THE LEADERSHIP AT ST. LOUIS REALTORS OFFERS AN APOLOGY.
THE DISCRIMINATION THAT THE BLACK COMMUNITY WAS SUB SUBJECTED TO -- SUPPORTED BY THE BANKING SYSTEM AND THE REAL ESTATE INDUSTRY AND DRIVEN BY PRACTICES.
THESE POLICIES RESULTED IN DUAL HOUSING MARKETS FOR WHITE AND BLACK FAMILIES IN THE ST. LOUIS AREA.

WHY DO YOU DECIDE TO DO THAT AND NOW?
>> WE WANT TO BE GOOD COMMUNITY MEMBERS.
WE LIVE IN THE COMMUNITY NEXT TO YOU, PROBABLY.
IN ORDER TO BE GOOD PARTNERS IN THIS COMMUNITY, IT WAS TIME TO SAY WE WERE SORRY.
IT REALLY CAME FROM A MEMBER WHO SAID THIS IS SOMETHING YOU NEED TO DO.
WE SPENT A YEAR THINKING ABOUT IT AND SAID IT IS TIME TO APOLOGIZE.
AND NOT JUST APOLOGIZING, BUT DO REDRESSING.

THE IMPACT DIDN'T HIT ME THE DAY OF.
IT HIT ME OVER THE HEAD LIKE A TON OF BRICKS THAT THEY WOULD ACTUALLY DO THIS.
I WAS NOT FOCUSED IN ON WHAT WAS ABOUT TO HAPPEN UNTIL THE DAY OF.

IN 2020, CHARLIE WAS THE PRESIDENT OF THE NATIONAL ASSOCIATION OF REALTORS.
HE MADE AN APOLOGY.
AND THE CHICAGO BOARD OF REALTORS.
I'M NOT SURE IF THEY HAVE DONE IT IN THE SAME WAY OR SAY THIS IS WHAT WE ARE GOING TO DO MOVER FORWARD.
IT IS NICE THAT WE HAD A TEMPLATE, IF YOU WILL.

THIS IS AN ISSUE IN ST. LOUIS.

