THE COVID 19 PANDEMIC HAS UPENDED HIGHER EDUCATION.
IT'S EXASCERBATED THE STRUGGLES THAT STUDENTS ALREADY FACE LIKE PAYING FOR TUITION, LACK OF EASY ACCESS TO THE INTERNET AND THE EMOTIONAL TOLL THE PANDEMIC IS HAVING AS IT DRAGS ON.
MEANWHILE, UNIVERSITIES AND COMMUNITY COLLEGES ACROSS THE COUNTRY HAVE BEEN GRAPPLING WITH THE SWITCH TO ON LINE INSTRUCTION, LOSS OF REVENUE AND PREPPING FOR AN UNCERTAIN FUTURE.

THEY'RE MORE COMFORTABLE NOW.
THE LAST SPRING WITH WE HAD TO QUICKLY POSITIVITY ON LINE, FOR MOST UNIVERSITIES, INCLUDING HOURS, AFTER SPRING BREAK, IF EXTREMELY RUSHED.
A LOT OF PEOPLE AT ANY TIME KNOW HOW TO ZOOM.
NOW WE'RE EXPERTS.
A LOT OF TIME OVER SUMMER PREPARING OUR FACULTY TO TEACH ON LINE.
INVESTED INCREDIBLE AMOUNT OF EFFORT TO PREPARE THEMSELF.
BY SPRING, PRETTY MUCH GETTING TO BE VETERANS AT IT.
WE'RE NOT HAPPY THAT WE'RE NOT ALL TOGETHER IN PERSON.

THEY CAME BACK FROM SPRING BREAK.
FINISHED UP AND GRADUATED.
OUR ENROLLMENT AT U.H.
MANOA AND WEST OAHU WAS ACTUALLY UP IN THE FALL.
AND IS UP AGAIN IN THE SPRING.
RELATIVE TO A YEAR BEFORE.
SO I THINK PEOPLE ARE FINDING THAT EFFECTIVE EDUCATION CAN TAKE PLACE IN THIS MODALITY.
WHAT WE'VE DONE COURSES THAT REALLY REQUIRE FACE TO FACE INSTRUCTION, CLINICAL COURSES AND THE HEALTH SCIENCE, SCIENCE LABS, SHOPS, IN OUR COMMUNITY COLLEGES, THINGS LIKE CULINARY ARTS, WHERE STUDENTS, WE ARE CONDUCTING FACE TO FACE IN A SAFE COVID AWARE MANNER.
SOCIAL DISTANCING, CLEANING PROTOCOLS, MASKING UP.
ALL OF THAT.
WE HAVE LIMITED ON CAMPUS INSTRUCTION WHERE IT'S REALLY NECESSARY.
WE'RE HIGHLY COMMITTED TO HELP OUR STUDENTS THROUGH TO EARN THEIR DEGREES.

>> I THINK IN OUR PARTICULAR CIRCUMSTANCE, BECAUSE WE'RE SMALLER, ACTUALLY AN ADVANTAGE.
WE PRIOR TO COVID, HAD BEEN IN THE ON LINE SPACE FOR QUITE A WHILE PROVIDING EDUCATION TO MILITARY AND THEIR FAMILIES.
WE HAD QUITE A BIT OF EXPERTISE.
AND MAYBE WERE ABLE TO RAMP UP IN TERMS OF ALL OF OUR FACULTY BEING CERTIFIED NATIONALLY AND ON LINE EDUCATION PEDAGOGIES.
WE PIVOTED WELL LAST SPRING.
CAME BACK TO CAMPUS IN OCTOBER WE FINISHED THANKSGIVING.
ABOUT A LITTLE LESS THAN A THIRD OF OUR STUDENTS HAVE ELECTED TO TAKE CLASSES ON LINE.
WE HAVE HAD MORE COURSES ON CAMPUS THROUGHOUT LAST SEMESTER.
AND THEN WE MADE THE DETERMINATION TO START FEBRUARY 1, CANCELING SPRING BREAK, SO OUR STUDENTS WILL COME BACK IN ANOTHER WEEK OR SO.
WE STILL HAVE PROBABLY MORE THAN 2/3 OF THEM THAT DO PLAN ONCOMING PACK FOR IN PERSON.
OUR CAMPUS IS SMALLER.
WE MADE OUTDOOR CLASSROOMS.
WE REDESIGNED THE CLASSROOMS SO THERE'S A LIMITED NUMBER OF PEOPLE.
DAVID SAID, SOCIAL DISTANCING, USING ALL OF THE GOOD PROTOCOL.
I THINK IT'S VERY IMPORTANT FOR STUDENTS TO HAVE THE OPPORTUNITY TO INTERACT IN PERSON WITH EACH OTHER AND WITH FACULTY.
AND THAT HAS SERVED US WELL.
LIKE I SAID WE HAVE THE ADVANTAGE OF BEING SMALL.
MADE IT THROUGH ALL LAST SEMESTER WITH NO COVID CASES.
WITHIN THE STUDENT POPULATION.
WHICH WAS PRETTY AMAZING.
OUR STUDENTS REALLY WERE VERY COMMITTED TO EACH OTHER.
AND TO THE HEALTH AND SAFETY.
WE FEEL VERY GOOD ABOUT THAT.

