SENATOR JIMMY HIGDON OF LEBANON IS SPONSOR OF SENATE BILL 91.
IT WOULD ALLOW CAR DEALERS TO DELIVER CARS TO CUSTOMERS WHO PURCHASED THEM OVER THE INTERNET.
TODAY ON THE SENATE FLOOR, HIGDON EXPLAINED WHY THIS BILL IS NEEDED.

SENATE BILL 91 IS A VERY SIMPLE BILL AND OFTEN WE PASS BILLS TO KEEP UP WITH THE TIMES AND THIS IS CERTAINLY ONE THAT KEEPING UP WITH THE TIMES.
SEVERAL YEARS AGO, VERY FEW PEOPLE WOULD HAVE EVER DREAMED OF BUYING A VEHICLE VIA THE INTERNET.
BUT, MR. PRESIDENT, THAT'S VERY POPULAR THING TO DO THESE DAYS, AND SO TO DO -- SINCE THAT IS SO POPULAR, OUR KENTUCKY AUTO DEALERS NEED A TWEAK CURRENT KENTUCKY LAW SO THEY CAN LEGALLY SELL VEHICLES VIA THE INTERNET.
THE BILL SIMPLY SAYSEN A AUTO DEALER WITH AN ESTABLISHED PLACE OF BUSINESS MAY CONDUCT SALES ACTIVITIES VIA INTERNET AND DELIVER VEHICLES SOLD OR LEASED BY THE LICENSED DEALER TO A CUSTOMER AT THE CUSTOMER'S RESIDENCE OR OTHER SUITABLE LOCATION AS LONG AS THE SALE, LEASE OR DELIVERY IS REQUESTED BY THE CUSTOMER.
>> THE BILL ALSO CALLS FOR THE MOTOR VEHICLE COMMISSION TO ESTABLISH LICENSES AND FEES FOR THE TRANSACTIONS.
SENATE BILL 91 PASSED WITH A VOTE OF 34 TO ZERO AND IS NOW HEADED TO THE HOUSE FOR CONSIDERATION.
IT COULD SOON BE EASIER FOR SOME KENTUCKIANS TO HAVE THEIR DRIVER'S LICENSES RENEWED.
SENATE BILL 124 WOULD ALLOW FOR A PERSON WITH A LICENSE THAT'S LESS THAN FIVE YEARS EXPIRED TO HAVE IT RENEWED WITHOUT HAVING TO RETAKE A WRITTEN TEST.
THE BILL IS SPONSORED BY SENATOR PHILLIP WHEELER OF PIKEVILLE.
HE SAYS THIS BILL WILL HELP PEOPLE GET BACK TO WORK.
>> THIS IS A COMMON SENSE PIECE OF LEGISLATION TO GET PEOPLE BACK TO WORK.
IT ALSO IS A COMMON SENSE PIECE OF LEGISLATION TO ALLOW SOME OF THE PEOPLE IN OUR COMMUNITY WHO MAY HAVE LOST THEIR DRIVER'S LICENSES DUE TO INABILITY TO GET TO CLERK'S OFFICE DUE TO COVID OR SM OTHER REASON TO GET THEIR DRIVER'S LICENSE BACK WITHOUT HAVING TO GO THROUGH THE LEGALISTIC FORMAL IPTDS OF TAKING WRIT AN DRIVERS TEST AGAIN SO THEY CAN GET BACK ON ROAD AN DO THE THINGS THEY NEED TO DO.
THIS IS A SIMPLE BILL.
IT MAKES GOOD ECONOMIC VEN.
IT MAKES GOOD PRACTICAL SENSE.

I WOULD MOVE FOR FINAL PASSAGE P SENATE BILL 124.
>> THE BILL APPLIES TO BOTH COMMERCIAL DRIVER'S LICENSES, OR CDL'S AND STANDARD OPERATOR'S LICENSES.
SENATE BILL 124 PASSED WITHOUT OBJECTION BY A VOTE OF 33 TO ZERO AND IS NOW HEADED TO THE HOUSE.
SOME OFFICES WITHIN THE CABINET FOR HEALTH AND FAMILY SERVICES WOULD BE GETTING REORGANIZED.
UNDER A BILL THAT CLEARED THE SENATE TODAY.
SENATOR STEPHEN MEREDITH OF LEITCHFIELD IS THE SPONSOR OF SENATE BILL 133.
