As Atlantic City's nine casinos prep to reopen at just 25% capacity, they'll rehire only a portion of the tens of thousands laid off when the industry shut down here on March 16th. Casino execs hope to prove they can operate gaming floors safely with masks for all. But a bailout bill designed to help the hard-hit industry recover has its critics.
