I THINK THERE ARE SEVERAL REASONS WHY.
ONE OF THE THINGS WE TALK ABOUT AT TRAIL NET IS DISTRACTED DRIVING.
THERE IS NO LAW IN THE STATE OF MISSOURI, YOU ARE NOT LAW IN MISSOURI WE ARE NOT ALLOWED TO HAVE DISTRACTED DRIVING.
YOU USE YOUR PHONE AND IT PUTS YOU IN DANGER AND THE OTHER PEOPLE ON THE ROAD.
THE OTHER IS SPEED.
WE LIKE TO SAY, ST. LOUIS IS 852 THOUSAND PEOPLE.
WE HAVE SO MUCH MORE.
WE HAVE TOO MUCH ROAD WHO ARE ABLE TO SPEED AND USE DESTRUCTIVE DRIVING TO GET AROUND.
ONE OF THE THINGS WE NEED TO IS HOW TO SLIM DOWN THE MAJOR ARTERY AND GET THE STATE LEGISLATURE THAT PROHIBITS THE USE OF CELL PHONES WHILE DRIVING.
>> THERE IS ANOTHER THING ABOUT TRAFFIC SAFETY IN ST. LOUIS.
IT IS MAINLY YOUNG PEOPLE WHO IGNORE THE LIGHTS AND GO ROARING AROUND.
I HAVE HAD POLICE OFFICERS SAY WE ARE NOT ALLOWED TO CHASE ANYBODY.
SO, PEOPLE WON'T STOP.
THEY FIGURE WHY NOT JUST ZOOM ALONG AND YET, WHEN WE HAVE HAD CHASES, THEY HAVE HAD TRAGIC CONSEQUENCES OFTEN.
WHAT IS YOUR FEELING ON THE DON'T CHASE POLICY?
>> I CERTAINLY AGREE IN HAVING WORKED IN GOVERNMENT AND LISTENED TO BOTH THE PEOPLE IN THE NEIGHBORHOOD, AND MEETINGS AS WELL AS THE POLICE.
YOU PUT THE COMMUNITY IN A DANGEROUS SITUATION BY CHASING.
IMAGINE A 4, 5-YEAR-OLD KID IN THE MIDDLE OF THE STREET, WALKING ACROSS STREET, THEY HEAR A SIREN AND DON'T KNOW WANT TO DO, THEY ARE LIKE A DEER IN HEADLINES.
ONE OF THE WAYS TO COMBAT IS USE AUTOMATED ENFORCEMENT.
WHERE ARE THE RED LIGHT CAMERAS, INSTEAD OF HAVING THE POLICE DO SOME OF THE CHASES.
>> DISTRACTED DRIVING.
YOU HAVE TO DEAL WITH IT WHEN YOU ARE ON THE HIGHWAY.
HAS IT INCREASED OVER TIME AND IT IS SOMETHING THAT YOU FEEL LIKE WE HAVE TO GET USED TO IT BECAUSE THE DRIVERS, BETWEEN THE SPEEDING AND DISTRACTED, IT IS SOMETHING YOU HAVE TO DEAL WITH NOW?
>> IT IS SOMETHING THAT I HAVE TO DEAL LITERALLY EVERY MOMENT.
IN THE TRUCK, I AM ABLE TO SEE DOWN IN MOST CARS, WHENEVER THEY PASS ME.
NEARLY EVERY CAR THAT PASSES ME, THE DRIVER WILL BE SURFING TIKTOK, FACEBOOK, WATCHING A MOVIE ON HIS PHONE.
THAT'S ON THE INTERSTATE, IN THE BIG CITIES, SMALL CITIES.
IT IS LITERAL LLY EVERYWHERE.
I WILL SEE THEM BECAUSE THEY ARE COMING INTO MY LANE.
THEY ARE MORE INTERESTED IN BEING ON THE PHONE OR TAPPING ON THE SCREEN ON THEIR GPS, OR CHANGING THEIR RADIO STATION THAN PAYING ATTENTION TO THE ROAD.
IT IS FRIGHTENING TO BE PASSED BY A CAR.
>> YOU HAVE BEEN DRIVING A LONG TIME?
HOW MANY YEARS?
>> 36.
>> YOU SAID FRIGHTENING.
ARE YOU FRIGHTENED NOW?
>> OH, YEAH.
>> DRIVERS NO LONGER USE C B'S?
>> THE OLDER DRIVERS LIKE ME, WE DO.
THE VAST MAJORITY OF THE TRUCKS DON'T HAVE A C B.
IT IS NOT THAT THEY DON'T WANT THEM, THE BIGGER COMPANIES DON'T ALLOW C B'S BECAUSE THEY SAY IT CAUSES A DISTRACTION.
THERE ARE BIG COMPANIES, I WON'T NAME THEM OFF, BIG TRUCKING COMPANIES WITH THE REAR-FACING INSIDE CAMERA, THEY WATCH THE DRIVERS, THE DRIVERS ARE ACTUALLY REQUIRED TO KEEP BOTH HANDS ON THE WHEEL AT ALL TIMES.
THEY ARE NOT ALLOWED TO TAKE THEIR HANDS OFF OF THE WHEEL TO TAKE A DRINK OF WATER.
THEY HAVE TO PULL OFF THE SHOULDER TO GET A DRINK OF WATER.
I DISAGREE WITH THAT.
I FEEL LIKE EVERY TRUCK SHOULD HAVE A C B.
THE COMMUNICATION BETWEEN TRUCKS TO LET OTHER TRUCKS KNOW WHEN THERE IS A TRAFFIC HAZARD, WHEN THERE IS AN AMBULANCE COMING TO YOU.
YESTERDAY, IN NEBRASKA, THERE WAS A CLUTCH OF TURKEYS.
PROBABLY 30 TURKEYS.
YOU HIT A TURKEY IT CAN TOTAL A VEHICLE.
BIG TRUCK IT IS GOING TO DO MINIMAL DAMAGE.
YOU NEED TO BE ABLE TO LET PEOPLE KNOW WHAT THE HAZARDS ARE.
THE COMPANIES ARE NOT ALLOWING THAT.

