VIOLENCE AND CHAOS HAVE ERUPTED ACROSS HAITI’S PORT-AU-PRINCE WHERE GANGS HAVE ATTACKED HOSPITALS, POLICE STATIONS, THE AIRPORT, AND MORE IN THEIR BID TO OVERTHROW THE GOVERNMENT.
THE PRIME MINISTER IS IN EXILE AND THE UNITED STATES HAS EVACUATED THE EMBASSY.
THE HUMANITARIAN CRISIS IS GETTING WORSE BY THE DAY.
IN MASSACHUSETTS, A ROBUST COMMUNITY OF PATIENT DEFENDANTS -- A COMMUNITY OF PATIENT HAITIAN DESCENDANTS IS SUPPORTING THEIR FRIENDS AND FAMILY FROM HAITI.
WHAT HAVE YOU SEEN IN HAITI?
WHAT HAVE YOU SEEN IN THE LAST WEEK?
DR. GABEAU: AGAIN, WE ARE SEEING WHAT WE CALL LAWLESSNESS IN A COUNTRY WHERE THERE IS NO GOVERNMENT AND THERE IS NO ONE TO PROTECT ANYONE, EVERYONE IS LEFT ON THEIR OWN WHILE THE GANGS ARE CONTROLLING THE COUNTRY.
WE ARE SEEING A LACK OF SUPPORT FROM THE INTERNATIONAL COMMUNITY BECAUSE AT THIS POINT, WE ARE HOPING TO REALLY HEAR THIS SENSE OF URGENCY THAT SOMETHING NEEDS TO BE UP YESTERDAY AND WE ARE STILL NOT SEEING THAT AND THIS IS COMPLICATED.
TORI: THERE HAS BEEN SINCE LAST YEAR, NO DEMOCRACY, THERE WAS A FAILED ELECTION.
BEFORE THAT, THE PRESIDENT WAS ASSASSINATED IN 2021.
COVID HAS HIT HAITI VERY HARD.
BEFORE THAT THERE WAS AN EARTHQUAKE THAT WAS DEVASTATING, PEOPLE HAVE SAID IT SENT HAITI INTO A COMMUNITARIAN CRISIS.
-- INTO A HUMANITARIAN CRISIS.
THE HAS NOT HAPPENED IN A VACUUM.
THERE WAS HISTORY AND PRECEDENT TO SET THIS UP.
CAN YOU TALK HOW THAT FOLDS INTO THE CALL FOR WESTERN HUMANITARIAN AID AND HELP FROM OTHER NATIONS REGARDING THESE CRISES?
DR. GABEAU: THIS SITUATION AS SO MANY SAY, IT IS SOMETHING THAT EVERYONE EXPECTED, IN A WAY THAT THE INSTITUTION OF THE U.S. GOVERNMENT AND HAITI AND THE WAY THAT THEY DECIDED WHO CAN BE IN POWER AND WHO CANNOT BE IN POWER.
WHETHER OR NOT THE SOCIETY OR COMMUNITY WANTS IT, THEY WILL DO WHATEVER IT TAKES TO SUPPORT THAT PERSON.
FOR YEARS, THEY HAVE NOT HEARD OUR CRY FOR FAIR, DEMOCRATIC ELECTION IN HAITI.
THEY HAVE NOT LISTENED TO ANY OF THE CONDITIONS WE HAPPEN PUT IN.
THERE WAS GANG VIOLENCE IN HAITI, NOTHING HAS BEEN DONE.
YOU CAN IMAGINE A YOUNG BOY WHO IS NINE YEARS OLD KILLED, HAVING THIS HEAVY ARM IN HIS HANDS SO THAT HE CAN SAVE HIS LIFE.
SO MANY GUNS ARE IN THE STREET AND NOTHING IS BEING DONE ABOUT IT.
THE POLICE IS NOT THERE, THERE IS NO STRUCTURE.
IT IS LIKE A PREPLANNED COUNTRY -- DESTRUCTION OF A COUNTRY AND WE DO NOT KNOW WHY THEY WANT TO DESTROY THE COUNTRY SO BADLY.
THAT IS WHAT WE ARE SEEING EVERY DAY.
THERE IS NO SUPPORT WHATSOEVER, THEY DO WHATEVER THEY WANT.
