Gov. Phil Murphy signed a bill that lets New Jersey borrow a whopping $9.9 billion. Democrats say it'll plug a massive budget hole caused by plunging tax revenues during the pandemic. But a committee of just four Democratic lawmakers will pick spending priorities. Frustrated Republicans filed a lawsuit claiming the big borrow isn't necessary and isn't even constitutional.