WE HAVE PLENTY OF STREET AND NOT AS MANY PEOPLE.
HOW DO YOU, YOU KNOW, YOU WERE TALKING ABOUT GAUGING THE TRAFFIC OR EXACTLY IS IT MORE SPOTLIGHTS, SPEED BUMPS, MORE EDUCATION, THAT WE HAVE TO DO BETTER OR MORE PEOPLE ARE GOING TO GET KILLED?

RESTRICT THE ROAD.
THINK OF A NATURAL BRIDGE HOW IT WAS 3-4 YEARS AGO THAN WHAT IT IS NOW.
IT IS HARD TO SPEED ON NATURAL BRIDGE WITH THE ROUND-ABOUTS.
WHICH IS WIDE OPEN.

YOU HAVE A WAY TO SLOW DOWN TRAFFIC AND A VARIETY OF OTHER MEASURES.

AND I KNOW THE MAYOR HAS A 40 MILLION DOLLARS COMING OUT FOR STREET STUDY.
AND I THINK PART OF THAT STREET STUDY IS WHAT THEY CALL VISION ZERO, HOW DO WE HAVE NO FATALITIES OVER A PERIOD OF TIME.

>> IT IS SLIMMING DOWN THE ROAD.
YOU GO FROM THREE LANES TWO TWO LANES AND YOU PUT IN OTHER MEASURES LIKE A BUMP-OUT SO YOU INCREASE THE AMOUNT OF PEDESTRIANS SAFETY, DO THINGS SUCH AS THAT.
>> BEFORE WE CAME ON THE AIR, CHARLES, THAT ST. LOUIS MAY BE THE J-WALKING CAPITOL OF THE COUNTRY.
YOU SAY THAT IS NOT BAD.
DO YOU WANT TO TALK ABOUT THAT?
>> THINK OF THE STREET IN SECTIONS.
IF I CROSS AT THE LIGHT, I HAVE TO DEAL WITH BOTH LANES OF TRAFFIC AND WHO MAY BE TURNING RIGHT EITHER WAY.
IF I AM CROSSING IN THE MIDDLE OF THE STREET, I HAVE TO DEAL WITH TRAFFIC ONE WAY, I GET TO THE MIDDLE OF THE INTERSECTION AND I CAN SEE BOTH WAYS OF WHATEVER TRAFFIC IS COMING, INCLUDING THOSE WHO ARE TURNING RIGHT ON RED.
AS WE KNOW, THEY TURN FAST WHEN THEY DO THAT.
IF YOU MANAGE ONE SIDE OF THE STREET, IT IS LITTLE BIT SAFER TO DO.

THAT WAS IN A CROSS WALK.
WHAT HAPPENED THERE?
>> WELL, I WAS CROSSING THE STREET IN THE CROSS WALK WITH THE CROSS NOW SIGN GOING, A CAR TURNED RIGHT.
I ENDED UP ON THE HOOD OF IT.
NEVER SAW ME.
>> I DON'T KNOW IF WE SHOULD BE ENCOURAGING PEOPLE TO J-WALK.
THAT'S WHAT IT SOUNDS LIKE.

