For nearly 10 years, Stuart Bowen Jr. served as the "taxpayer's watchdog" in Iraq. He found billions of dollars wasted from corruption and mismanagement in the rebuilding effort. As he wraps up his role, which he started in 2004, he submitted a 171-page assessment to Congress called "Learning From Iraq: A Final Report From the Special Inspector General for Iraq Reconstruction."