THEY DIDN'T COME LAST SEMESTER.
THEY'RE TRYING TO COME NOW.
AND GUAM, FEDERATED STATES OF MICRONESIA.
DON'T HAVE A LARGE PACIFIC OPERATION.
PACIFIC ISLANDS, REPRESENT ALL STATES IN THE UNITED STATES PARTICULARLY WEST COAST.
WE'RE ALSO FINDING THAT WE'VE HAD TRANSFER STUDENTS COME TO US BECAUSE FOR INSTANCE, AS ZANE WILL PROBABLY TALK ABOUT, FRESHMAN TO START ON LINE IS REALLY DIFFICULT.

MANOA HAS HAD MORE STUDENTS FROM HAWAII, DECIDING TO STAY HOME, IN HAWAII, WE'VE EXPERIENCED THE SAME THING.

WE RECOGNIZE THAT MANY OF OUR LOCAL HAWAII STUDENTS WERE THE PRIMARY EDUCATORS FOR THEIR BROTHER AND SISTER.
THEY'RE AT HOME TRYING TO TAKE THEIR OWN CLASSES ON LINE AND BEING RESPONSIBLE FOR THEIR BROTHER AND SISTER.
OFTEN SHARING DEVICES.
SO WE USED A LOT OF OUR CARES ACT FUNDING TO PROVIDE DEVICES TO THOSE STUDENTS.
SO THAT THEY HAD ADEQUATE LAPTOPS BASICALLY.
SO THAT MEMBERS OF THE FAMILY HAD ADEQUATE RESOURCES TO BE ABLE TO CONDUCT EDUCATION THROUGHOUT THE WHOLE FAMILY.
>>Lara: I WOULD THINK THAT IT WOULD BE MORE DIFFICULT FOR A LARGER ENTITY SUCH AS THE UNIVERSITY OF HAWAII SYSTEM.
>> MOST OF OUR STUDENTS HAVE DEVICES AND ACCESS.
ALSO USED SUBSTANTIAL PORTION OF CARES MONEY SO ALL OF OUR CAMPUSES HAVE POOLS OF LAPTOPS, TABLETS, AND THE QUESTION OF BROADBAND ACCESS REALLY COME FRONT AND CENTER.
WE DO HAVE FAMILIES THAT EITHER DON'T HAVE ACCESS OR DON'T HAVE ADEQUATE ACCESS.
AND AS LYNN MENTIONED, THERE'S INCREDIBLE PRESSURE IN MANY HOMES FOR SHARED USE OF THAT BROADBAND ACCESS.
IF YOU HAVE A COUPLE OF KIDS AT HOME, REMOTE LEARNING, PARENTS MAY BE TELEWORKING, AND THEN COLLEGE STUDENT, WHO IS TRYING TO TAKE CLASSES AS WELL, THAT PUTS HUGE PRESSURE ON IN BOTH DIRECTIONS ON THE BROADBAND.
SO WE ACTUALLY ALSO HAVE MADE AVAILABLE MOBILE ACCESS POINTS TO CHECK OUT, FOR STUDENTS AS WELL, AND THEN SOME WILL DRIVE TO A CAMPUS AND USE WI FI FROM THE PARKING LOTS.
SOEL THERE ARE LOTS OF OPPORTUNITIES.
BUT IT'S A REAL CHALLENGE.
I'M, IF YOU LOOK AT THE MOST RECENT CORONAVIRUS RELIEF ACT, THAT WAS JUST PASSED BY CONGRESS, IT INCLUDES SUBSTANTIAL HELP FOR BROADBAND INCLUDING THE LIFE LINE PROGRAMS THAT HELP LOW INCOME FAMILIES.
THAT PROGRAM HAS NOW BEEN EXTENDED TO ANY STUDENT WOULD IS RECIPIENT OF A PELL GRANT WHICH IS GENERAL INDICATOR OF STUDENTS WITH FINANCIAL NEED FORD TO BE ABLE TO AFFORD COLLEGE.