THAT IS THE SITUATION WE ARE IN RIGHT NOW.
TORI: THE PRIME MINISTER’S STOCK RIGHT NOW IN PUERTO RICO AND NO ONE CAN GET IN OR OUT OF HAITI.
WHAT IS GOING ON WITH THAT SITUATION?
I KNOW HE IS TRYING DESPERATELY TO GET BACK HOME.
WHAT WITH HIS PLAN B IN TERMS OF RETURNING IF THERE IS NO DEMOCRATIC LEADERS?
NO POLICE OR GANGS IN THE STREETS.
WHAT IS HE HOPING TO DO ONCE HE ARRIVES IF HE CAN ARRIVE?
DR. GABEAU: I DO NOT THINK HE CAN ARRIVE.
FROM WHAT WE ARE SEEING AND HEARING.
WE HAVE NOT SEEN HIM GONE BACK -- GO BACK.
WE CAN ONLY WARN HIM AND THAT IF HE GOES BACK TO HAITI, THERE WOULD BE CIVIL WAR.
THAT WOULD CAUSE MORE HARM THAN GOOD.
I THINK IN THE U.S., THE BIDEN ADMINISTRATION SHOULD BE LISTENING TO THE PLEAS OF THE HAITIAN COMMUNITY, ALL AROUND THE WORLD, TELLING THEM TO STOP PUMPING UP THE GOVERNMENT THAT IS NOT FOR THE COUNTRY.
THEY CANNOT TRAVEL, IMAGINE IF YOU HAVE AN EMERGENCY THAT YOU NEED TO BE QUICKLY TRANSPORTED HERE YOU CANNOT DO IT.
IT IS NOT JUST THE TRAVELER BEING ACCESS TO ANY CARE, EVERYBODY IS GOING TO STAY HOME UNTIL SOMETHING IS DONE.
I’M CALLING FOR WHATEVER IT IS TO ASSURE PEOPLE THAT THEY CAN STAY SAFE IN HAITI AND THEY DO NOT HAVE TO BE RISKING THEIR LIVES GOING OUTSIDE AND FIGHTING AND BEING KILLED.
SOMETHING NEEDS TO BE DONE AND THAT SOMETHING NEEDS TO BE DONE AS SOON AS POSSIBLE.
TORI: THE UNITED STATES AND INCLUDING FRANCE HAVE A DEBT TO HAITI BECAUSE OF A PASSIVE COLONIZATION AND A PASSED OUT AS YOU SAID SUPPORTING AND UPLIFTING GOVERNMENT THAT -- A PAST OF SUPPORTING AND UPLIFTING GOVERNMENT THAT HAITIANS DO NOT SUPPORT.
DR. GABEAU: GETTING OUR INDEPENDENCE.
WAS COSTLY.

WE HAD TO PAY FOR OUR INDEPENDENCE.
SINCE THEN, WE ARE WORKING FOR THE WESTERN GOVERNMENT.
THEY HAVE NOT DONE ANYTHING TO SUPPORT HAITI.
THEY HAVE BEEN TAKING EVERYTHING THAT WE HAVE, EVEN OUR NATURAL RESOURCES, THEY COME TO FIND OUT EXACTLY WHAT CAN THEY TAKE.
THAT IS WHY WE ARE IN THE POSITION WHERE WE ARE.
THERE ARE A NUMBER OF STUDIES ARE SHOWING BECAUSE WE ARE TO PAY THAT DEBT TO OUR FRIENDS, ALL OF THE INSTRUCTION THAT COULD NOT BE DONE BECAUSE WE DO NOT HAVE THE RESOURCES.
TODAY WE ARE STILL PAYING FOR SOMETHING THAT COULD BE COMMITTED AND WE DO NOT KNOW WHAT.
WE ARE THE FIRST FREE BLACK COUNTRY IN THE WORLD THAT WE HAVE TO ENCOURAGE THE OTHER ONES TO BE FREE.
THAT IS COSTLY TO US AND WE ARE PAYING IT AS OF TODAY.

TORI: HERE IN MASSACHUSETTS WE HAVE AN INCREDIBLY LARGE DIASPORA OF HAITIAN AMERICANS.
