UW economist Steve Deller says states fighting to court big companies like Foxconn is "the new Civil War." He explains that the closer the Foxconn factory is located to the state line, the more Wisconsinites will have to compete against Illinois commuters for jobs — while paying for the offered incentives. Overall, Deller feels Wisconsin made a good deal and the state "thought this thing through."
