Survivors of Superstorm Sandy warn that the recovery process will be long

Victims of Tropical Storm Ida’s floodwaters have started to file applications for Federal Emergency Management Agency aid, but it's a complicated process, and the average grant amounts to about $5,000. FEMA representatives say the program is designed to get a safe roof back over people's heads, not repair all their flood damages.