WHAT IS IT LIKE IN YOUR COMMUNITY HERE IN BOSTON, MASSACHUSETTS, ARE YOU HEARING FROM PEOPLE BACK HOME?
ARE THEY CONCERNED ABOUT THE HEALTH AND SAFETY OF THEIR FAMILIES?
WHAT IS GOING ON WITH THAT?
DR. GABEAU: EVERY DAY WE ARE ASKING WHAT ARE WE DOING?
EVERYONE IS AFRAID.
MY SISTER WHO STILL LIVES IN HAITI, CAN YOU IMAGINE, SHE IS GOING TO TRAVEL.
WE DO NOT KNOW THE OUTCOME IS GOING TO BE FOR ANYBODY AT ANY GIVEN TIME.
IF THEY DECIDE THEY WANT TO GO.
EVEN CHURCHES LIKE YESTERDAY THEY CALLED ME, THE LOCAL CHURCHES IN HAITI.
THEY BURNED DOWN.
EVERYONE WHO IS IN HAITI RIGHT NOW, THEIR LIVES ARE IN DANGER AND THEY ARE SO WORRIED AND CONCERNED AND WE ARE CALLING FOR THE URGENCY FOR US.
FOUR THE BIDEN ADMINISTRATION TO DO SOMETHING.
TWO AT LEAST PROTECT LIVES.
BY NOW, NOBODY CAN GO TO REMOVE THEM.
THAT.
IS HOW BAD THE SITUATION IS.
TORI: YOUR SISTER, IS SHE ABLE TO GET FOOD?
SHE CONSTANTLY HEARING -- IS SHE CONSTANTLY HEARING GUNSHOTS?
DOES SHE FEEL SAFE IN HER HOUSE?
DR. GABEAU: EVERYONE IS TRYING TO MAXIMIZE WHATEVER THAT THEY HAVE LEFT.
THEY CANNOT GO OUT.
MY SISTER BEING IN HAITI RIGHT NOW, THAT IS WHAT SHE IS DOING.
MAKING SURE THAT WHATEVER FOOD THAT IS LEFT THAT THEY TAKE IT SLOWLY SO THAT THEY DO NOT RUN OUT OF FOOD.
IF THEY RUN OUT OF FOOD, THEY HAVE TO GO HUNGRY.
MY SISTER IS LUCKY BECAUSE SHE COULD AT LEAST HAVE FOOD AT HOME.
THINK ABOUT THE MILLIONS OF PEOPLE WHO HAVE TO EAT ON THE DAILY EVERY DAY?
THEY HAVE TO GO OUT AND FIND THEIR FOOD.
THEY CANNOT AFFORD TO HAVE EXTRA AT HOME.
ALL OF THOSE PEOPLE ARE STAYING INSIDE.
THEY CANNOT GO OUT.
THINKING ABOUT HUNGER AND PEOPLE WHO ARE GOING TO DIE BECAUSE THEY CANNOT HAVE ACCESS TO FOOD.
THAT IS HOW BAD THE SITUATION IS RIGHT NOW.
WE HEARD FROM TWO FAMILIES WHO SAID MY COUSINS ARE PREGNANT AND WHAT IS GOING TO HAPPEN WHEN IT IS TIME FOR THEM TO DELIVER THEIR BABIES?
IT IS A HUGE HUMANITARIAN CRISIS THAT IS REALLY REQUESTING URGENT INTERVENTION.
WE CANNOT STAY SILENT AND WE NEED TO DO SOMETHING AND SOMETHING NOW.
TORI: MASSACHUSETTS IS THE ONLY RIGHT TO SHELTER STATE WHICH GUARANTEES FAMILIES A ROOF OVER THEIR HEAD, A LOT OF PEOPLE OF NEWLY ARRIVED MIGRANTS HAVE COME FROM HAITI.
WAS PEOPLE UNABLE TO LEAVE HAITI NOW HAVE YOU SEEN A DECLINE IN THOSE NUMBERS?
WHAT ARE YOU SEEING IN TERMS -- YOU WORK DIRECTLY WITH PEOPLE WHO HAVE COME IN SEEKING SHELTER.
DR. GABEAU: YES.
EVERY TIME SOMETHING IS HAPPENING IN HAITI, WE FEEL THE EFFECTS HERE IN THE U.S..
