Construction of Spokane's new north-south freeway has cost hundreds of homes and sparked a pilot program to address historical damage.
East Central, one of Spokane's most diverse neighborhoods and a hub for Black culture has felt the tremendous impact of the construction.
More than 600 homes and buildings have been demolished.
This has reopened historical wounds dating back to the 1960s when I-90 displaced thousands of residents.
In response to this, Spokane will offer surplus property from the new freeway for community development such as affordable housing or parks.
Community leaders hope that this pilot program will serve as a transformative asset for East Central, but express some skepticism.
Sandy Williams from Spokane's Carl Maxey Center believes systemic issues almost guaranteed that new highways go through low income neighborhoods.