>> I HAVE BEEN RUNNING THIS FOR 30 YEARS.
WE ARE A FAIR HOUSING NOT-FOR-PROFIT, FUNDED BY HUD, WORK WITH KNOW GRANTS IN THE STATE AND SMALLER MUNICIPALITIES.
WHAT WE DO IS KIND OF LIKE WATCH DOGS.
WE ARE ON THE FENCE.
WE HAVE ATTORNEYS AND FAIR HOUSING SPECIALISTS THAT INVESTIGATE ISSUES.
FOR EXAMPLE, THERE WAS A CASE YEARS AGO, GUNMANDECKER AGAINST EHOCK.
EVERY TIME A HOUSE IS SOLD TO A BLACK PERSON, THEY SEND OUT SOMETHING AND THE WHITE PEOPLE MOVE OUT.
IT WAS TRUE.
WE STUDIED THEM FOR TWO YEARS.
AND CAME BACK, TALK TO YOUR PEOPLE, WE ARE ABOUT TO GO TO COURT.
TWO YEARS LATER, THEY WERE STILL DOING IT.
A CONSERVATIVE JUDGE, DIDN'T CARE FOR OUR APPROACH OF TESTING.
AND ONE OF THE SUMMARY JUDGMENT HE WAS GOING TO MAKE, IT DOESN'T LIKE HE WAS GOING TO DESTROY THE FAIR HOUSING CASE LAW FOR THE COUNTRY.
IT SHOULD HAVE BEEN A 16 MILLION DOLLARS CASE, WE SETTLED FOR ONE HUNDRED THOUSAND DOLLARS.
MOST OF THAT WENT TO THE ATTORNEYS.
WE BOTCHED UP FAIR HOUSING.
THE REASON YOU DON'T KNOW ABOUT THIS, WE TRIED TO STAY OUT OF THE NEWS UNTIL WE CAN SHOW THE RESULTS.
WE ARE ONE OF THE BEST FAIR HOUSING ORGANIZATIONS IN THE UNITED STATES, AS PER HUD AND THE BLUE RIBBON AWARD WE WON A FEW YEARS AGO.
MORE THAN THAT, WE WORK WITH REDLINING CASES.
YOU CAN SEE BANKS POPPING UP IN MARTIN LUTHER KING.
THAT WAS OUR SLEEPER GROUP.
AND PEOPLE DON'T KNOW THE WORK WE ARE DOING BEHIND THE SCENES AND WE HAVE BEEN WORKING WITH THE REALLY SECTOR -- REALTOR.
>> WE WOULD COME UP AGAINST -- AND WE WOULD LOSE EVERY TIME.
EVERY TIME MRS. DUNNTOOK OVER, THINGS STARTED TO CHANGE AND TO UNDERSTAND THE ISSUES OF ALL OF THE CLIENTS.
IT WAS A CHANGE.
TEN YEARS AFTER THAT, AND THEY ARE ISSUING AN APOLOGY AND A 22-STEP.
WE HAVE BEEN WATCHING THEM.
WE HAVE BEEN SUING MUNICIPALITIES.
WE CAME AGAINST THEM AGAIN LATER ON AND WE HAVE BEEN DEALING WITH MAPLE WOOD AND A LOT OF JURISDICTIONS THAT TRY TO RESTRICT AFRICAN AMERICAN SINGLE MOMS FROM RENTING HOMES.
THEY HAVE BEEN ON THE WALLS FOR US FOR TEN YEARS.
PEOPLE DON'T KNOW THAT ABOUT THE REALTORS.
THEY WERE AGAINST US AND NOW THEY ARE WITH US.
IT MAKES SENSE THEY ISSUE THIS APOLOGY.
>> YOU DID MORE THAN THAT, YOU HAVE A PLAN FOR THE FUTURE.
I FORGOT THE NAME.
TELL ME AGAIN.
AND THE STEPS, LIKE, HIRING YOUR FIRST DIRECTOR THAT IS IN CHARGE OF THIS PLAN.
TELL US ABOUT THAT.

IT LAYS OUT 22 STEPS; INCLUDING LEGISLATIVE STEPS GETTING THOSE RESTRICTIVE COVENANTS OFF OF DEEDS.

THEY ARE ILLEGAL.
YOU CAN BUY A HOUSE AND SEE THAT I'M NOT ALLOWED TO BUY THIS HOUSE.
I'M NOT ALLOWED IN THIS NEIGHBORHOOD.
I HAVE HAD AGENTS IN MY OFFICE WHO HAD CLIENTS INTERESTED IN BUYING A HOUSE AND SAID, WILL MY KIDS BE SAFE?
WILL THEIR FRIENDS BE SAFE.
THEY ENDED UP NOT BUYING A HOUSE THERE AND THE RESIDENTS PROBABLY HAD NO IDEA THAT THEY ARE ON THE DEEDS.
THIS WILL GET THEM OFF THE DEEDS.
AND WORKING ON LAND BANKS THROUGHOUT THE STATE AND COUNTY AND CLEAR TITLE LEGISLATION.
WE HAVE GOT THOSE LEGISLATIVE GOALS.
I WOULD ADD, NOT RELATED TO RIGHTING THE WRONGS THAT WE DO AS FAR AS THE BLACK COMMUNITY, WE ARE SUPPORTING MO MONA.
IT IS STILL LEGAL TO DISCRIMINATE ON HOUSING BASED ON THEIR SEXUAL IDENTITY.
WE WANT TO SEE THAT ILLEGAL.
>> WE ARE WORKING ON EDUCATION.
WILL TALKS ABOUT KAREN DUNN WHO HAS DONE A GREAT JOB.
SHE IS ROLLING OUT CLASSES THAT HAS TO DO BOTH FAIR HOUSING AND BIAS.
PEOPLE KNOW, OH, I NEED TO BE MORE AWARE OF THAT AND NOT REPEATING THE MISTAKE.
THAT'S HUGE.
>> AND WORKING WITH NEIGHBORHOOD PARTNERS IN COMMUNITIES THAT HAVE BEEN UNDER-RESOURCED AND CREATE MORE BLACK HOMEOWNERS.

