND IMPLEMENTED.
WE HAVE ADDITIONAL INFORMATION THE JOB FORCE HEAD AND SHOULDERS JOB FORCE INFORMATION SHOWING THE INCREASES OVER THE LAST FIVE YEARS ON BOTH THE DOLLAR AMOUNTS AND HEAD COUNTS.
THAT SHOWS FROM THE FALL OF 2021 TO ENROLLMENT TODAY, FALL OF 2025, THE SALARY BASE HAS INCREASED 29% FROM 3.5 BILLION TO $4.5 BILLION.
THE HEAD COUNT NUMBERS HAS INCREASED, SO WHEN POSITIONS WERE ELIMINATED THROUGH ATTRITION OR OTHERWISE, REALIZING THE $78 MILLION SAVINGS, REALIZING THE HEAD COUNT INCREASE.
WHAT WE HAVE SEEN DURING THE TIME PERIOD IS A RAPID INCREASE IN ENROLLMENT WHICH IS A GOOD THING.
I'M IN FAVOR OF THE EXPANSION.
WHEN YOU LOOK AT PARTICULAR INCREASES, FACULTY IS UP.
WE HAVE INCREASED ENROLLMENT, FACULTY UP 1.3% OR 772 POSITIONS.
ACADEMIC ADMINISTRATION DOWN BUT THERE ARE FEWER PEOPLE SO IT'S ONLY MINUS 176.
WE NEED TO MANAGE THE ENTIRE BUDGET IN THE ENTIRETY, NOT JUST MOST RECENT INCREASES.
ON ENROLLMENT, I THINK, RESPECTFULLY, THAT THE PRESSURE ON THE CAMPUS TODAY IS AS MUCH OR MORE DUE TO THE RAPID INCREASE OF ENROLLMENT WITHOUT INCREASES BEING PAID BY THE GENERAL ASSEMBLY AHEAD OF TIME AND BEING MORE THAN WE EXPECTED, SO AS I POINTED OUT YESTERDAY, LAST YEAR A YEAR AGO, WE PROJECTED ENROLLMENT INCREASES WOULD COST $66 MILLION FOR NEXT ACADEMIC YEAR.
NOW WE LATER RECOMMEND AT THE NEXT SESSION GO TO 107,000,000.
THAT'S A $40 MILLION INCREASE NOT YET FUNDED.
I THINK THAT HAS MORE OF AN IMPACT THAN THE INFLATION DOES IN THE SHORT RUN.
I DO APPRECIATE VERY MUCH CHAIR WENDY MUFF FI'S EDITORIAL COLUMN TALKING ABOUT THE INSTATE TUITION INCREASE BEING RARE.
I HOPE IT IS RARE.
I THINK GOING FORWARD, UNIVERSITY EDUCATION FREE AS PRACTICAL, WE NEED PLANNED EXPANSION SO WE DON'T HAVE RAPID EXPANSION OF ENROLLMENT THAT CATCHES THE CAMPUSES SHORT OF FUNDS UNTIL WE GET CAUGHT UP.
I THINK IT'S KEY TO THE MISSION, WE WANT TO EDUCATE AS MANY NORTH CAROLINIANS AS POSSIBLE.
OUR MISSION IS TO EXPAND ENROLLMENT AND REDUCE OVERHEAD, ADMINISTRATION, NONTEACHING POSI POSITIONS THEN THE AVERAGE COST WILL GO DOWN AND WE HAVE A FROZEN TUITION RATE FOR NORTH CAROLINIANS AS OTHER STATES HAVE DONE FOR THEIRS.
SECOND, I WILL GO BACK.
WE ALWAYS NEED TO LOOK AT OUR BUDGET.
WE REQUIRE THE CAMPUSES AND THEY JUSTIFY INCREASES.
LOOK AT MOST JUSTIFICATIONS, THEY ARE REAL.
IT'S THE HIGHEST PRIORITY, FUNDING INCREASE OR TUITION INCREASE IS FOR THE LEAST IMPORTANT PRIORITY.
WE CAN GET $8 MILLION, REALIZE THE SAVINGS, ESPECIALLY $6.9 MILLION.
ESPECIALLY WHEN YOU REALIZE THE $6 MILLION INCREASE FOR INSTATE STUDENTS, 0.1% OF THE TOTAL STATE APPROPRIATE TUITION AND FEES FROM 2024, THE MOST RECENT INFORMATION WE HAVE, WE CAN RULE OUT THE $6 MILLION SAVINGS OUT OF TOTAL REVENUE OF $5.7 BILLION.
WE NEED TO CONTINUE THAT.
YES, WE DON'T HAVE PENNIES ANYMORE.
WE ARE NOT GOING TO PINCH PENNIES, BUT SAVING NICKELS AND DIMES, THE COST OF EVERYTHING, MAKE SURE WE SAVE, WILL AMOUNT TO MILLIONS, NOT TO BE TAKEN AWAY FROM THE CAMPUSES, BUT REINVESTED.
WE NEED TO REINVEST OPERATIONS.

