A new report from NJ Policy Perspective found the percentage of Black teachers in districts like Trenton, Newark and Jersey City is down between 8% and 16% since 1999. In Camden, the number of black teachers fell by 22%. Keith Benson, the head of Camden's local teachers union, says he's not surprised.