THE ARGUMENT WAS MADE THIS MAY BE SAFER.
AGAIN, WHEN ARE MAKING A RIGHT TURN ON RED, THE ONLY THING THEY ARE LOOKING AT IS THE CAR DOWN THE STREET TO MAKE SURE THEY CAN TURN.
THEY ARE NOT LOOKING FOR PEDESTRIANS WHO MAY BE COMING IN THEIR VIEW.
YOU CAN SEE A LOT OF TIMES THE CAR WILL SLAM ON THEIR BRAKES AND THE PEOPLE WHO ARE WALKING SEE THE LIGHT FOR THEM TO WALK TURNED ON AND THEY ARE TRYING TO GET ACROSS THE STREET.
IT IS DANGEROUS.
>> IF YOU ARE DRIVING ALONG THE STREET AND YOU ARE NOT DISTRACTED LIKE BARRY WAS TALKING ABOUT, LIKE PLAYING A GAME OR SOMETHING, YOUR MIND MAY BE TRAVELING ON YOU, YOU ARE NOT EXPECTING TO SEE SOMEBODY IN THE MIDDLE OF THE STREET JUST CROSSING.
RIGHT.

I HAVE SEEN IT ON A VARIETY OF STREETS.
I KNOW.
WE DO A COUNT OF PEDESTRIANS AND BIKES THROUGHOUT THE CITY.
I WAS SITTING AT DELMAR HIGHWAY AND HOW MANY PEDESTRIANS AND CYCLISTS I SAW, ALMOST EVERYONE CROSSED IN THE MIDDLE OF THE STREET.
THEY RARELY CROSSED AT THE CROSS WALK.

AND WHAT PEOPLE IN CARS DON'T UNDERSTAND, WHAT IS A FENDER BENDER FOR ME IS A FATALITIES FOR YOU.

YOU THINK THEY SHOULD SPEED UP WHEN THEY ARE NEXT TO YOU?

MORE THAN LIKELY, THAT PERSON IS ON THEIR PHONE.

AND COMPLACENT, YOU SET YOUR CRUISE CONTROL AT 72 MILES PER HOUR.
IT IS 70 MILES PER HOUR SPEED LIMIT AND YOU ARE BARELY COMING BY ME AND YOU ARE WATCHING FACEBOOK.
I'M WATCHING YOU INSTEAD OF WATCHING YOU.

THE TRUCKS ARE BUILT SO MUCH LIGHTER AND THE TRAILERS ARE SO MUCH LIGHTER BECAUSE WE NEED TO HAUL MORE FREIGHT.
THEY BUILD EVERYTHING OUT OF LIGHT WEIGHT ALUMINUM.
YOUR SUV CAN TURN OVER A BIG TRUCK.
YOU DON'T WANT TO BE BEHIND IT.