>> NO, WE DIDN'T -- THEY HAD INPUT BASED ON OUR RELATIONSHIPS THAT WE HAVE HAD IN THE LAST 10 YEARS AND UNDERSTANDING THE NEEDS.
WE DIDN'T HAVE DIRECT INPUT ON THE PLAN.

HE LED THE TASK FORCE.
>> LIKE ALVIN, I WAS SURPRISED TO SEE THIS IN THE INBOX.
I DON'T REMEMBER SEEING ANYTHING IN THE INBOX FROM THE BANKING INDUSTRY.
WHICH I THINK OF REDLINING, I MEAN, IT IS AMAZING.
HAVE YOU INTERACTED WITH THE BANKING INDUSTRY?
WHERE DO THEY FIT IN?
IF PEOPLE CAN'T GET LOANS AND FAIR TREATMENT, THE QUESTION, HOW FAR CAN YOU GO WITH YOUR PLAN?

WE DIDN'T THIS ALONE.
THE RACISM WAS NOT ONLY US, THE BANKING INDUSTRY, THE FEDERAL AND LOCAL GOVERNMENT.
SO, THAT -- I HAVE NOT HEARD FROM THE BANKS.
HOPEFULLY -- MAYBE, MR. JORDAN HAS.

>> BRIAN GIBSON, WHO IS THE COMMUNITY REINVESTMENT BANKER FOR FIRST MED WHO BOUGHT -- AND OUR SUBSIDIARY.
WE PROTESTED THE BUYING OF THE BANK BECAUSE OF THE HISTORICAL -- WE ENTER INTO AN AGREEMENT.
AND BRIAN CALLS UP, KATIE, THAT ISSUED THE APOLOGY, THAT'S GREAT.
WHAT CAN WE DO TO PARTNER WITH THEM IN ORDER TO GET OUR PRODUCTS AND SERVICES TO AFRICAN AMERICAN IN THE NORTH CITY TO HELP THEM TO GIVE THEM SOME MONEY BEHIND THE PROMISES THAT THEY HAVE TO REVERSE THE REDLINING AND THE THINGS THAT HAVE HAPPENED.
THEY ARE COMMITTED.

THAT'S HUGE.
THAT IS THE RESULT OF THE WORK WE HAVE DONE.
AND WE HAVE WORKED WITH THEM IN THE PAST AND PROMISED TO DO THAT TYPE OF WORK.
AND HIRING PEMBROKE.
>> THERE ARE A FEW OTHERS THAT TRYING TO BE ON THE WALL.
>> TWENTY FIVE WORDS OR LESS, WHAT IS REDLINING?
>> REDLINING IS WHEN YOU DON'T ISSUE LOANS TO AFRICAN AMERICANS IN CERTAIN AREAS OR ISSUE IT AS MUCH HIGHER INTEREST RATES, MUCH HIGHER COST.
STRIPPING OPPORTUNITY AND WEALTH OUT OF THE AFRICAN AMERICAN COMMUNITY.
AND THAT HAPPENED IN ST. LOUIS FOR A LONG TIME.
AT THE HANDS OF THE FEDERAL HOME LOAN ASSOCIATION, THE FEDERAL GOVERNMENT, BANKS, REALTORS.
IT WAS HAPPENING FOR YEARS AND YEARS IN ST. LOUIS.
YOU COULDN'T BUY A HOUSE IN CERTAIN AREAS BECAUSE YOU WERE NOT ALLOWED.
YOU COULD BUY A HOUSE IN AN ALL-BLACK AREA.
BUT COULDN'T IN A WHITE NEIGHBORHOOD.
>> NO MATTER HOW MUCH MONEY OR GOLD STAR CREDIT?
>> NOPE, YOU COULDN'T GET IT.
>> I CALLED A REALTOR AND I AM GOING TO SELL IT.
I SAY THAT I WILL NOT SELL IT TO A WHITE PERSON.
YOU BRING A WHITE PERSON HERE, I WON'T SELL IT TO A WHITE PERSON.
WHAT WILL THEY DO?
>> THEY WILL SAY I CAN'T WORK WITH YOU.
FEDERAL FAIR HOUSING WORKS BOTH WAYS.
IT DOESN'T JUST PROTECT BLACK HOMEOWNERS FROM RACIST WHITE HOME SELLERS.
IT DON'T EDIT IN THE REVERSE, THERE'S A WHOLE LIST OF THEM THAT YOU CAN'T DISCRIMINATE AGAINST.

