Gov. Phil Murphy’s top lawyer Matt Platkin testified he felt so concerned about state EEO confidentiality rules that he avoided telling his boss that administration employee Katie Brennan had accused another Murphy administration staffer, Al Alvarez, of raping her when Murphy was campaigning for governor in April 2017.
