Chicago police are falling short in hiring people to oversee compliance with a consent decree.
More than six years after Chicago officials agreed to put the police department under extensive oversight from a federal judge, at least 47% of all positions charged with turning that court order into reality are vacant.

That's according to records obtained by W T Tw News City officials failed to account for another 200 plus positions.
Our Heather Sharon joins us now with the latest on Chicago's consent decree.
Heather, break these numbers down for a slow in response to a Freedom of Information Act request.
The police department told us that there are 439 positions charged with enforcing the consent decree 207 positions are vacant.
More than 7 months into the year.
And that leaves 226 positions.
>> Unaccounted for.
Now.
That's based on what the city's budget set aside money for.
And Mayor Brandon Johnson pledged to restore 162 positions.
He initially proposed cutting to save money.
But then restored in the face of an intense backlash.
Of Did Mayor Brandon Johnson's administration have any explanation for failing to account for the more than 200 positions that are supposed to be filled.
They did not.
And I asked several times the real issue is is that if these positions are not filled or a counter for a raises real questions about whether the city can meet its obligations under the consent decree, which is finding federal court order.
Well, why is the city having so much trouble filling these positions?
Well, these positions are specialized in require specific experience.
The city's hiring process is also lengthy and complicated.
Now, the city's budget office told me that they are in the process of hiring for 150 of the vacant positions.
But it's not clear when that process will be completed and when there will be an actual person doing actual work in those stops, why does it matter to these positions are vacant?
Well, by the end of 2020 for 6th year of the consent decree, the city only fully complied with 16% of its requirements.
Now, the city's consent decree also set to expand to include traffic stops.
So the city is significantly behind schedule.
And if there are enough employees doing this work, that is unlikely to turn around anytime Ok, 16%, Heather Sharon and keep an eye on it for us.