HE SAYS THE PURPOSE OF HIS BILL IS TO HELP STREAMLINE THE CABINET.
>> THERE WILL BE NO PERSONNEL NEGATIVELY IMPACTED BY THIS.
THERE WILL BE ADDITIONAL SUPERVISOR POSITIONS NEEDED BUT, AGAIN, THIS IS INTEND TO TRY MOIK THE CABINET MORE EFFICIENT, MORE EFFECTIVE AND WE'RE CERTAINLY SUPPORTIVE OF IT AND WILL USE IT AS FOUNDATION FORTH WORK OF OUR TASK FORCE SO THE SENATE CAN MOVE FORWARD.
THE COMMITTEE SUBSTITUTE THAT WAS PRESENTED WITH THE EXPANSION OF MEDICAID PROGRAM AND THAT WAS GOING TO BE PLACED UNDER DEPARTMENT FOR MEDICAID WE DISCOVERED IN REVIEW OF THAT, THAT WASN'T NECESSARY SO THAT WAS REMOVED FROM THE BILL.
THAT'S THE ONLY SIGNIFICANT BILL.

HOUSE BILL 206 LISTS A NUMBER OF MISDEMEANOR SEXUAL OFFENSES THAT COULD PREVENT SOMEONE FROM BECOMING A POLICE OFFICER.
NORTHERN KENTUCKY DEMOCRAT RACHEL ROBERTS EXPLAINS THE MEASURE - AND HER CO-SPONSOR JENNIFER DECKER SAYS SHE WAS SHOCKED THE BILL WAS NEEDED.
>> HOUSE BILL 206 WOULD PREVENT THOSE WITH A HISTORY OF SEXUAL ASSAULT FROM BECOMING PEACE OFFICERS IN OUR COMMONWEALTH.
THIS PRODUCE HIBTS ANY QUN ON ICT HAVED VARIOUS SERIOUS MISDEMEANORS AND OFFENSES OWNDER CHAPTER 510 INCLUDING ASSAULT AGAIN A MINOR FROM BEING CERTIFIED OR RETAINED AS A PEACE OFFICER.
THE BILL IS AN EXTENSION OF LAST YEAR PEACE SENATE BILL 80 AND 52, BOTH WHICH PASSED WITH BROAD SUPPORT THROUGH THIS BODY.
THE BILL HELPS US TO ENSURE WE RECRUIT THE VERY BEST AND THE KENTUCKY'S PEACE OFFICERS SERVE WITH HONOR WHEN CHARGED WLT PUBLIC SAFETY AND TRUST.
>> POLICE REFORM TO BE THE MOST EFFECTIVE IT CAN BE NEEDS LAW ENFORCEMENT OFFICERS AT THE CENTER OF THE EFFORT BECAUSE NO ONE HAS A GREATER INTEREST IN MAKING SURE THAT THEIR PROFESSION WEEDS OUT BAD ACTORS THAN THOSE MEN AND WOMEN OUT THERE SEEKING TO DO THE RIGHT THING FOR THOSE THEY SERVE.
A PARTICULARLY REMEMBER THAT AS HE PRESENTED SENATE BILL 80, THE BILL SPONSOR IN THE SENATE SAID, NO ONE HATES A BAD COP MORE THAN A GOOD COP.
AND IT'S IN THIS VERY CONTEXT THAT I LEARNED ABOUT THE NEED FOR THIS LEGISLATION THAT ACCOMPLISHES WHAT HOUSE BILL 206 IS DESIGNED TO DO, SPECIFICALLY I LEARNED ABOUT A PROBLEM THAT WHEN A POLICE OFFICER WHO HAD MOVED INTO MY COUNTY TOLD ME THAT EXISTING LAW IN THE COMMONWEALTH COULD SAY NOT REQUIRE THE DECERTIFICATION OF A POLICE OFFICER WHO IS CONVICT OF A MISDEMEANOR SEX CRIME AGAINST CHILDREN, EVEN IF THOSE CRIMES WERE ORIGINALLY CHARGED AS FELONIES AND PLED DOWN TO MISDEMEANORS.
>> HOUSE BILL 206 PASSED THE HOUSE UNANIMOUSLY, 96 TO ZERO.
IT NOW HEADS TO THE SENATE.
NEW SOLAR COMPANIES THAT SELL WHOLESALE POWER COULD BE GETTING NEW REGULATIONS UNDER SENATE BILL 69.