RIGHT NOW, EVERYONE, THE ONLY THING THEY ARE THINKING IS AS SOON THEY CAN LEAVE, THEY WILL LEAVE.
THE PEOPLE ARE COMING AND THEY HAVE ALREADY BEEN ON THEIR WAY TO COME.
WE SEE PEOPLE COMING.
FOR THOSE WHO ARE NOT IN HAITI, THOSE WHO ARE THINKING MAYBE THINGS ARE GOING TO CHANGE, AFTER THIS, WE KNOW THAT SOME OF THEM ARE GOING TO COME TO LEAVE HAITI BECAUSE WHO WANTS TO RISK YOUR LIFE WHEN THIS IS THE WAY THAT THE SOLUTION IS?
WE WILL FILL IN THE NEXT FEW WEEKS OR MONTHS DEPENDING ON WHEN PEOPLE CAN TRAVEL.

THEY ARE DEALING WITH MISINFORMATION, AS THEY ARE SEEING ATTACKS ON CIVILIANS AND DOCUMENTING ATTACKS ON CIVILIANS IN UKRAINE, THE RUSSIAN GOVERNMENT AND VLADIMIR PUTIN ARE COMING OUT AND SAYING THAT THEY ARE NOT ATTACKING CIVILIANS.
THEY’RE ACTIVELY COMING OUT AGAINST THIS MISINFORMATION AND HE IS RISKING HIS OWN LIFE AND IT IS INCREDIBLY DANGEROUS.
YOU CAN HEAR THE THROUGH-LINE THROUGH ALL OF IT THAT IT IS SO IMPORTANT TO HIM TO BE ABLE TO TELL THE TRUTH.

WHAT WAS YOUR COMMUNICATION WITH HIM LIVE THROUGH THAT PROCESS?
MICHELLE: THE WAY THAT FRONTLINE BECAME INVOLVED WITH THIS FILM AND PROJECT WITH HIM AND THE ASSOCIATED PRESS WHERE HE IS A JOURNALIST, IT WAS JUST AFTER THEY WERE ABLE TO ESCAPE THE CITY OF MARIUPOL.
HE WAS DOING ON THE GROUND WITH THE TEAM -- WHAT HE WAS DOING ON THE GROUND WITH THE TEAM AND THE JOURNALIST HE WAS WITH WAS FILING DAILY DISPATCHES, VIDEO STORES WE WERE WATCHING ALL THE BEGINNING OF 2022, THE BEGINNING OF THE FULL-SCALE INVASION.
THOSE IMAGES WERE HARROWING AND THEY WERE VIVID AND PARTICULARLY THE STORIES THAT ARE COMING FROM MSTYSLAV CHERNOV .
WERE UNFORGETTABLE.
THERE WAS AN INDEPENDENT THOUGHT, THESE COULD BE A FILM.
HE HAD 30 HOURS OF FOOTAGE.
HE WAS ABLE TO BRING THAT OUT OF THE CITY WITH HIM.
HE ALREADY HAD A VISION FOR HOW THIS FOOTAGE COULD COME TOGETHER AS A DOCUMENTARY BUT HE HAD NEVER MADE ONE BEFORE.
THEY WERE GERMS OF AN IDEA.
I HAD THE PRIVILEGE OF GETTING TO WORK WITH HIM AS A PRODUCER AND EDITOR TO HELP SHAPE AND CREATE A FILM OUT OF WHAT WERE OTHERWISE GATHERED FOOTAGE FOR NEWS REPORTS.
AT LEAST INITIALLY.
ALONG THE WAY HE STARTED TO THINK THERE WAS MORE HERE.
MAYBE HE COULD DO MORE AND WHAT HIS GOAL IS, IN HIS WORK WITH THE STORY OF 20 DAYS IN MARIUPOL AND GOING FORWARD IS TO CREATE A RECORD OF WHAT IS HAPPENING.
IT IS A TESTAMENT TO WHAT JOURNALISM OFTEN DOES AND WHAT JOURNALISTS OFTEN FIND THEMSELVES IN THE POSITION OF DOING.
IT IS NOT ALWAYS HAPPEN IMMEDIATELY.
HE DOES NOT FEEL LIKE IT IS POSSIBLE TO CHANGE IMMEDIATELY WHAT IS HAPPENING IN FRONT OF HIM.