THAT IS HOLDING STEADY SENSE 1968 AND DROPPING SOME.
IT IS NOT ONLY IN THE PAST, CERTAINLY, OTHER CODE OF ETHICS WOULD PROHIBIT THAT IF ANYONE IS CATCHING SOMEONE DOING THAT.
WE WANT THEM TO TURN THEM IN.
AND HUD WOULD COME AFTER THEM.
CALL THE WATCH DOGS.
WE WANT THOSE ACTORS OUT OF OUR INDUSTRIES AND BE EDUCATED AND FACE PUNISHMENT.
IT IS OFTEN NOT OUT THERE IN THE OPEN.
IF YOU PUT A RED LINE ON THE MAP TODAY, YOU WILL GET FINED AS A BANK.

THEY ARE MAKING A NEGATIVE IMPACT.
YOU BUY A HOUSE NORTH OF DELMA DELMAR.
THERE WERE APPRAISALS WILL NOT LOOK NORTH -- THERE IS A CIRCLE.
THERE IS A HALF CIRCLE.
ALL OF THE TIME.
IT IS ILLEGAL, IT IS SO HARD TO PROVE BECAUSE THERE'S INDUSTRY STANDARDS.
BANKS HAVE CRA, REALTORS HAVE HAD FAIR HOUSING ACT.
WHAT TYPE OF ACCOUNTABILITY WHO HAVE AN INFLUENCE ON WHAT HAPPENS NORTH OF DELMAR DELMAR.
THAT APPRAISAL INDUSTRY IS WE HAVE ISSUES THAT ARE LOOKING IN NORTH COUNTY AND ST. LOUIS, AND THEY APPRAISE HOUSES SO FAR BELOW, NOT EVEN WHAT ANOTHER APPRAISAL.
THE ADDRESS IS IN SAINT LITER OR SAINT CHARLESTON -- PETER'S OR CHARLES COUNTY.
>> IT IS NOT ALWAYS THE PERSON'S CHOICE WHO THE APPRAISER IS.
IF YOU WANT TO GET AN APPRAISER, IT IS HELPFUL TO KNOW WHO THE APPRAISERS ARE.
IS THERE SOMEONE PEOPLE CAN GO AS A RESOURCE, SAY, HERE'S THE FOLKS WE HAVE PUT ON NOTICE.

I OWN A HOUSE, MAYBE I START PUTTING ASIDE SOME OF MY FEELINGS BECAUSE I WANT TO SELL THE HOUSE.
IS THAT HELPING, WHERE SOME OF THE STUFF IS -- I DON'T CARE WHO BUYS MY HOUSE.
BECAUSE I WANT SOMEBODY TO BUY MY HOUSE.
IT IS HELPING?
>> THE MARKET RECENTLY, PEOPLE HAVE BEEN GETTING MULTIPLE OFFERS.
THEY ARE NOT SITTING THERE.
WHEN I PRESENT OFFERS TO MY CLIENTS IN A MULTIPLE OFFERS SITUATION, I DO IT BLINDLY, THEY DON'T SEE A NAME, THAT IT IS ONE PERSON, ONE TWO, TWO FEMALES, TWO MALES, IT DOESN'T LIKE THEY ARE FROM ST. LOUIS, OR WHATEVER.
I DO IT BLINDLY, SO WE CAN SIT THERE AND LOOK AT THE NUMBERS AND LOOK AT THE CLOSING DATES.