THE MEASURE PASSED THE SENATE NATURAL RESOURCES COMMITTEE LAST WEEK BEFORE BEING RECOMMITTED TO THE SAME COMMITTEE.
MERCHANT GENERATING FACILITIES ARE ELECTRIC GENERATORS THAT TAKE UP AT LEAST 10 ACRES OF SPACE AND SELL WHOLESALE POWER TO THE GRID.
UNDER CURRENT LAW, SOLAR MERCHANT GENERATING FACILITIES AREN'T REGULATED - BUT SENATE BILL 69 WOULD CHANGE THAT.
THE BILL'S SPONSOR - SHELBYVILLE SENATOR PAUL HORNBACK - SAYS THE BILL ALLOWS FOR REGULATION WHILE GIVING LOCALITIES THE FLEXIBILITY TO SET THEIR OWN RULES.
>> I WANTED TO KEEP HOME RULE AS MUCH AS WE CAN.
I THINK THOSE LOCAL PEOPLE ESPECIALLY THE COUNTIES THAT HAVE ZONING WHICH I THINK IS ABOUT 67 COUNTIES IN THE STATE OF KB OTHERS HAVE FISCAL COURTS AND STUFF.
I WANTED THEM TO HAVE THE ABILITY TO DECIDE WHAT SUITED THEIR AREA OF THE STATE THE BEST.
SENATOR TURNER, I KNOW UP IN MARTIN COUNTY IF THAT'S IN YOUR DISTRICT, WE'RE BUILDING A SOLAR FIELD IS GOING TO BE BUILD ON AN OLD STRIP MINE, SETBACKS NEED TO BE DIFFERENT.
SENATOR A FACILITY UP YOUR WAY.
MORE OF AN AREA AG LAND, RESIDENTIAL HOUSES AROUND THERE.
I THINK THE LOCAL ZONING BOARD NEEDS TO BE IN CHARGE OF WHAT SETBACKS ARE.
A LOT OF THINGS WE HAVE IN THIS BILL, THE LOCALS CAN TAKE PRECEDENT OVER THAT, WHETHER IT BE SET BACKS OR OTHER RESTRICTIONS THEY MAY HAVE, I WANTED THE LOCALS TO HAVE THE FINAL SAY IN THAT.
SO SOME OF THESE ARE JUST LIKE RECOMMENDATIONS.
AS YOU ALL WELL KNOW, THE PROCESS IS IT HAS TO GO BEFORE THE SIGNING BOARD IN MY LEGISLATION, THEY DO HAVE TO NOTIFY THE LOCAL OFFICIALS.
PENS PENS >> SENATE BILL 69 ALSO SETS STANDARDS FOR DECOMMISSIONING OF THE FACILITIES.
IT WOULD REQUIRE THE COMPANIES TO BOND THEIR DECOMMISSIONING, SO STATE AND LOCAL GOVERNMENTS AREN'T LEFT WITH THE CLEANUP, LATER.
HORNBACK SAYS DECOMMISSIONING IS THE PART OF THE BILL HE FOCUSED THE MOST ON, BECAUSE OF HOW EASTERN KENTUCKY COAL COMPANIES TREATED THE STATE.
>> BECAUSE TECHNOLOGY HAS ADVANCED SO QUICKLY, A LOT OF THESE PANELS ARE BEING REPLACED WITHIN 10 YEARS BECAUSE THEY'RE A LOT MORE EFFICIENT NOW.
THEY CAN GENERATE A LOT MORE ELECTRICITY.
SO, IN THE DECOMMISSIONING, THE COMPANIES ASKED ME, THESE MERCHANT ELECTRIC GENERATING PROVIDERS ASKED ME WHY ARE OUR RESTRICTIONS TIGHTER THAN THEY WERE ON COAL, GAS UNDERGROUND STORAGE TANKS?
MR. CHAIRMAN, YOU'RE FROM THE COAL FIELDS, YOU KNOW OF THE BILLIONS OF DOLLARS WORTH OF LIABILITIES THAT THE STATE HAS IN COAL FIELDS, ABANDONED OIL AND GAS WELLS, YOU'RE VERY FAMILIAR WITH THE FACT EVERY TIME YOU GO FILL UP WITH GAS BECAUSE SOMEBODY IN THE PAST IN THE LEGISLATURE WHEN WE WERE ALLOWING THEM TO PUT IN UNDERGROUND STORAGE TANKS DIDN'T THINK ABOUT THE DECOMMISSIONING SO NOW WHEN YOU GO TO FILL UP YOUR CAR WITH GAS YOU PAY A PORTION THE PRICE OF GAS TO GO TO CLEANING UCH THESE UNDERGROUND STORAGE TANKS.
