The city is running low on fresh water.
22 pallets of drinking water were deployed last week.
Mayor Rick Burke says more drinking water is needed.
Today's declaration by the governor means Kentucky Emergency Management can begin coordinating relief efforts and the Kentucky National Guard can be mobilized to help as needed.