FOR THOSE STUDENTS LACK CONNECTIVITY, THEY HAVE BEEN ALLOWED BACK ON CAMPUS IN LIMITED CAPACITY TO PARTICIPATE IN THE LEARNING HUBS.
SO THERE IS SOME SORT OF CONNECTION.
BUT AS FAR AS THE CONVERSATIONS WITH SOME OF MY STUDENTS, A LOT OF STUDENTS ARE VERY HOPEFUL.
NOW THAT'S VACCINE HAS COME OUT, HOPEFUL WILL BE SOME SORT NORMALCY HIGHER EDUCATION IN THE FALL SEMESTER.
LOT OF THEM ARE CHOOSING TO GO AWAY, BUT ALSO HAVE BACK UP CHOICES IT ATTEND SOME OF THE COMMUNITY COLLEGES HERE LOCALLY AND GOING TO U.H.
MANOA OR U.H.
HILO.

I GUESS, SCHOOL PROVIDED THAT STRUCTURE FOR THESE STUDENTS.
AND SO A LOT OF TIME, THESE ARE THE STUDENTS WHO ARE NOT ATTENDING CLASSES ACCORDING TO THE BELL SCHEDULE.
SO THAT HAS BEEN GREATEST CHALLENGE.
I THINK THE TEACHERS HAVE BEEN ADAPTING.
A LOT OF TEACHERS HAVE BEEN GIVING OUT PERSONAL CELLPHONES SO STUDENTS CAN CONTACT THEM DURING THE DAY OR AT NIGHT.
I KNOW A LOT OF TEACHERS HAVE OFFICE HOURS DURING THE REGULAR SCHOOL DAY.
BUT THEY ALSO HAVE OFFICE HOURS AT NIGHT WHILE THEY'RE AT HOME JUST TO BE FLEXIBLE TO EACH STUDENTS NEEDS.

OF COURSE, FOR ME, I ALSO HAVE A YOUNGER SISTER AND SINCE WE'RE ALL ON THE WI FI, SOMETIMES, IT CAN GET A BIT ROCKY, HAVING TO LIKE FOR EXAMPLE, I WAS TAKING A TEST TODAY.
I HAD TO PULL UP A FEW DOCUMENTS.

SO MUCH THINGS THAT ME AND MY PEERS HAD TO ADAPT TO THIS YEAR.

TO HOPEFULLY, I GUESS, PREPARE FOR THEIR CAREERS AFTER HIGH SCHOOL.

JUST NOT ALL TOGETHER AT TIMES.
I WOULD AGREE WITH TRAVIS WORKING WITH COACHES, WE'RE RECRUITING.
FOR THE HIGH SCHOOL.
ALREADY RECRUITED NUMBER OF STUDENTS FOR NEXT YEAR.
AND THOSE SENIORS THIS YEAR HAVE THE, OUR SENIORS, HAVE THE OPPORTUNITY TO STAY FOR ANOTHER YEAR IF THEY WANT TO.

BUT IT WAS A WAY THAT WE COULD SHOW THAT WE COULD DO SOMETHING HARD TOGETHER AND DO IT SAFELY AND I THINK WE'RE REALLY QUITE PROUD THAT WE PULLED OFF THAT FULL FOOTBALL SEASON.
AS LYNN SAID, WE'RE HONORING ALL OF THE SCHOLARSHIPS.
NOT THE STUDENTS FAULT THAT THEY DIDN'T GET TO PLAY.
AND I THINK THAT IS TRUE ACROSS MOST OF THE COUNTRY.
THOSE STUDENTS WHO MISSED ALL OF OUR ATHLETES FROM THIS YEAR HAVE THE OPPORTUNITY TO COMPETE EXTRA YEAR IF THAT'S WHAT THEY WANT TO DO.
OF COURSE, WE HOPE THEIR PRIORITY IS GRADUATING AND IF THEY'RE THINKING ABOUT BECOMING PROFESSIONAL ATHLETE.

I SAW DATA THIS WEEK, SHOWED CLASS OF 2020 FROM THE PUBLIC HIGH SCHOOLS IN HAWAII, WE LOST 5% OFF OF OUR COLLEGE GOING RATE.
SO IN MOST YEARS, 55% OF OUR D.O.E., HIGH SCHOOL GRADUATES, GO TO COLLEGE.
THE DATA THAT JUST CAME OUTSIDE THAT DROPPED TO 50%.
SO THOSE EXTRA 5% IN HAWAII, DIDN'T GO TO COLLEGE.
THIS FALL, THERE WAS NO PLACE TO GO TO WORK.
BECAUSE THERE ARE NO JOBS.
I THINK WE'RE REAL RISK OF LOSING A GENERATION.
AN WE NEED TO GET MORE OF THOSE KIDS MOVING AHEAD INTO POST SECONDARY EDUCATION.
WE COLLABORATE WITH CHAMINADE.
WE'RE NOT REALLY COMPETITORS FOR MUCH OF ANYTHING.
WE JUST NEED OUR HAWAII HIGH SCHOOL KIDS ESPECIALLY OUR PUBLIC HIGH SCHOOL KIDS, TO MOVE ON TO SOME FORM OF POST SECONDRY EDUCATION.