I PERSONALLY DON'T WANT TAXPAYERS TO BE ON THE HOOK FOR THE DECOMMISSIONING 20 YEARS FROM NOW, WHENEVER THAT MAY BE.
I DON'T WANT THE STATE WHO IS ULTIMATELY GOING TO BE THE ONE TO PAY FOR THESE CLEANUPS ON OIL AND GAS WELLS AND,HE HAVING ELSE, I DON'T WANT THEM TO BE LIABLE.
THAT'S TAXPAYER MONEY PENT FOR DECOMMISSIONING.
I THINK IT NEEDS TO BE ON THE COMPANIES WHO ARE GENERATING ELECTRICITY AND MAKING THE PROFITS OFF OF IT >> EVAN VAUGHN, WHO REPRESENTED SOME SOLAR COMPANIES IN KENTUCKY AT THE MEETING, SAYS HIS GROUPS PRIMARILY AGREE WITH THE BILL, BUT WOULD LIKE TO MAKE A FEW CHANGES.
>> PRIMARILY, OUR CONCERNS ARE CENTER HE HAD ON SECTION 7, SUBSECTION 5, THAT REQUIRE AS PRIVATE BUSINESS TO BOTH SEEK AND RECEIVE APPROVAL FROM THE ENERGY AND ENVIRONMENT CABINET PRIOR TO CONDUCTING A PRIVATE BUSINESS TO BUSINESS TRANSACTION.
AGAIN, WE HAVE NO PROBLEM WITH THE DECOMMISSIONING PLANS, AND FINANCIAL ASSURANCE AND OTHER OBLIGATIONS UNDER THE CONSTRUCTION CERTIFICATE STAYING WITH THE PROJECT THROUGH ANY KIND OF OWNERSHIP TRANSFER.
I THINK THE BILL IS EXTREMELY CLEAR ABOUT THOSE ONGOING RESPONSIBILITIES BEING BEING IN PLACE.
AGAIN, WE HAVE NO PROBLEM WITH NOTIFYING THE ENERGY DEPARTMENT CABINET OR OTHER GOVERNMENT ENTITIES AS WELL AS LOCAL OFFICIALS IN TERMS OF WHEN TRANSFER OF CONTROL CHANGES FOR A PROJECT.
HOWEVER, IT'S REALLY THAT APPROVAL OF A PRIVATE BUSINESS TRANSACTION THAT GIVES US HEARTBURN.
TO OUR KNOWLEDGE NO OTHER STATE HAS THAT REQUIREMENT.
WE CAN'T THINK OF ANY OTHER NONREGULATED BUSINESS, MANUFACTURING OR OTHERWISE THAT WOULD BE REQUIRED TO SEEK GOVERNMENT APPROVAL TO SELL AN OWNERSHIP SHARE.
FOR EXAMPLE, IN IS A REALLY COMMON SCENARIO WITH THE SOLAR INDUSTRY IN THE SOLAR COMPANY WANTED TO BRING ON MINORITY FINANCIAL PARPT NER LIKE A BANK OF AMERICA OR ANOTHER MAYOR BANK, FINANCIAL INSTITUTION, IT WOULD NOT BE ALLOWED TO DO SO UNDER THIS LANGUAGE BECAUSE THE NEW PARTIAL OWNER THAT BANK COULD NOT MEET THE CONDITIONS OF TECHNICAL AND MANAGERIAL REQUIRED IN THE SOLAR INDUSTRY TO GET THAT I PROFL IN THE CABINET >> VAUGHN SAYS THE BILL COULD BE MODIFIED TO NOTIFY THE GOVERNMENT OF BUSINESS'S OWNERSHIP CHANGES, BUT NOT APPROVE THEM.
SENATE BILL 69 PASSED THE SENATE NATURAL RESOURCES AND ENERGY COMMITTEE LAST WEEK, BUT WAS RECOMMITTED TO THE COMMITTEE.
IT IS NOW ON THE AGENDA TO BE HEARD IN TOMORROW'S MEETING ONLINE COMPANIES COULD HAVE MORE DIFFICULTY TRACKING YOU ACROSS WEBSITES AND MAINTAINING YOUR PERSONAL DATA, IF A BILL HEARD IN COMMITTEE LAST WEEK BECOMES LAW.
