Takeaways: There were too many mistakes in last year's bill because it was introduced too hastily. Leaders can't use the bill to leverage power. This isn't an easy bill to put forward, and the budget has to be prioritized. Using $200 million in bonding money for roads and bridges, leaves only $600 million for everything else.
