THE MAYOR BEGAN BY THANKING HIS PREDECESSOR AND THEN STRUCK A MORE HARMONIOUS CORD WITH COUNCIL MEMBERS THAN LIGHTFOOT DID AT HER INAUGURAL FOUR YEARS AGO.

HIS SPEECH CLOCKED IN AT NEARLY 40 MINUTES AND REPEATEDLY MADE REFERENCE TO HIS BELIEF IF THE SOUL OF CHICAGO.
HE SAID HE'S PREPARED FOR THE CHALLENGES AHEAD.