SENATE BILL 15 WAS UP FOR DISCUSSION ONLY IN THE SENATE ECONOMIC DEVELOPMENT COMMITTEE.
THE PROPOSED REGULATION PUTS PARAMETERS ON HOW ONLINE COMPANIES CAN TRACK YOU AS YOU SURF THE INTERNET, AND IT WOULD FORCE THEM TO SHARE THE INFORMATION THEY RETAIN ABOUT YOU, WITH YOU.
CROFTON SENATOR WHITNEY WESTERFIELD COMPARED SENATE BILL 15 TO LEGISLATION ALREADY PASSED IN VIRGINIA.
>> SENATE BILL 15 ALLOWS CONSUMERS TO TO CONTROL THEIR DATA BY PREVENTING BUSINESSES FROM USING THEIR INFORMATION FROM TACKERRING AND SELLING PERMANENT DATA TO OTHER COMPANIES TARGETED ADVERTISING.
PROTECTS CONSUMERS BUSINESSES CAN ONLY COLLECT AND PROCESS INFORMATION FOR LEGALLY APPROVED PURPOSES.
IT PUTS CONTROL OF PERSONAL DATA BACK WHERE IT BELONGS, THAT'S WITH CONSUMERS.
GIVES THEM THE POWER TO DELETE DATA.
GIVES POWER TO CONSUMERS TO ASK FOR THE COPY OF IT ASK WHAT DATA HAS BEEN COLLECTED.
>> ONLINE BUSINESSES WITH 100,000 OR MORE CUSTOMERS WOULD HAVE TO FOLLOW THE RULES LAID OUT IN SENATE BILL 15.
THOSE UNDER THAT THRESHOLD WOULD NOT.
ANDY KINGMAN FROM THE STATE PRIVACY AND SECURITY COALITION SAYS HAVING THE THRESHOLD ANY LESS WOULD HURT SMALL BUSINESSES WHO ARE JUST NOT MAKING USE OF THE DATA BIGGER BUSINESSES HAVE CONTROLLED FOR DECADES.
HE SPOKE TO THE POTENTIAL COSTS ASSOCIATED WITH ADHERING TO THE LANGUAGE IN SENATE BILL 15.
>> I THINK THE OTHER THING THAT WE WORRY ABOUT IN REGARDS TO THE SMALL BUSINESS COMMUNITY IS THAT YOU KNOW THERE ARE FUNDAMENTAL TENSIONS WITH OTHER STATE PRIVACY LAWS HERE.
AND WE SAW IN CALIFORNIA WHERE THE ATTORNEY GENERAL'S OFFICE PUT OUT THEIR OWN STUDY ON WHAT INITIAL COMPLIANCE COSTS WOULD LOOK LIKE.
AND THE INITIAL COMPLIANCE FOR BUSINESSES WITH FEWER THAN 20 EMPLOYEES IS $50,000.
THAT'S JUST A NUMBER THAT MANY SMALL BUSINESSES CAN'T AFFORD TO PAY TO STAND UP A COMPLIANCE PROGRAM HERE.
FOR BUSINESSES WITH UP TO 50 EMPLOYEES, THE COST WAS ESTIMATED TO BE $100,000.
AND SO, WE WANT TO MAKE SURE THAT THE IMPLEMENTATION IS AS EFFECTIVE AND COST-EFFECTIVE AS POSSIBLE AND AGAIN THAT YOU'RE STILL PROVIDING BASIC PROTECTIONS FOR KENTUCKY CONSUMERS, THAT THEY WOULD STILL HAVE IN THIS BILL WE'RE NOT PROPOSING TO STRIKE ANY OF THOSE BUT THAT SOME OF THE STARTUP COST TO SAY IMPLEMENT THIS BILL WOULD BE REDUCED >> SENATOR WESTERFIELD SAYS THE 100,000 CUSTOMERS NUMBER IS TOO HIGH - BUT IT'S A CONCESSION HE IS WILL TO MAKE TO GET THE MEASURE PASSED.
>> THAT ASSUMES THEY CONTINUE TO COLLECT THE DATA THAT THEY'VE BEEN COLLECTED FOR YEARS AND YEARS.
SOMETHING'S GOT TO GIVE.
DOES THIS MEAN IT'S GOING TO HAVE SOME COSTS FOR BUSINESSES?
YEAH.