THE PAIN HE IS WITNESSING, THE SUFFERING.
IF YOU CAN DOCUMENT IT, RECORD IT, IT CAN CHANGE HOW PEOPLE UNDERSTAND WHAT IS HAPPENING IN REAL TIME AS THEY DID IN THE BEGINNING OF THE INVASION, BUT ALSO IT CAN IMPACT HOW WE REMEMBER IT.
HOW IT IS RECORDED IN HISTORY.
DOCUMENTARIES OFTEN SERVICE HOW PEOPLE WILL -- SERVE AS HOW PEOPLE REMEMBER THE CONTEXT OF A STORY.
THAT IS WHAT FRONTLINE THINKS ABOUT, HOW CAN YOU CONTEXTUALIZE THESE EVENTS THAT ARE PLAYING OUT IN OUR LIVES?
THAT IS WHAT WE AIM TO DO HERE.
WE AIM TO DO WHENEVER WE ARE MAKING A FILM.
TORI: THERE ARE MOMENTS WHERE HE IS FILMING AND A SOLDIER MIGHT SAY STOP FILMING AND HE SAYS THIS IS HISTORIC.

WHAT IS THE TAKE AWAY FROM THIS?
IF YOU CAN ENSURE WHY IT IS IMPORTANT FOR PEOPLE TO BE ABLE TO SEE THESE SCENES THAT ARE INCREDIBLY DIFFICULT TO WATCH?
MICHELLE: THEY ARE DIFFICULT TO WATCH.
I REMEMBER SEEING THAT FOOTAGE FOR THE FIRST TIME AND BEING SO MOVED BY IT.
I KNOW THAT IS THE REACTION PEOPLE HAVE WHEN THEY FIRST WATCH THE FILM.
SOMETIMES THEY CAN BE OVERWHELMED AND PEOPLE TAKE A BREAK IN THE MIDDLE BECAUSE IT IS JUST REALLY CHALLENGING.

THAT IS WHAT WE DO AS JOURNALISTS.
WE PROVIDE THAT INFORMATION SO THAT PEOPLE UNDERSTAND THE POLITICAL DECISIONS THAT ARE BEING MADE AND HOW THEY IMPACT THE REST OF THE WORLD.
AND, I THINK WHAT HAS BEEN SO INCREDIBLE ABOUT THIS FILM IN PARTICULAR IS THE WAY THAT PEOPLE HAVE COME TO SUPPORT IT BOTH AS I MENTIONED BEFORE.
AN AS AUDIENCE -- AS AN AUDIENCE, HOW WGBH AND THE TEAM HERE PULLED TOGETHER RESOURCES TO GET IT CREATED AS QUICKLY AS POSSIBLE BUT WITH CARE.
THEY WERE ABLE TO GET A FULL CUT TOGETHER OF THIS FEATURE FILM IN A SHORT PERIOD OF TIME IN A FEW MONTHS.
TO HAVE IT READY TO SUBMIT TO SUNDANCE AND GIVEN A PLATFORM THAT WOULD REACH AS MANY PEOPLE AS POSSIBLE.

I DO NOT KNOW WHY I EXPECT THAT.
JONATHAN GLAZER WHO DIRECTED A STONE OF INTEREST WAS THE MOST POLITICALLY.
HE JUST CAME OUT AND CAME OUT AGAINST SCIENTISTS AND THE GOVERNMENT -- ZIONISTS AND THE GOVERNMENT OF PALESTINE.
THAT WAS THE REALLY POLITICAL MOMENT FROM THIS EVENT THAT IS OFTEN EXPECTED TO BE PEOPLE SPEAKING OUT ABOUT POLITICS.
SOMETIMES IT IS SEEN AS ITS OWN CHAMBER WHERE THINGS ARE OUTSIDE OF THE REAL WORLD AND HE BROUGHT IT BACK IN WHICH I THOUGHT WAS INTERESTING.
HALEY: IT WAS STANDARD I WOULD SAY AS THE OSCARS GO, THERE WAS NOT ANY SURPRISES.
THERE WERE A FEW UPSETS BUT I WOULD NOT SAY PEOPLE -- I WOULD SAY PEOPLE KEPT IT CLOSE TO THEIR MOVIES.