THE NEW DRIVERS THAT ARE OUT HERE TODAY AND THERE IS SUCH A DEMAND FOR DRIVERS THAT THERE'S A STRONG PUSH TO GET MORE AND MORE DRIVERS.
SO, TRUCK DRIVING SCHOOL, THEY ARE NOT TEACHING THE DRIVERS TO DRIVE A TRUCK, THEY ARE TEACHING THEM TO PASS THE TEST.
THAT'S PLAIN AND SIMPLE.
>> SOME TYPE OF PEDESTRIAN SAFETY, HIGHWAY SAFETY, SHOULD THAT BE APART OF THE DRIVING TEST?
>> ABSOLUTELY.
>> CERTAINLY.
>> BOTH PEDESTRIANS AND BIKES.
YOU CAN SEE MORE BIKES IN OUR REGION, WE HAVE ACCOMMODATE THEM AS WELL.
A; WE NEED DRIVERS EDUCATION, WE NEED STATE FUNDED MANDATED, BEFORE YOU GET YOUR DRIVER LICENSE, YOU HAD TO PASS A DRIVING TEST.
MOST WERE IN HIGH SCHOOL.
WE DON'T SEE THAT ANYMORE.
AND THE MISSOURI LEGISLATURE HAD THAT BILL ON THEIR DESK FOR YEARS.
THEY WON'T DO IT.
IT WOULD GO BACK TO DRIVER ED.
YOU HAVE TO PASS THE CLASS BEFORE YOU GET YOUR PERMIT OR LICENSES.
WE HAVE TO DO THAT.
>> WE HAVE TO INCLUDE ON WHAT IS GOING ON THE ROAD TODAY, NOT ONLY PEDESTRIANS, SIEL CYCLISTS AND WHEN THEY ARE ON THE ROAD WITH YOU.
>> IT IS NOT A NEW THING.
PEOPLE ARE INTO IT.
THERE ARE A LOT OF BIKES OUT AND THEY ARE IN THE MIDDLE OF THE ROAD.
ARE BICYCLISTS ARE SUPPOSE TO STOP AT STOP SIGNS?
>> YES AND NO.
THERE IS WHAT IS CALLED AN IDAHO STOP.
THE FEDERAL ADMINISTRATION IS LOOKING AT THE IDAHO STOP.
BUT THE IDAHO STOP FOR BIKES, BECAUSE TO SOME DEGREE IT IS EASIER FOR THEM TO STAY MOVING AND SO YOU LOOK OUT FOR YOUR VEHICLES AND OTHER PEDESTRIANS, AND THEN YOU MOVE FORWARD INSTEAD OF STOPPING AT THE STOP LIGHT.
AND YOU ARE SORT OF AT THE WILL AND POSSIBLY DAMAGE OF A VEHICLE THAT IS NEXT TO YOU.
SO, THE FEDERAL HIGHWAY ADMINISTRATION IS REVIEWING THAT AND SAYING THE IDAHO STOP WHERE YOU WEIGHT AS A CYCLISTS AND SEE THE LAY OF THE LAND, EVEN THOUGH THE LIGHT IS RED, AND THERE ARE NO CARS COMING, YOU CAN GO THROUGH.
>> I DON'T KNOW WHY IT IS IDAHO.
IN ALL OF THE LITERATURE, IT IS THE IDAHO STOP.
>> HAVE YOU DRIVEN THROUGH IDAHO?
>> MANY, MANY, MANY TIMES.

>> DO YOU TRY TO DRIVE AT NIGHT WHEN THERE ARE NOT SO MANY CARS?