BUT THEY DON'T HAVE TO DO THAT.
HE MENTIONED LONG DISCLOSURES AND PRIVACY NOTICES.
WELL, YOU DON'T HAVE TO COLLECT IT.
IF YOU DON'T WANT TO HAVE -- TO HIRE AN ATTORNEY TO DRAFT A BIG LONG PRIVACY NOTICE BECAUSE YOU'RE WORRIED ABOUT WHATEVER, THEN DON'T COLLECT THE DATA.
THERE WAS A TIME WHEN THE BUSINESSES THAT EXISTED DID SO WITHOUT COLLECTING MY BIRTH DATE AND WHAT MY INTERESTS ARE AND WHAT I CLICKED ON ON THE WEBSITE BEFORE I CAME TO YOUR WEBSITE AND WHERE I GO TO NEXT.
IT ALL ASSUMES THAT THEY CAN CONTINUE THE GRAVY TRAIN OF DATA COMING TO THEM.

DOING THIS BUDGET EARLY WAS PART OF THAT PROCESS TO BE ABLE TO TAKE THAT RAINY DAY FUND OR TRUST FUND AND BUILD IT UP TO THAT AMOUNT SO WE CAN DO THE TAX REFORM BECAUSE YOU CAN'T DO TAX REFORM IN A YEAR THAT YOU NEED MONEY BECAUSE YOU'RE JUST GOING TO END UP PASSING TAX INCREASES AT THAT POINT.
YOU HAVE TO DO WHEN YOU HAVE A SURPLUS LIKE THIS AND THAT'S WHAT YOUR PLAN IS TO BE ABLE TO LOWER THE TAXES AS WE DO THAT.
ALSO, THE REASON THAT MONEY IS IN THE BUDGET RESERVE TRUST FUND RIGHT NOW IS BECAUSE WE KNOW WITH THIS OVERINFLATED ECONOMY AND HYPER-INFLATION THAT WE'RE SEEING THAT THIS IS NOT GOING TO LAST FOR THAT MUCH LONGER.
SO WE'RE TRYING TO MAKE SURE THAT WE BUDGET AND OUR CAUTIOUS WITH HOW WE SPEEND THESE FUND.

IN BETWEEN 18 THE LAST TIME THERE WAS TAX REFORM DID IT FOR THE WILTYEST KENTUCKIANS.
IT DIDN'T LOWER THE TAX BURDEN ON ON THE HARD WORKING FAMILIES OF KENTUCKY.
IT RAISE TD.
WE'RE SEEING THE EFFECTS OF THAT NOW.
ANY TAX REFORM WE NEED HAS TO BE FOCUSED ON HELPING OUT THE KENTUCKIANS WHO NEED IT MOST.
MAJOR POLICY.
YOU HAVE NEED INPUT FROM EVERY PARTY, EVERY REGION TO MAKE SURE THAT WE'RE REALLY SETTING UP THE TAX CODE THAT BENEFITS ALL KENTUCKIANS.

WHICH SHOULD GIVE EVERYBODY A LITTLE BIT OF A BREAK AT LEAST IN WHAT WE'RE PAYING.

>> WELL, WE NEED TO LOOK AT NEXT WREER, SEE IF THE INFLATION RATE HAS COME DOWN.
ANOTHER REASON FOR FILING IT WAS TO GET US TALKING ABOUT WHAT A BAD IDEA IT WOULD BE TO RAISE SALES TAX AT THIS POINT.
IF WE COULD LOWER INCOME TAX, I THINK THAT'S WONDERFUL.
WE'VE HAD RECORD REVENUES, MONTH AFTER MONTH AND THE BUDGET LOOKS REALLY GREAT AND THE OUTLOOK FOR THE ECONOMY IS LOOKING REALLY GOOD RIGHT NOW, IT WOULD BE WONDERFUL TO CUT SOME INCOME TAX AS WELL WHEN THE STATE DOESN'T NEED AS MUCH OF THE MONEY.
RAISING SALES TAX IS NOT GOING TO HELP THE POOREST KENTUCKIANS.
>> SO WHAT WOULD BE THE METRIC BY WHICH THE INFLATION MARK, RIGHT, YOU SAID TO JUST SEE HOW INFLATION WAS DECLINING THE IS THERE A MAGIC NUMBER IT WOULD HIT IN ORDER FOR YOU TO CONTINUE IT THAT BEYOND ONE YEAR.
