Tonight…Gov. Robert Bentley says he will not sign the education budget unless it contains his proposed teacher pay raise and more money for education insurance costs. We'll have details on today's House committee hearing on the school spending plan.  Sen. Majority Leader Jabo Waggoner of Vestavia Hills discusses his compromise bill to reorganize the Birmingham Water Works Board.
