Many businesses hoped this would be a busy holiday weekend. But up and down California, the state is pumping the brakes on its economic reopening. On Wednesday, Gov. Gavin Newsom announced 19 counties would reintroduce limits to businesses like bars, movie theaters and zoos. Restaurants can still offer dine-in service as long as it's in an outdoor setting. San Diego is not on the list.
