Ahead of his meetings with leaders of NATO nations this week, President Mr. Trump again blasted the other countries for not paying their share. But they are “stepping up,” even if they haven’t yet reached their target contribution to the military alliance, U.S. Ambassador to NATO Kay Bailey Hutchison tells Judy Woodruff.