VERY VIEW SHIPPERS AND RECEIVERS ARE OPEN AT NIGHT.
THE MAJORITY ARE BOX VANS AND THEY WORK 24/7.
THERE'S A LOT OF TRUCK TRAFFIC ON THE ROAD.
I PERSONALLY DON'T CARE FOR IT.
YOU CAN'T SEE THE WILDLIFE.
IT IS EVERYWHERE.
FOR ME, IT IS SAFER FOR ME TO DRIVE DURING THE DAYTIME.
I THINK IT IS SAFER FOR EVERYONE.
>> THERE ARE A LOT OF TRUCKS LAID UP FOR THE DAY.
AND I THINK, THANK GOODNESS THEY ARE NOT ON THE HIGHWAY WITH US.
>> LIKE WE SAY, WE HAVE COME TO THE CONCLUSION THAT YOU ARE A YOUNG MAN.
I HAVE READ THIS, THERE IS A SHORTAGE OF YOUNG PEOPLE COMING INTO IT.
HOW IS THAT BEING ADDRESSED BY THE TRUCKING INDUSTRY?
>> THERE IS A MOVEMENT TO CURRENTLY THE FMCA THE FEDERAL HAY SAFETY ADMINISTRATION, THE FEDERAL HIGHWAY SAFETY ADMINISTRATION, THEY ALLOW YOU TO DRIVE OUT OF STATE WHEN YOU TURN 21.
YOU CAN GET YOUR COMMERCIAL DRIVER LICENSE WHEN YOU ARE 18, YOU HAVE TO STAY IN STATE AND CAN'T ACROSS THE STATE.
THERE IS A MOVEMENT TO ALLOW 18 YEAR OLDS TO DRIVE ACROSS COUNTRY.
I AM AGAINST THAT.
I GOT MY DRIVERS LICENSE WHEN I WAS 14 YEARS OLD THROUGH A HARDSHIP.
AND SO, WHEN I STARTED DRIVING A TRUCK AT 18, OF COURSE, I DRIVE WITHIN THE STATE.
I WAS NOT MATURE ENOUGH NOR DID I HAVE THE KNOWLEDGE TO BE ABLE TO GO CROSS COUNTRY.
AND TO PUT KIDS OUT, AND I KNOW 18 YEAR OLDS DON'T CONSIDER THEMSELVES KIDS.
WE ALL DO.
TO PUT KIDS OUT, 80 THOUSAND POUNDS, 65, 75 MILES PER HOUR, AND THEY DON'T KNOW WHAT THEY ARE DOING.
THAT IS SUCH A RECIPE FOR ABSOLUTE DISASTER.
AND I DON'T -- I'M JUST ONE VOICE.
I CAN'T MAKE IT NOT HAPPEN.
BUT, THEY WANT TO DO THIS BECAUSE THEY SAY THERE'S A SHORTAGE OF DRIVERS.
I DON'T NOW THERE IS A SHORTAGE OF DRIVERS, IT SEEMS TO BE THERE IS A BIG MOVEMENT TO REDUCE GREAT COSTS.
AND IT IS SEVERAL THINGS.
WHAT IT COMES DOWN TO, WE NEED TO HAVE FAR BETTER TRAINING FOR THE TRUCK DRIVERS THAT ARE OUT HERE NOW.
>> OKAY.
>> WE NEED TO HAVE FAR BETTER RESPONSIBILITY WITH THE CARS THAT ARE ON THE ROAD.
YOU KNOW, DEPENDING ON WHERE YOU LOOK, IT IS FROM 85-97 PERCENT OF ALL PASSENGER CARS, 18-WHEELER WRECKS ARE CAUSED BY THE DRIVER BY THE CAR.
THAT IS A HUGE PERCENTAGE.
AND I DIDN'T KNOW THAT PERCENTAGE.
I HAVE SEEN SO MANY WRECKS.
I DIDN'T KNOW WHAT THE ACTUAL PERCENTAGE WAS.
JERRY AT HAUL HERO WAS TALKING TO ME ABOUT DOING THIS AND TRYING TO GET THE AWARENESS OUT.
SO WE WERE LOOKING IT UP.
AND EVERY YEAR FOR THE LAST FIVE YEARS, THAT PERCENTAGE HAS GONE UP AND UP AND UP.
>> THE PERCENTAGE OF -- CARS CAUSING THE ACCIDENT.
>> CARS CAUSING THE ACCIDENTS.
>> RIGHT.
>> TO PUT YOUNGER DRIVERS IN BIG TRUCKS WHO DON'T KNOW HOW TO HANDLE THE SITUATION AND COUPLE THAT WITH ALL OF THE DISTRACTED DRIVERS THAT ARE IN CARS, IT IS JUST A GUARANTEED DISASTER.
>> OKAY, CHARLES, YOUR ADVISE TO PEOPLE WHO RIDE BIKES, TO PEDESTRIANS.
OBVIOUSLY, THEY ARE AWARE THAT CARS ARE THERE.
IS THERE LASTING PIECE OF ADVISE YOU CAN GIVE?
>> I JUST DON'T -- DON'T DEPEND ON THE LIGHTS.
YOU KNOW, LOOK BOTH WAYS TWO OR THREE TIMES BEFORE YOU WALK IN THE MIDDLE OF THE STREET.
BECAUSE ESPECIALLY NOW WHEN YOU HAVE THESE WHAT I CALL THE SIGNALLING THAT SAYS YOU CAN GO.
AS WE ALL KNOW, WE WAIT WE ARE IN VEHICLES WE LOOK TWO OR THREE TIMES BEFORE WE MOVE IN OUR CAR.
IT IS THE SAME THING FOR PEDESTRIANS.
AND LOOKING FOR RIGHT ON RED.
THOSE DRIVERS ARE REALLY MORE INTERESTED IN MAKING THAT QUICK TURN AND GETTING ON ABOUT THEIR BUSINESS.
IF YOU ARE STUCK RIGHT AT THAT CURB, YOU ARE GOING TO GET HIT.
>> WE ARE IN THE LAST MINUTE.
AS THE TEMPERATURE GOES DOWN AND WINTER IS COMING IN, I IMAGINE THERE ARE LESS PEOPLE WALKING AND RIDING BIKES.
NOW WE ARE HEADED INTO THE HOLIDAYS AND THERE ARE MORE PEOPLE OUT.
THERE IS A GOOD TIME TO PRACTICE -- >> SOME OF THE MAJOR, DOWNTOWN, CENTRAL WEST END, SOUTH GRAND, CHEROKEE STREET, THEY ARE GOING TO BE BUSY OVER THE HOLIDAY WEEKEND.
WATCH OUT FOR EACH OTHER.
>> AND YOU ARE COMING UP AN THANKSGIVING AND PEOPLE WILL BE ON THE ROAD.
THERE ARE AS MANY TRUCKS ON THANKSGIVING JUST AS THERE ARE TODAY.
