If passed, the federal government would buy 132 additional acres of land.
The national monument would then be almost 600 acres in size.
The Union Army established Camp Nelson on April the 29th, 1863 as an emancipation and recruitment center during the Civil War.
It's estimated more than 10,000 black men enlisted there for service in the Union Army.
The move is backed by Jessamine County Judge Executive David West and Nicholasville Mayor Alex Carter.
