The latest national data shows nearly 14 percent of teens ages 12 to 17 use illegal drugs. However, overall teenage drug and alcohol use is down by 3 percent. While experts debate the “why” behind that trend, new methods focused less on penalties and more on empowerment are gaining momentum.
