Takeaways: Is it smart to make cuts when there's a budget surplus? The budget "surplus" is a forecast. It's important to remember that this is taxpayer money. We should look at the effectiveness of how services are delivered. Metro Transit will receive cuts. The House and Senate bills are different. The House has a $1.3 billion tax cut, Senate has $900 million tax cut: that's a big difference.