SOME FACULTY MIGHT PREFER TO HAVE A FIGHT THAN WIN ONE, I BELIEVE I HAVE SHOWN HOW TO GET A WIN WITHOUT A FIGHT.

WE REVIEWED EACH YESTERDAY.
WE SHOULD CONGRATULATE ALL OF THEM FOR THEIR GOOD WORK.
MISS MYERS NEXT UPDATED THE COMMITTEE AS REQUIRED ON THE PROGRESS OF THE UNC SYSTEM OFFICE 26 AUDIT PLAN REPORTING THAT IT IS ON PACE AND ON TIME AND ALL PLANNED ACTIVITIES ARE UNDER WAY.
SHE NEXT REPORTED THE COMMITTEE THAT DURING THE FIRST HALF OF THE FISCAL YEAR 2026, INTERNAL AUDIT DEVELOPED STANDARD PROCEDURES FOR OVERSEEING THE HOTLINE PORTAL, HOW EACH SHOULD HANDLE COMPLAINTS AND A MONTHLY UPDATE PROCESS TO ENSURE ALL COMPLAINTS ARE HANDLED TIMELY.

IT WAS ESTABLISHED INITIALLY TO ADDRESS CHALLENGING INCLUDING LACK OF DOCUMENTED PROCEDURES AND STAFFING ISSUES THAT LED TO THE NEED TO STRENGTHEN COMPLIANCE AND ACCOUNTABILITY SYSTEM WIDE.
JENNIFER FOCUSED ON HER TEAM'S EFFORT TO REINVIGORATE THIS PROGRAM THROUGH STANDARDIZED KPI AND REGULAR REPORTING THERE WILL BE LIMITED CONTROL RISK AT AN EARLIER STAGE.
THIS HELPS THE INSTITUTION TO IDENTIFY AND ESCALATE ISSUES THAT NEED TO BE ADDRESSED.
P HAVING THE SYSTEM OFFICE CIO ON THE COMMITTEE WILL ALLOW HER TO SHARE WHAT SHE LEARNS WITH THE OTHER CAOS TO ADD EMERGING RISKS IDENTIFIED THROUGH THE PROCESS TO THEIR ANNUAL RISK ASSESSMENTS.

THE COMMITTEE RECEIVED RECENT EMPLOYEE TURNOVER TRENDS DEMONSTRATING THAT RATES HAVE RETURNED TO PRE-COVID.
8.9% FOR STAFF.
THE VOLUNTARY RATES ARE TRENDING BETTER THAN BENCHMARK DATA FROM THE PERSONNEL ASSOCIATION FOR HUMAN RESOURCES.

THE COMMITTEE RECEIVED A PRESENTATION ON THE RECENT EXPANSION OF SHARED SERVICE, THE GOAL EFFICIENCY FOR THE UNIVERSITY WHILE MORE RESOURCES FOR CONSTITUENT INSTITUTIONS TO COMPLETE WORK MORE CENTRAL TO THEIR MISSIONS.
THE SYSTEM OFFICE IMPLEMENTED SHARE SERVICES IN KEY AREAS INCLUDING HUMAN RESOURCES, ADVANCED SERVICES AND INFORMATION TECHNOLOGY.
